Chapter 1: General Provisions
Article 1 (Purpose)
The purpose of these Terms of Service is to regulate the procedures and conditions for using all services (hereinafter referred to as the "Service") provided by Hanmi Ilbo (hereinafter referred to as the "Company") in accordance with the Telecommunications Business Act and the Act on Promotion of Information and Communications Network Utilization and Information Protection, etc., as well as the rights, obligations, and other incidental matters between the Company and its members regarding the use of the Service.
Article 2 (Definitions)
The definitions of terms used in these Terms of Service are as follows:
(A) Member: A person who agrees to the Company's Terms of Service, applies for registration, is approved by the Company, and is assigned a User ID and Password to use the Service.
(B) Registration (Sign-up): The act of a person who wishes to become a member agreeing to these Terms of Service, filling out the required information in the Service Application Form to apply for a service contract, and receiving approval from the Company.
(C) ID (Identifier): A unique combination of letters or numbers chosen by the member and approved by the Company for identification purposes when a registered member wishes to use the Service.
(D) Password: A combination of letters or numbers chosen by the member and shared with the Company to verify the member's identity when logging in with their ID.
(E) Operator (Admin): A person selected by the Company for the overall management and smooth operation of the Service.
(F) Withdrawal (Cancellation): The act of a member terminating the Service Use Contract for various reasons.
Article 3 (Specification and Amendment of Terms)
The Company shall post these Terms of Service on the website homepage or connected screens so that users can easily view them.
The Company may amend these Terms of Service without prior notice when necessary. The amended terms shall be announced by posting them on the Company website for 15 days from the effective date, and shall take effect from the effective date specified in the Addenda.
Members have the right to refuse the application of the amended terms, in which case they may withdraw their membership and discontinue using the Service.
If a member continues to use the Service provided by the Company after the effective date of the amended terms, they shall be deemed to have agreed to the modified Terms of Service.
Article 4 (Rules Outside the Terms)
Matters not specified in these Terms of Service shall be governed by the Framework Act on Telecommunications, the Telecommunications Business Act, and other relevant laws and regulations.
The Company may establish detailed matters for individual services in addition to these Terms, which will be announced through service user guides and separate consent procedures.
Chapter 2: Service Use Contract
Article 5 (Establishment of Service Contract)
The Service Use Contract is established when a user enters their information in accordance with the registration form provided by the Company, clicks the "Agree" button to the question "Do you agree to the Terms of Service?", and the Company subsequently approves the application.
Article 6 (Application for Service Use)
To use the Service, a user must record their personal information in the designated application form provided by the Company.
All information provided in the application form must match the user's actual and real information. Users who do not enter actual information or enter false data will not receive legal protection.
Overseas Koreans or foreign residents in South Korea who do not possess standard verification information must attach a file of their identification card or send it to the Company via fax or email. The Company will approve the application after verifying the ID. However, the document must be sent within one month of the application for the registration to be fully recognized.
The Company may approve the registration of group/corporate members instead of individuals only when deemed necessary. Groups wishing to register must explain the public interest purpose of their membership and undergo the Company's subsequent approval process.
The information required for entry by members is as follows:
(A) General Members: ID, password, full name, verification information, email address, zip code, address, telephone number, mobile phone number, and occupation.
(B) Members Under 14 Years Old: ID, password, full name, verification information, email address, zip code, address, telephone number, mobile phone number, academic status, name of legal guardian (parental authority), legal guardian's verification information, and legal guardian's contact information.
(C) Overseas Koreans / Foreign Residents in Korea: ID, password, full name, gender, verification information or Alien Registration Number, email address, zip code, address, country of residence, telephone number, mobile phone number, occupation, and a copy of an ID card (photo attached).
(D) Group Members: Group name, abbreviated group name, user ID, password, email address, office phone number, address, field of activity, group introduction, name of the person in charge, contact information and position, and a receipt confirmation for manuscript fees.
Article 7 (Approval of Service Application)
The Company shall approve the service application if the member accurately records all required information. However, approval may be refused or canceled in the following cases:
(A) If the real name is not used.
(B) If someone else's information is used.
(C) If the contents of the application form are falsely recorded.
(D) If the user engages in acts prohibited by the Framework Act on Telecommunications, the Telecommunications Business Act, the Information and Communication Ethics Charter, the Deliberation Regulations of the Information and Communication Ethics Committee, the Program Protection Act, and other relevant laws and terms.
(E) If the user has been criminally punished for reasons falling under item (D).
(F) If the user has a history of being refused service by another service provider for reasons falling under item (D).
(G) If a child under the age of 14 has not obtained the consent of a parent or legal guardian.
(H) In other cases where the application does not meet the requirements set by the Company.
The Company may defer approval of an application due to technical, policy, or operational reasons.
Chapter 3: Provision and Use of Services
Article 8 (Provision of Services)
In principle, the Service shall be provided 24 hours a day, year-round, unless there are operational or technical difficulties of the Company, or other special circumstances.
The Company shall make every effort to provide stable services as stipulated in the Terms, and if the Service is interrupted for unavoidable reasons, it will be repaired and restored without delay. However, the Service may be temporarily suspended in the event of system inspections, natural disasters, emergencies, or other unavoidable circumstances.
The services provided by the Company to members are as follows:
(A) Viewing posts on the Hanmi Ilbo website (excluding citizen reporter-related services).
(B) Profile, inbox, subscription, and bookmarking services within the Hanmi Ilbo website.
(C) Opening a blog.
(D) Registering, editing, deleting, and recommending posts such as articles, "Umji News" (Thumb News), blogs, videos, and photos.
(E) Viewing and applying for manuscript fees.
(F) Participating in events and promotions hosted by Hanmi Ilbo.
(G) Hanmi Ilbo mailing services.
(H) All other services provided to members developed independently by the Company or through cooperative contracts with other companies.
Article 9 (Use of Service)
Members can use the services listed in Article 8, Paragraph 3 immediately upon registration.
Members may raise issues or complaints with the Company at any time regarding inconveniences when using the Service. The Company will make efforts to resolve the issues if they are deemed justified.
Members bear all management responsibilities for their ID and password, and they cannot transfer or gift their ID to others. Any damage or loss incurred by a member, the Company, or a third party due to the use of a registered ID and password shall be the sole responsibility of the respective member.
Chapter 4: Posts and Content
Article 10 (Definition of Member's Posts)
"Posts" refer to the following items:
(A) Opinions, questions, answers, images, videos, various files, and links uploaded by members to the Company's various bulletin boards.
(B) Registered reader opinions, comments, images, videos, various files, and links uploaded by members to Hanmi Ilbo articles.
(C) Opinions, images, videos, various files, and links uploaded by members to Hanmi Ilbo blog posts.
(D) All other materials uploaded by a user in their capacity as a member on the online space provided by the Company.
Article 11 (Copyright of Posts)
The copyright of a post registered by a member belongs to the respective author.
The Company may comprehensively use the member's posts within the Company's service for reproduction, exhibition, transmission, distribution, etc., and may edit or modify the posts within the minimum necessary scope if required. Members consent to this comprehensive right of use, editing, and modification by the Company.
Article 12 (Scope of Responsibility and Management of Posts)
Any loss, damage, or other problems arising from a member's posts and information are the personal responsibility of the member, and the Company assumes no responsibility for them, except in cases of intentional misconduct or gross negligence by the Company.
Regarding various claims, lawsuits, and other disputes brought by a third party against the Company due to a member's posts, the member shall bear all expenses required for resolution, handle the dispute on behalf of the Company, and compensate or indemnify the Company for any damage, loss, or compensation paid to a third party.
The Company may delete a post if it falls under any of the items in Article 17 below.
When deleting a member's post, the Company may take measures against the member individually or simultaneously in accordance with Article 17.
The Company is under no obligation to store or archive posts deleted under Paragraph 3.
The Company is under no obligation to screen or censor all posts.
The Company is under no obligation to delete or store the posts of members who have withdrawn or have been expelled.
Chapter 5: Privacy Policy and Use of Personal Information
Article 13 (Privacy Policy)
The Company protects the personal information of members, and details are disclosed under the title "Privacy Policy" on the main screen and personal information management page of each service.
The main contents covered in the Privacy Policy include:
(A) Name, department, position, phone number, and email address of the Chief Privacy Officer (CPO).
(B) Purpose of collection and use of personal information.
(C) User rights and methods of exercise, such as withdrawal of consent, access, or correction requests.
(D) Items of personal information the service provider intends to collect.
(E) Retention and utilization period of personal information and the reasons for retention.
(F) Processing or management methods of personal information.
(G) Matters concerning the operation of cookies.
(H) Matters concerning the handling of complaints related to personal information.
(I) Matters concerning the purpose and method of processing personal information, and the use and management of processed personal information.
(J) Other matters necessary for the protection of personal information.
If the contents of the Privacy Policy are modified or amended, the Company will notify users prior to the changes via the homepage or other reasonable methods.
Article 14 (Use of Personal Information)
With the member's consent, the Company may send introductory and promotional emails regarding sites partnered with the Company.
The Company shall not disclose or distribute a member's personal information obtained through the provision of services to third parties without prior consent, except in the following cases:
(A) Where special regulations exist under laws such as the Act on Real Name Financial Transactions and Confidentiality, the Use and Protection of Credit Information Act, the Framework Act on Telecommunications, the Telecommunications Business Act, the Local Tax Act, the Consumer Protection Act, the Bank of Korea Act, and the Criminal Procedure Act.
(B) Where it is necessary for statistics compilation, academic research, or market research, provided it is processed in a form that cannot identify a specific individual.
(C) The Company may use all or part of the member's information as statistical data related to its operations.
(D) The Company may promote its business contents to members through methods such as email, and recommend product purchases, registration, or event participation.
(E) A member's agreement to these Terms of Service (including consent under Article 3, Paragraph 4) shall substitute for consent to the use of personal information in each of the above paragraphs.
Chapter 6: Information Modification and Contract Termination
Article 15 (Information Modification)
Members must immediately update their member information if any changes occur to the information entered during registration.
The member shall bear all responsibilities arising from a failure to update member information.
Article 16 (Contract Termination)
When a member wishes to terminate the service contract, they can apply for "Membership Withdrawal" in the member information modification section, and the withdrawal will be processed immediately. Re-registration is prohibited for 3 months following withdrawal, and the previously used ID cannot be reused upon re-registration.
The Company may retain the information of withdrawn members for up to 6 months from the date of withdrawal.
The information of withdrawn members retained by the Company may only be utilized for personal information protection purposes.
Chapter 7: Service Use Restrictions
Article 17 (Service Use Restrictions)
The Company may terminate the contract or restrict service use without prior notice if a member commits any of the following acts:
(A) Omitting or falsely recording member information required under Chapter 2, Article 6, Paragraph 5 during registration or information modification.
(B) Collecting, storing, or stealing other people's member information, such as IDs, passwords, or verification data.
(C) Infringing upon the intellectual property rights or other rights of the Company, other members, or third parties.
(D) Interfering with the Company's business operations or hindering others from using the service, such as causing harm to the service infrastructure.
(E) Violating the Bad Post Regulations.
(F) In other cases where there is a substantial reason to believe that the Company can no longer provide the service.

Article 18 (Procedure for Service Use Restrictions)
The procedure for restricting service use consists of 3 stages:
1st Warning: Verbal or written warning
2nd Warning: Suspension of writing permissions for all board sections for 1 month
3rd Warning: Revocation of membership
When revoking membership (3rd Warning) during the service restriction process, the Company shall convene a Disciplinary Committee. The composition and procedures of the Disciplinary Committee are as follows:
(A) Composition of the Disciplinary Committee: Consists of 3 members, including the Head of the News Guerrilla Headquarters and heads of related departments.
(B) Processing Procedure: Verification of basic facts for disciplinary action, delivery of a disciplinary notice, explanation/defense by the disciplined member (within 7 days from receiving the notice), confirmation of disciplinary action by unanimous consent, and final notification.
Chapter 8: Indemnification and Liability Disclaimer
Article 19 (Indemnification)
The Company shall not be held liable for any damages incurred by members regarding the use of free services, unless caused by the intentional misconduct or gross negligence of the Company. Paid services shall be subject to separately specified regulations.
Article 20 (Exemptions / Disclaimer)
If the Company suspends services due to natural disasters, emergencies, or similar unavoidable circumstances, it shall be exempt from any liability for issues arising from the suspension.
The Company shall not be held responsible for service disruptions caused by reasons attributable to the member.
The Company does not guarantee or warrant the suitability, accuracy, timeliness, or reliability of information, products, services, software, graphics, audio, and video provided through the Service.
The Company does not guarantee or warrant the suitability, accuracy, timeliness, or reliability of posts uploaded by members.
When a member intends to make legal, medical, or financial decisions based on information obtained through the Service or from posts by other members, they are strongly advised to consult a professional beforehand.
Chapter 9: Miscellaneous
Article 21 (Grievance Handling)
The Company collects opinions and handles complaints from members regarding personal information through telephone, written documents, email, or the website homepage.
Article 22 (Dispute Resolution and Jurisdiction)
In the event of a dispute regarding personal information, the Company and the member may apply for mediation to the Personal Information Dispute Mediation Committee for swift and effective resolution.
Any lawsuit regarding a dispute arising from the use of the Service shall be submitted to the court having jurisdiction over the location of the Company's headquarters.

These Terms of Service shall enter into force on September 24, 2013.
