On the 2nd, members of the National Assembly's 'Special Committee on Fact-Finding Regarding the Infringement of People's Suffrage, such as the Ballot Shortage Incident in the 9th National Simultaneous Local Elections, and Reform of Election Management,' led by Chairman Yoon Sang-hyun of the People Power Party, visited the ballot counting center at the Olympic Park Handball Gymnasium in Songpa-gu, Seoul, to conduct an on-site investigation and inspect the premises. The National Election Commission (NEC) stated on the 7th that there are certain blind spots not covered by CCTV cameras in and around the ballot box storage area within the Olympic Park Handball Gymnasium in Songpa-gu, Seoul, which has been sealed off since protests following the 6·3 local election ballot shortage incident.

In materials submitted to Chairman Yoon Sang-hyun of the National Assembly's Special Committee on the 6·3 local election ballot shortage, the NEC reported, "The CCTVs related to the storage of ballot papers and other materials are fixed-type units that cannot rotate, and it is understood that there are some blind spots within their range of coverage."

Korea Sports Promotion Agency, which manages the CCTV system, also acknowledged the existence of these blind spots in materials submitted to Chairman Yoon.

The agency explained that three CCTVs monitor the path leading to the office where evidence, including ballot boxes, is stored, and that these have been operating 24 hours a day from the 3rd of last month, the day of the election, until today.

However, it added that all three units are fixed, leading to blind spots, and that there are no CCTV cameras at all inside the office where the ballot boxes are stored. The agency further stated that there are no CCTV cameras recording the entrance to the office.

Regarding the recorded footage, it stated, "The NEC has not accessed the footage in question, and that footage is being stored separately."

The NEC also responded that CCTV footage is kept for 30 days from the date of recording, and that they understand the management entity backed up the footage after the election day at the request of the joint investigation headquarters.

Previously, during the first on-site investigation at the handball gymnasium counting center on the 2nd, the Special Committee verified with their own eyes that 2.47 million ballots and the ballot boxes were being preserved. The committee also criticized the Songpa-gu Election Commission after identifying circumstances suggesting that CCTV and other security measures were being poorly managed.

Currently, approximately 380 ballot boxes from across Songpa-gu, along with 2.47 million ballots, voting logs, and counting logs, remain in two basement offices at the handball gymnasium, as they have not been moved.

Chairman Yoon stated, "During the first on-site investigation, members of the Special Committee pointed out the operational status of the CCTV in the ballot storage area and the issue of blind spots; through the materials submitted this time, it has been confirmed that the CCTVs are operated as fixed units and that blind spots do indeed exist."

He emphasized, "Since the credibility of an election begins with thorough management, we will carefully inspect whether the security and management systems of the ballot storage facilities are being operated appropriately during today’s second on-site investigation, which will target the NEC and the Seoul Metropolitan Election Commission."
