Since the introduction of early voting in 2014, election fraud, which had been dismissed as a conspiracy theory, has now been confirmed as a reality involving "IT manipulation" thanks to the investigation by the joint headquarters of the prosecution and police. IT manipulation of voter turnout is an affront to suffrage, a threat to national security, and an act of subversion against the state. 

 

To restore the liberal democracy and constitutional order killed by election fraud, we strongly urge for the realization of a citizen-led special prosecutor, the dissolution of the NEC, and revolutionary efforts to eradicate election fraud to normalize the Republic of Korea.

 

First, investigate the state-subverting IT manipulation election fraud until the public is satisfied.

 

It has been revealed that the NEC's IT system, which they protected from monitoring and auditing by claiming to be a constitutional institution, is a den of crime that has threatened the foundation of democracy. 

 

Furthermore, evidence has surfaced showing that in the process of inputting data into the servers, officials completely bypassed official procedures, excluded observers from political parties and NEC commissioners, and arbitrarily modified figures on the server. 

 

Within this "black box of crime," where external oversight was blocked, real-time cross-verification was fundamentally impossible, even if data at the input stage was forged or distorted. 

 

It has now been proven that the current NEC system was, as claimed by the Server Investigation Headquarters, a black box of subversion and a base for election fraud. 

 

The citizen-led special prosecutor (provisional name) must secure the entire NEC IT system as evidence and conduct a thorough investigation starting from the 2020 general election. They must fully uncover how the IT manipulation was linked to the production of counterfeit ballots.

 

The joint investigation headquarters must recognize that the NEC's IT manipulation is a state crime that undermines the foundation of South Korea's liberal democracy, and must reveal the full extent of when this manipulation began, who led it, and how it was carried out. By investigating the "five villains of election fraud" simultaneously, they must uncover everything from the root of the fraud to the clandestine manuals used for grassroots rigging. 

 

Second, require all NEC employees to submit a "Personal Job Evaluation Report" and permanently archive them as historical records.

 

To fundamentally identify and dismantle the criminal cartel within the NEC, all employees, including those at the central, city, county, and district levels, must be compelled in the name of the people to submit a "Personal Job Evaluation Report." 

 

These reports must include details such as the employee’s current position, periodic duties and tasks, job evaluation systems, reporting lines, inefficiencies in work processes, personal experiences or observations of election fraud, inconsistencies or problems in IT input, and any instances of external pressure or structural difficulties. 

 

These "Personal Job Evaluation Reports" from NEC employees should be used as permanent national archives to prevent the recurrence of election fraud and to preserve historical lessons. They must be submitted under strict principles, where false statements are grounds for immediate dismissal. 

 

Third, conduct a public manual recount of ballots to clarify the link between IT manipulation and counterfeit ballots.

 

Since IT manipulation has been exposed, the actual ballots in storage will likely show significant discrepancies with the NEC's official statistical figures. If not only the turnout but also the vote percentages were manipulated, the physical ballots will undoubtedly reveal evidence of the atrocities committed to usurp sovereign will, such as "brick ballots" (stacks of fake votes) or replaced ballot boxes to minimize the discrepancy. Once tampered with, the traces cannot be hidden or disguised any longer. 

 

As public distrust has exceeded the critical point, a full and transparent manual recount comparing the physical ballots with the electronically input results must be conducted to resolve all past suspicions and failures without an ounce of concealment. 

 

The 2.47 million ballots stored at the central warehouse must be verified through a comprehensive comparison of the authenticity and physical quantity of the ballots, in the presence of political party observers, judicial authorities, and an independent expert verification team, to uphold judicial justice and fairness.

 

Our warning is not a mere recommendation. It is a cry to reclaim the lifeline of South Korea's liberal democracy. All NEC employees, now subjects of the investigation, must step down from any involvement in the fact-finding process and fully cooperate with the probe. 

 

We solemnly declare that we will unite with patriotic forces across the country to embark on a full-scale struggle for popular sovereignty and a revolutionary campaign, including the abolition of early voting and electronic counting, the implementation of on-site manual counting without moving ballot boxes, the holding of nationwide re-elections for the 6th local elections, and a demand for the dissolution of the National Assembly should they fail to half-heartedly address election fraud.
