Seoul Mayor Candidate Oh Se-hoon campaigning in the Shinchon area (Seoul=Yonhap News) Reporter Lim Hwa-young = People Power Party Seoul Mayor candidate Oh Se-hoon is campaigning in the Shinchon area of Seodaemun-gu, Seoul, on the first day of early voting for the 9th National Simultaneous Local Elections on May 29. 2026.5.29 hwayoung7@yna.co.krThree days before the June 3 local elections, People Power Party candidate Oh Se-hoon stated on the 31st that if the citizens of Seoul choose him, he will attend State Council meetings to check the current government.
At a press conference held at his election camp in Gwancheol-dong, Jongno-gu, Candidate Oh appealed, "Citizens of Seoul, please send me to the State Council as a 'representative of the citizens'."
He added, "The election that will protect the lives of Seoul citizens and determine the future of Seoul is now just three days away. If you grant me the position of Seoul Mayor once more, I will attend the State Council meeting immediately after the start of the 9th popularly elected term and explain and push for the 'Five Orders for Seoul Citizens' before the President."
The Seoul Mayor, who receives a treatment equivalent to a minister, is the only head of a local government who can attend and speak at State Council meetings.
Candidate Oh presented the 'Three Urgent Real Estate Policy Improvement Measures' and 'Two Proposals for the Recovery of Livelihood Economy and Democracy' as the Five Orders for Seoul Citizens to offer sincere advice to President Lee Jae-myung when attending the State Council.
In the real estate sector, he proposed: ▲ normalization of conditions for redevelopment and reconstruction maintenance projects, including the lifting of regulations on relocation loans for maintenance projects and the restriction of transfer of union member status; ▲ revitalization of private rental housing supply to resolve the 전월세 (jeonse and monthly rent) crisis; and ▲ establishment of safeguards to prevent real estate tax 폭탄 (poktan - bombshells).
In particular, he said, "If even the special deduction for long-term holding for single-home owners is abolished, people will inevitably be forced to sell their homes and suffer enormous losses when moving. The special deduction for long-term holding for single-home owners must be maintained as it is."
He continued, "The tax burden for single-home owners below the median price in Seoul should be limited to below the inflation rate, and the tax base brackets for property tax should be reasonably adjusted to reflect the current housing price levels. We will work with the government to find solutions for all of these issues."
For the recovery of livelihood economy and democracy, he proposed ▲ relaxation of regulations on the Seoul Metropolitan Area and ▲ prevention of the cancellation of indictments.
Candidate Oh emphasized, "The cancellation of the President's indictment is the prelude to a new class-based hierarchical society. I am confident that I can convince them that the cancellation of indictment is the signal flare for this administration's self-destruction."
He then attacked Democratic Party candidate Jung Won-oh, calling him a "straw man chosen by President Lee Jae-myung," and argued that he would be unable to defy the President's wishes even if city administration moved in a direction that infringed upon citizens' rights.
He stated, "Candidate Jung, who was chosen by the President and became a candidate, will inevitably have to act at the level of a quasi-appointed straw man. Seoul needs a protector of citizens' rights now, not a straw man. I will convey the heavy sentiment of the citizens in the State Council meeting."
Regarding the concern that a similar case to President Lee's refusal for then-KCC Chairman Lee Jin-sook to attend the State Council last July could be repeated, he responded, "Unlike the appointed KCC Chairman, the Seoul Mayor is an elected official representing ten million citizens, so it will not be easy for the President to simply ignore them. I look forward to the wise judgment of the citizens." (Yonhap News)
