Major city roads in Incheon, Goyang, and Uijeongbu were flooded, leading to vehicles being stranded and numerous rescue requests. Residents of low-lying houses and shops were forced to evacuate urgently or were rescued after being stranded without being able to gather their belongings due to the sudden rise in water levels.
The Korea Forest Service upgraded the landslide crisis alert for Seoul, Incheon, Gyeonggi Province, and Gangwon Province from 'Watch' to 'Severe' on this day.
The heavy rain warning issued for the Seoul metropolitan area was expanded to Gangwon Province and Chungnam Province.

Around 11:20 a.m., the road around Incheon Station on the Gyeongin Line (Seoul Subway Line 1) was submerged, and traffic in the surrounding area was controlled.
Due to the impact of the heavy downpour, train operations between Juan Station and Bupyeong Station on the Gyeongin Line were suspended for about an hour starting from 11:10 a.m.

Around 11:20 a.m., Jeongseojin Jungang Market and Gangnam Market in Seo-gu, Incheon, were flooded, causing an evacuation of citizens from the basements of the buildings.

Around 7 a.m., a 70s woman in the passenger seat died, and the driver was injured when a sports utility vehicle (SUV) slipped on the wet road and crashed into a traffic light in Yeongbuk-myeon, Pocheon-si.
Around 1:20 p.m., six citizens were stranded when a greenhouse in Naegok-dong, Deogyang-gu, Goyang-si, was flooded, and they were rescued by firefighters.
Around the same time, a report was received from a house in Howon-dong, Uijeongbu-si, stating that "water was flooding into the house, and the doors could not be opened." The fire department provided drainage assistance and safely rescued one resident.
Around 12:30 p.m., three vehicles were submerged on a road in Mansong-dong, Yangju-si, and four occupants managed to escape.
Additionally, around 12:46 p.m. in Jangheung-myeon, Yangju-si, and at 1:27 p.m. in Baegseok-eup, two mountain lodges experienced flooding of nearby streams, leaving a total of 36 people stranded, 12 and 24 respectively.
Rescue teams carried out rope rescue operations amidst concerns of landslides and road erosion, safely evacuating them.

According to the Gyeonggi Northern Police Agency, as of 1 p.m. on this day, 207 calls related to heavy rain were received, including reports of flooded roads and vehicles, flooded houses and shops, and traffic light malfunctions.
According to local governments in northern Gyeonggi Province, Uijeongbu City alone reported 31 cases of house flooding, 13 cases of shop flooding, 34 cases of road flooding, and 1 case of soil erosion due to the heavy rain. Goyang City reported about 150 cases of damage, including about 120 cases of road flooding and 26 cases of house flooding.
Due to safety concerns related to the heavy rain, train operations were suspended on some sections of Subway Line 3, Gyeongui-Jungang Line, Gyeongwon Line, and Gyeongchun Line. Around 11:30 a.m., operations on the Ilsan Station-Susek Station section of the Gyeongui-Jungang Line were suspended, followed by the suspension of operations on the Ilsan Line (extension of Subway Line 3) and the Nokcheon-Deokcheon Station section of the Gyeongwon Line at 11:55 a.m. The entire section of the Gyeongchun Line, connecting Goyang City and Uijeongbu City, was also suspended due to track flooding.
Korea Railroad Corporation resumed train operations on the Gyeongui Line around 1:25 p.m., the Gyeongwon Line around 1:45 p.m., and the Ilsan Line around 4:18 p.m. after drainage operations.
The operation of the Gyeongchun Line was initially scheduled to resume with the first train on the 14th, but it was postponed considering the heavy rain forecast and facility restoration.

The Korea Forest Service issued landslide warnings for six areas, including Gapyeong, Pocheon, Yangju, Paju, Namyangju, and Uijeongbu, due to the heavy rain, and advisories for Dongducheon and Yeoncheon.
In addition, evacuation orders were issued to residents near local rivers such as Pocheoncheon Bridge in Pocheon, Songcheon Bridge in Dongducheon, and Sinwoo Bridge in Paju due to the risk of flooding.
Gyeonggi Province elevated the emergency level of its Disaster and Safety Countermeasures Headquarters from Level 2 to Level 3 at 6 p.m. on this day and is responding to the heavy rain situation.
The issuance of Level 3 is the second time this year, following the heavy rain in northern Gyeonggi Province, including Gapyeong, on July 20th.
In Gangwon Province, around 100mm of rain fell, mainly in inland areas like Cheorwon, leading to a spate of reports of fallen trees.
According to the Gangwon Provincial Fire Department, three emergency calls related to rain damage were received as of 5 p.m. on this day.
A representative from the Seoul Metropolitan Weather Service stated, "The rain has somewhat subsided for now, but heavy rain is expected again until dawn," and advised, "Please exercise extreme caution to prevent further damage such as floods and landslides."
