Because this is a subject for a special counsel, I believed the top priority was to guard the evidence to prevent its destruction. 

You saw the storage state. They say it’s locked, but you can’t verify if the CCTV angles are monitoring properly. We must obtain and check the CCTV footage directly from the NEC.

In particular, while the ballot boxes are gathered by district, they are just piled up, and there’s no way to tell if the quantities are correct. If even one were missing, it would be a matter of arrest for everyone for destruction of evidence.

They divided the room into two, one for actual cast ballots and the other for items to be discarded and other documents, but when I went, I saw PCs stored inside boxes too.

So, once it becomes a clear subject of a special counsel investigation, those PCs must be seized. Earlier, some Democratic Party members kept saying the ballot boxes should be moved, but I firmly oppose moving them.

They must not be moved until a special counsel seizes them or verifies them, and until there is a way to satisfy all citizens who have doubts.

Whether there was tampering beforehand is something we must thoroughly verify and uncover through investigation, but I have verified with my own eyes that nothing was taken out while I was there. I kept the doors locked until the end, so the situation is currently preserved exactly as it was when we entered the Handball Gymnasium.

Of course, this state of preservation is not perfect. As I showed in the video, the door to the hallway leading to the shower area was open, and because the Olympic Park Handball Gymnasium is so large, we don't know where all the CCTV blind spots are. That is why we asked for the full CCTV footage, and we will thoroughly verify if there are any gaps in the recording.

Regarding the underground passage, facility management claimed there wasn't one, but we need to re-verify if there are any CCTV blind spots. This is not something that can be verified in a 10–20 minute site inspection.

I respect those who opposed us entering. But I can say with confidence, as someone who has conducted many search and seizures, that I made sure to be the first one in. I monitored everything from the time we opened the doors until we left to ensure not one item was stolen. I even verified the final locking of the doors.

Therefore, we ensured the site was preserved exactly as it was before we entered today.

However, because it was moved in such a haphazard and rushed way from the beginning, there is currently no way to verify if the number of ballot boxes is correct.

You saw me checking by eye earlier. The ballot boxes are just piled up. To the naked eye, they all appear to be sealed, but we must verify the status of the seals item by item; we cannot just look at them vaguely.

I am also against mobilizing public force, but in the case of the police, we entered on the condition that there would be no physical clashes, as there were accessible entry points. Some are still guarding them.

If I hadn't entered this time, we couldn't just let the Democratic Party members in. As an investigation expert who has done many search and seizures, and because I am genuinely committed to uncovering election fraud and pushing for a special counsel, it made no sense for me to be absent. I judged that if they went in without me, the situation would become uncontrollable.

I went in and confirmed that it was, in fact, chaotic. We need to stir up more public opinion for a special counsel. I showed the video on purpose. Even just watching the video makes you think a special counsel is necessary. It’s not stored systematically. However, that doesn't mean blocking everyone from entering is the answer, because that would make it difficult for the special counsel to obtain search and seizure warrants later.

We have taken photos of the current state of the boxes—which the NEC claims are ballot boxes—and because we’ve shown that the storage is a mess and that even NEC staff cannot confirm CCTV blind spots, there will be no issue in securing evidence through search and seizure warrants once the special counsel is launched.

I separately verified the welding, which refers to the door welding. These are parts of doors that were open. Today, all members of the Special Investigation Committee went, and because I had to monitor the integrity of the evidence to ensure no one tampered with it, I couldn't personally check every welded spot. But I checked the area where the ballot boxes are stored, and there were no signs of welding.

People suspect the possibility of tampering; I believe we must keep that possibility open and look into it until the end. We cannot be off guard. Naturally, the NEC must prove that there was no tampering. Regardless, I believe today's inspection is definitely helpful for the special counsel's investigation. Before we verified it, opinions were divided, with some claiming the boxes were moved through the underground passage, others saying they had already been relocated, and so on. I showed it as it is on video, so while I have my own judgment, citizens can form their own. If there are good suggestions, I will take them and reflect them in the parliamentary inspection.

I want to express what I felt when I went to the Songpa Election Commission today. The NEC can no longer claim there was no election fraud. I’ve talked to other lawmakers, and they have no excuses. When I went to the Songpa Election Commission that day, it was clear as day from 10:37 AM that ballot papers would run out. When ballot papers are scarce, there are various ways to handle it. Even without a manual, isn’t it common sense? If a guest comes to my house and I run out of spoons, I borrow from the neighbor or buy more at the store. Yet, they were aimlessly looking through manuals. You can tell how condescendingly and defensively the NEC staff have been working based on their manuals all this time.

There were over 40,000 spare ballot papers stored at the Songpa polling station. I was truly infuriated. The fact that those ballots were left there and not allocated to anyone requires an investigation into intentionality. They claim it happened because they are just too incompetent, but when incompetence reaches this level, you have no choice but to suspect malicious intent. So, weren't they intentionally not delivering them even though there were plenty? And to top it off, it wasn't reported to the Seoul Election Commission until 5 PM, and the National Election Commission didn't even know the situation. Even elementary school students would handle class elections more wisely than this.

And I believe they should be held accountable for destruction of evidence this time as well; it's said that the Songpa Election Commission’s lease for the location where election materials were moved expired on June 30th. Today is July 2nd, and they arbitrarily moved them because the lease expired by just a day or two. Does that make any sense? If that’s the situation, they should have properly reported it to the National Assembly so we could see it with our own eyes to believe it. Instead, they moved everything and piled it up. This is truly unacceptable. Furthermore, the number of ballot papers didn't match, the numbers distributed and remaining didn't add up, and they even input election results in reverse. Yesterday, reports showed that an NEC official had awarded a private contract to a company run by his own wife. Is this even possible?

Can they still refuse a special counsel after this? There is no way they can refuse it. I believe a recount is inevitable for the ballot boxes here. But if it’s a choice between a recount and a special counsel, I believe a special counsel must come first, because the other side might use the recount to claim things aren't clear, effectively suppressing the public sentiment for a special counsel. The Democratic Party's intention to suppress the special counsel push is obvious. You saw them yesterday, didn't you—the Democratic Party members of the Special Investigation Committee screaming and making threats in a group?
