[Declaration in Support of the June 3rd Struggle] Conduct a Full Re-election Through On-site Manual Ballot Counting on Election Day!

We, the 'Save Korea Alliance International,' a coalition of patriotic compatriots residing in the United States, Canada, Australia, New Zealand, and Germany, fully support the peaceful popular resistance movement (the June 3rd Uprising) led by the 2030 youth generation regarding the June 3rd local elections in our homeland, South Korea, which were void ab initio.


Accordingly, we advocate for the prompt conduct of a "full re-election" in accordance with established procedures. Furthermore, we call for an "independent counsel" to identify and bring to justice all election criminals and their accomplices since the April 15, 2020 general election, and for the comprehensive reform—to the point of dissolution—of the National Election Commission (NEC), which has devolved into what is effectively a "family business."

 

A. Reasons for a Full Re-election

 

1. This local election is void ab initio. It lacks the essential requirements for a legitimate election: valid voters, eligible candidates, proper ballots, and oversight.

 

(1) In the case of early voting, there were no voter registries at the polling stations. Instead, electronic fingerprint scanners were used, which were later revealed to be "fake" and not intended for identity verification. During the main voting day, ballots were even issued that omitted the names of certain candidates.

 

(2) For early voting, the requirement for an election official's stamp on the ballot was bypassed with so-called "printed stamps," resulting in the issuance of "invalid" ballots. Furthermore, during the main voting day, the issuance of ballots was effectively refused in many regions on the grounds of a "shortage of ballots," and when the issue was raised, ballots without serial numbers—also "invalid"—were issued under the pretext of being "pre-printed reserves."

 

(3) In the case of out-of-district early voting, the system for mailing and storing ballots inevitably involved blind spots where no oversight was possible. In essence, it was a system where observation was impossible from the start.

 

2. Dismissing such clear, illegal, and fraudulent elections, which are void ab initio, as mere "administrative mismanagement" is absurd. The elections must be nullified and a full re-election must be held.

 

(1) In particular, there were instances where erroneous inputs during the vote counting were brushed aside with claims that it "did not affect the outcome," and even cases where election materials, for which a court had ordered evidence preservation, were liquefied. This is an indisputable act of destruction of evidence to cover up illegal activities.

 

(2) While some argue for a "partial re-election" limited to contested areas or where the result might have been affected, in the interest of cost and effort, this is an unacceptable proposition, akin to suggesting we "only fix the contaminated parts."


Since the election itself is "void ab initio," there is no part of it that remains untainted. Moreover, election integrity is a core element of popular sovereignty—the foundation of liberal democracy—and is a value that cannot be compromised for any reason.

 

B. Reasons for Re-election via Same-Day Voting and Hand-Counting

 

1. The early voting system must be abolished, and voting should only take place on the day of the election.

 

(1) As mentioned above, the reason this election is void ab initio is primarily due to the disasters inherent in the early voting system itself.

 

(2) Specifically, in the case of out-of-district early voting, as observation is structurally impossible, there is no way to prevent "intended illegal or fraudulent acts" in practice.

 

2. Only hand-counting at the polling station guarantees transparency.

 

(1) The current counting system uses electronic tabulators, essentially electronic counting machines, which makes it impossible to monitor the process with the naked eye.

 

(2) Therefore, counting must be done by hand, and it must be conducted "on-site" at the polling station. There is no need to risk transporting ballot boxes to separate counting centers, and considering the time required for such transport, on-site hand-counting is far more time-efficient.

 

C. Matters to be Advocated and Achieved Through the 6.3 Uprising

 

1. Conduct a full re-election via same-day voting and on-site hand-counting!

 

(1) First, the National Assembly, in conjunction with the government, must promptly enact a "Special Act on Re-election" that mandates same-day voting and on-site hand-counting.

 

(2) Next, a "Re-election Management Committee" must be organized, excluding the current NEC leadership, to oversee the election. The current NEC structure cannot be trusted to manage an election freely and fairly.

 

2. Identify and bring to trial criminals and their accomplices through a rigorous investigation by an independent counsel!

 

(1) The June 3rd local election is a catastrophe that usurped popular sovereignty (suffrage); therefore, it must be investigated by a truly independent counsel, not a "self-investigation."

 

(2) Election crimes are, by nature, "Crimes Against Democracy"—serious offenses aimed at collapsing the liberal democratic system. Therefore, an investigation must be conducted without sanctuary into all alleged election irregularities since the April 15, 2020 general election to identify and bring to trial all those responsible and their accomplices.

 

3. Reform the current NEC to the point of total dissolution!

 

(1) The National Assembly, together with the government, must formalize the Board of Audit and Inspection's authority to audit the NEC, and carry out a comprehensive reform to dismantle its current organizational structure, which has effectively become a judicial-like body.

 

(2) The Public Official Election Act must be amended to completely abolish early voting and electronic voting/counting methods.

 

4. We urge President Lee Jae-myung to promptly take the actions expected of him as President. If he refuses, we demand his immediate resignation from office!

 

(1) President Lee Jae-myung is known as a beneficiary of the illegal and fraudulent election, and as the head of the executive branch, he cannot escape at least command responsibility for this disaster. Despite this, he threatens the youth and citizens who are peacefully demanding a re-election with forced dispersal and plans to "gag" any questioning of election fraud through the so-called "Eradication of False Information Act" taking effect on July 7th.

 

(2) Furthermore, as the head of state, he has a constitutional duty to protect the liberal democratic system. Given that election crimes are clearly "Crimes Against Democracy," his failure to fulfill his responsibilities regarding this disaster constitutes a "grave dereliction of duty" worthy of impeachment.

 

Long live the Republic of Korea! Long live liberal democracy!
