The U.S. Donald Trump administration has concluded its Section 232 investigation into civil aircraft, jet engines, and related components, but has decided against imposing immediate tariffs.

On the 9th (local time), President Trump signed a proclamation directing the Secretary of Commerce and the U.S. Trade Representative (USTR) to negotiate relevant agreements with trading partners to address concerns that the import of civil aircraft, jet engines, and related components may undermine U.S. national security.

The Department of Commerce had previously submitted a report to President Trump after investigating the impact of imports of civil aircraft, jet engines, and related parts on U.S. national security under Section 232 of the Trade Expansion Act.

Section 232 of the Trade Expansion Act allows the President to take measures to restrict imports if it is determined that such imports threaten U.S. national security. The United States has previously used this provision to impose tariffs on steel, aluminum, automobiles, and automotive parts.

According to the White House, while Commerce Secretary Howard Lutnick concluded in his report that these imports pose a risk to U.S. national security, he recommended that the President pursue further discussions and negotiations with trading partners instead of imposing immediate tariffs.

The White House explained that President Trump could take additional actions deemed necessary to adjust the imports of these products to address the national security threat.

In particular, the White House stated that additional measures could be taken if a relevant agreement is not reached within 180 days after the proclamation goes into effect, or if it is determined that a reached agreement is not being implemented or is ineffective.
