As South Korean Ambassador to the U.S. Kang Kyung-wha, who oversees the frontline of diplomacy with the United States, is set to stay in Korea for five days to hold working-level discussions with relevant ministries, observers are speculating whether urgent issues in the ROK-U.S. relationship have reached a critical point.

The Ministry of Foreign Affairs announced on the 14th that Ambassador Kang will return home temporarily from the 15th to the 19th to hold consultations with relevant ministries regarding the overall state of South Korea-U.S. relations.

The Foreign Ministry added that this visit was made at the instruction of Foreign Minister Cho Tae-yul.

Foreign Ministry Spokesperson Park Il stated in a regular briefing that day, "The Foreign Minister has frequently communicated directly with ambassadors stationed in key countries to gain a firsthand assessment of bilateral relations," adding, "Similar visits by other ambassadors have occurred in the past."

While the ministry explained that such temporary returns are routine for strengthening communication between the headquarters and missions abroad, it is generally rare for an ambassador to return home unless accompanying a leader from the host country, leading to assessments that Ambassador Kang's return is not exactly a common occurrence.

Ambassador Kang previously returned home on personal leave last April. During that time, it was confirmed that she visited the Foreign Ministry headquarters to meet with Minister Cho and discuss key pending issues between the two nations.

Back in April, the impact of the Coupang issue on ROK-U.S. security consultations was a major point of discussion, and there is speculation that this visit may also be linked to the persistent controversy surrounding the company.

Recently, a report from the U.S. House Judiciary Committee claimed that the South Korean government is targeting the U.S. firm Coupang with discriminatory attacks, and a White House official even remarked, "The Lee Jae-myung administration is singling out Coupang."

In April, 54 Republican members of the U.S. House of Representatives sent a letter to Ambassador Kang urging South Korea to "cease discriminatory regulations against U.S. businesses operating in Korea."

Although the government maintains the position that it is responding by conveying, at every opportunity, its fundamental stance that the matter is being handled fairly according to domestic legal procedures, concerns are growing over the lack of visible change and the persistence of the issue. This has led to speculation that the government recalled Ambassador Kang to discuss new strategies for diplomatic communication with the U.S.

The issue of investment in the U.S., which is facing mounting pressure from Washington, is also expected to be a key topic of discussion.

U.S. Secretary of Commerce Howard Lutnick recently publicly stated, "We want to bring Samsung Electronics and SK Hynix to the United States to build production facilities."

This suggests the possibility that the U.S. administration may pressure the two companies, which recently announced a combined 800 trillion won investment in semiconductor facilities in the Honam region, to invest more in the U.S. rather than domestically.

Furthermore, it is known that the U.S. has been conveying its desire for the swift implementation of investments promised in the joint fact sheet following the ROK-U.S. summit.

With the U.S. mid-term elections approaching in November, it is reported that Washington is eager for announcements of Korean investment in the U.S. to promote the trade policy achievements of the Trump administration.

As there have been persistent rumors that South Korea's first major investment project in the U.S. could be announced soon, one might also consider the possibility that Ambassador Kang returned home for final coordination.

Whether there will be any progress regarding ROK-U.S. security consultations is another area of interest.

Following the release of the fact sheet last November, the two sides held their first working-level meeting on security only about seven months later, early last month, and it was reported that a second meeting could be held as early as this month.

However, as there has been no news regarding the schedule for a second meeting as of mid-July, attention is focused on whether Ambassador Kang's return will facilitate relevant discussions.

Spokesperson Park Il stated, "Ambassador Kang plans to report to Minister Cho and engage in work consultations with officials from the Blue House and relevant ministries," adding, "It will be an opportunity to deepen communication and cooperation between Korea and the U.S. and explore ways to further develop bilateral relations."
