The Hill reported on Monday (the 20th) that while Senate conservatives and President Donald Trump are open to linking the "SAVE America Act" to government funding legislation, they are facing strong backlash from Republican colleagues concerned that doing so could lead to a government shutdown before the September 30 budget deadline.

According to The Hill, several Senate Republicans aligned with President Trump have expressed their intention to include the "SAVE America Act" in a continuing resolution (CR), arguing that the bill is too important to overlook.

However, Senator Ron Johnson (R-WI), the incoming chair of the Senate Budget Committee, stated he would support the proposal if it could actually pass.

In an interview with The Hill, he remarked, "If we can pass it in any way, shape, or form, I’m all for it," adding, "We’ll see what the specific path is."

While acknowledging that Democrats are highly likely to oppose such a package, Senator Johnson expressed his willingness to consider any legislative path that could advance President Trump’s top electoral priority.

President Trump further escalated the debate in a primetime address on Thursday night, urging Americans to pressure Congress to pass the "SAVE America Act" and insisting that stronger election safeguards are urgently needed.

The bill would mandate proof of U.S. citizenship for federal voter registration and tighten voter ID requirements.

Republican strategist Brian Darling told The Hill that attaching the bill to government funding would put Democrats in a difficult political position, forcing them to choose between supporting election integrity reforms or risking a government shutdown.

Not all Republicans agree with this approach.

Senator Thom Tillis (R-NC), a critic of former President Trump, warned that the proposal could be counterproductive, noting that there is insufficient time to implement such reforms before the November election.

Meanwhile, Senator Jerry Moran (R-KS) has urged Congress to pass a "clean" stopgap funding bill to keep the government operating while lawmakers finalize the budget.

Senate Minority Leader Chuck Schumer (D-NY) has already warned that Democrats would oppose any funding bill that includes the "SAVE America Act."

However, legislative strategy could shift as Senator Johnson’s influence grows.

According to Politico, following the passing of Senator Lindsey Graham of South Carolina, Johnson is set to take over as chair of the Senate Budget Committee. This role is expected to place him at the center of efforts to push for budget reconciliation packages, which could potentially include portions of the "SAVE America Act."

Johnson stated that his immediate goal is to continue pushing for fiscal restraint while uniting Republican senators around a viable plan.

Republicans have also explored using the budget reconciliation process to advance election security provisions, though Senate rules place limitations on what can be included in such measures.

Proponents argue that the "SAVE America Act" enjoys broad public support.

A Harvard CAPS/Harris poll cited by The Hill indicated that 71% of Americans support the bill, with 81% in favor of voter ID requirements.

According to surveys by the Pew Research Center and Gallup, 83% of U.S. adults strongly support requiring government-issued photo identification to vote, with support reaching 71% even among Democratic voters.

With only weeks left before Congress must take action to avert a government shutdown, Republican leadership faces a difficult balancing act: advancing President Trump’s election integrity agenda while avoiding the political fallout of another budget standoff.

Meanwhile, President Trump has made it clear he has no intention of waiting until the end of September. In a post on Truth Social on Monday (the 20th), he praised the House for its decision to include the "SAVE America Act" in the funding bill and urged all House Republicans to vote in favor of the continuing resolution this week.

He stated, "Thank you to Speaker Mike Johnson, Budget Committee Chair Jodey Arrington, and the House Budget Committee members including Lloyd Smucker, Ron Estes, Andrew Clyde, Josh Brecheen, Erin Houchin, Mike Carey, Blake Moore, Jay Obernolte, and Tom McClintock. Because of your efforts, we have been able to include the 'SAVE America Act' to the greatest extent possible, and secure support for our great farmers and our military."

He emphasized, "I want to see voter photo ID (ID!), proof of citizenship, and an end to fraudulent mail-in ballots (except for sickness, disability, military service, or travel). I am asking all House Republicans to vote 'YES' on the continuing resolution this week. This is a critical first step to passing the budget. House Republicans must stand together and fight for the 'Save America' legislation!"
