It has been learned that South Korean Foreign Minister Cho Tae-yul hastily boarded a flight to the United States after a policy briefing was sent to President Donald Trump advising him to cancel his meeting with South Korean President Lee Jae-myung. President Trump is scheduled to hold a bilateral working-level meeting with Lee on Monday, the 25th.

According to News N Post's investigation, Foreign Minister Cho departed for the U.S. on an unscheduled flight on the 21st (Korea Standard Time), just hours after a policy briefing titled "Strategic Rationale for Canceling the Meeting with President Lee Jae-myung" was sent to President Trump on the afternoon of Wednesday the 20th.

Minister Cho reportedly left for the U.S. in a hurry, bypassing the South Korea-Japan summit in Tokyo where he was supposed to accompany Lee, and had to take a connecting flight after failing to secure a direct one.

The policy briefing document was sent on the afternoon of Wednesday the 20th to Patrick Byrne, former White House Chief Strategist Steve Bannon, and Deputy Assistant Secretary of State John Mills. However, it has not been confirmed whether the recipients have reviewed the document.

The document begins by asserting that the Lee Jae-myung administration has adopted a series of policies that amount to the erosion of South Korean sovereignty to serve the goals of the Chinese Communist Party (CCP).

As evidence, it cites the unprecedented visa-free entry granted to hundreds of millions of citizens of the People's Republic of China, the Ministry of Justice's decision to legalize illegal Chinese residents, and the expansion of political and judicial privileges for Chinese nationals, including voting rights and eligibility to serve as judges or law enforcement officers.

The document points out that "Lee Jae-myung's trajectory, described as the 'China Lee' playbook, is not sovereign governance but an extension of China's strategic design," and adds, "In the Korean Peninsula, where critical U.S. forces are stationed and which serves as a linchpin of the ROK-U.S. alliance, this policy direction creates systemic vulnerabilities that directly threaten U.S. security interests."

It particularly notes with concern that Seongnam, South Korea, is identified as a hub for cyber operations allegedly conducted in cooperation with CCP strategists during the 2020 U.S. presidential election.

The document also alleges that the CCP, seeking to remove Trump—who had designated China as the greatest security threat to the U.S.—executed cyber intrusions via Seongnam's infrastructure to manipulate vote counts in Michigan, resulting in over 6,000 votes being flipped from Trump to Biden.

The document states, "Former President Yoon Suk-yeol attempted to expose the China-Lee led international election fraud cartel by declaring martial law," and continues, "In response, Lee Jae-myung reportedly led the impeachment of over 30 members of Yoon’s cabinet, attempting to overthrow the South Korean state. This included the Minister of Justice, the Prime Minister, ordinary prosecutors, and even Yoon himself. According to this record, Lee Jae-myung, with direct support from Wang Huning of the CCP, manipulated early and mail-in voting to secure his illegitimate election victory."

This appears to be a citation of a report by an international election monitoring group.

The document notes that former President Yoon has been imprisoned twice under the Lee regime, allegedly held in an undersized cell that has led to severe health deterioration and near-total vision loss.

The document further identifies Lee as a direct participant in international election subversion. It states, "Even if only partially verified, these reports position Lee Jae-myung not only as a pro-Beijing policymaker but as a figure directly facilitating international election subversion against the democratic leadership of both the United States and South Korea."

The most critical part of the document appears to be the "Strategic Risk Assessment" section. It characterizes Lee as a "leader who is deeply compromised (by the CCP)" and lists three risk factors:

1. He legitimizes the CCP's infringement on South Korean sovereignty.

2. He undermines trust in U.S. leadership by being linked to individuals involved in hostile interference against the United States.

3. He exposes U.S. forces stationed in South Korea to heightened strategic risks under a system aligned with Beijing's long-term strategic objectives.

The document suggests, "For these reasons, the meeting with Lee Jae-myung should be canceled, but the severity of the Seongnam allegations should not be publicly mentioned at this stage," and adds, "Instead, the recommended approach is to frame the cancellation around urgent global security priorities."

It advises using excuses such as "President Trump's need for focused attention due to the escalating Russia-Ukraine conflict" or "the confrontation between Israel and Iran, where the U.S. must continue to play a leading role."

In conclusion, the document recommends "immediately canceling the scheduled meeting with Lee Jae-myung" while "publicly" attributing the cancellation to a global crisis (Russia-Ukraine or Israel-Iran).

The author of the document adds, as a "private position," that one should "treat Lee Jae-myung as compromised by his alignment with the CCP and involved in efforts to subvert American democracy, and deny his legitimacy until clear evidence of a reversal emerges."
