Various observations are being made following the arrival of President Lee Jae-myung and the First Lady at Joint Base Andrews, a venue typically reserved for state-level visits, as they visited the U.S. for a working-level bilateral summit.
Of particular note is the interpretation provided by a Korean-American journalist. In a post on social media on the 24th (local time), Gene Cummings shared conventional wisdom, stating, "National leaders who receive a 'State Visit' invitation from the White House arrive at Joint Base Andrews in Washington," while adding, "On the other hand, for visits of lower protocol, such as a 'Working Visit' or attendance at multilateral meetings, they usually use Washington Dulles International Airport."
Cummings further explained, "However, national leaders facing specific military or security risks may use Joint Base Andrews even when visiting for working-level consultations," noting, "Since President Lee Jae-myung was invited for a 'Bilateral Working Meeting' rather than a 'State Visit Summit,' he would normally use Dulles Airport in principle; however, an exception can be made to use Joint Base Andrews if specifically authorized by the White House."
Meanwhile, Presidents Roh Tae-woo, Kim Dae-jung, Roh Moo-hyun, Lee Myung-bak, Park Geun-hye, Moon Jae-in, and Yoon Suk-yeol all entered the U.S. through Joint Base Andrews, having been invited in the capacity of state guests.
