According to multiple Japanese government officials, while the initial plan was to only document the significantly differing explanations regarding investment, the U.S. side requested the documentation of all agreed-upon contents, including an expansion of rice imports, and Japan has reportedly agreed to this.
Consequently, in addition to a joint document concerning Japan's $550 billion investment in the U.S. (approximately 766 trillion won), separate documents are expected to be compiled regarding Japan's import of U.S. rice and the purchase of U.S.-made aircraft, one official explained.
Following the conclusion of negotiations with the U.S. in July, the Japanese government had stated that documenting the agreed-upon contents was not necessary.
However, as the U.S. side raised a demand for the documentation of the investment sector, discussions have been ongoing regarding the documentation of investment, it was reported.
The investment sector was where the explanations from both sides significantly diverged immediately after the conclusion of the negotiations.
U.S. President Donald Trump stated on Truth Social on July 22 (local time), the day of the agreement, "At my request, Japan will invest $550 billion in the United States, and 90% of the profits from this will go to the United States."
However, Japanese Prime Minister Shigeru Ishiba immediately offered a different explanation, stating, "It is accurate to say that this is an agreement that allows Japanese government-affiliated financial institutions to provide investments, loans, and loan guarantees of up to $550 billion."
Hiroshi Kajiyama, Japan's Minister of Economic Revitalization, who met directly with President Trump during the final negotiations at that time, also explained, "Investments will be between 1-2%, with the remainder in the form of loans or loan guarantees."
Kajiyama, the Japanese minister in charge of negotiations, departed for the U.S. on this day.
Before his departure, he told reporters, "Working-level consultations have been finalized, and I am visiting the U.S. for ministerial-level consultations. There is a need for U.S. Presidential executive orders on the revision of mutual tariffs and the reduction of automobile tariffs to be issued as soon as possible."
He added, "Both Japan and the U.S. have agreed to faithfully and promptly implement the July agreement. We intend to pursue the implementation of the agreement, which will contribute to securing economic security and achieving economic growth."
