On September 5th, the U.S. Department of Defense promoted Major General Joseph E. Hilbert to Lieutenant General and nominated him as the Commander of the U.S. Eighth Army and Chief of Staff of the ROK-U.S. Combined Forces Command. 

He previously demonstrated expertise in operating in extreme cold and mountainous terrain, having led the 11th Airborne Division and the U.S. Army Alaska. 

Unlike previous Eighth Army commanders who focused on logistics and readiness for maneuver warfare, Hilbert is expected to enhance practical combat readiness based on his experience in combined arms combat, encompassing artillery, precision strikes, and air assault operations.

His experience overseeing multinational training at the German 7th Army Training Command and the Hohenfels JMRC is a valuable asset that will elevate the ROK-U.S. Combined Forces Command's joint training system to a theater-level standard. 

It appears he will strengthen a verification and feedback system applicable to actual battlefields, going beyond simple tactical demonstrations.

Hilbert's nomination is interpreted not merely as a change in command, but as a decision reflecting the projection of the U.S. Indo-Pacific strategy onto the Korean Peninsula. 

Upon confirmation by the U.S. Senate and assuming command, he will simultaneously hold a central role in the operations and planning of not only the Eighth Army but also the Combined Forces Command. 

This indicates that the U.S. military has begun to view its forces on the Korean Peninsula not as a 'training ground,' but as a space for the deployment of actual deterrence and combat power.

Furthermore, to prepare for new forms of warfare such as North Korea's missile threats, drone provocations, and cyberattacks, a comprehensive response system beyond traditional maneuver training is necessary. Hilbert, with his experience in artillery, precision strikes, combined and air assault operations, and multinational training design, is considered the most suitable commander for this transitional period. 

Under his command, the Eighth Army is likely to be reorganized into a ready combat force capable of immediate deployment, rather than just a unit that repeatedly conducts training.
