The second round of livelihood recovery consumption coupons will be distributed to 90% of the entire nation starting on the 22nd. The payment amount is 100,000 won per person.

However, 'high-income earners' whose total property tax assessment value for last year exceeds 1.2 billion won, or whose total financial income exceeds 20 million won, will be excluded from the payment recipients.

The government announced the second round of livelihood recovery consumption coupon distribution plan, which includes these details, at a joint press conference of relevant ministries at the Government Complex Seoul on the 12th.

The selection of recipients for the second round of consumption coupons will be made on a household basis.

Individuals registered together on the resident registration card by household as of June 18, 2025, will be considered one household, and payments will be made in principle to citizens residing in Korea.

Approximately 3.14 million vulnerable individuals, including basic livelihood recipients, low-income households, and single-parent families, who were eligible for additional payments in the first round, will also be eligible for the second round.

The government has prioritized the exclusion of households identified as high-income earners to select the bottom 90% of income earners.

Households where the total property tax assessment value of all household members for 2024 exceeds 1.2 billion won, or the total financial income exceeds 20 million won, will have all household members excluded from the payment recipients.

In addition to high-income earning households, households with a combined health insurance premium paid by the household member below the selection criteria as of June will become eligible recipients.

Equity has been considered to ensure that single-person households, which have a high proportion of young people and the elderly, and multi-income households with substantial combined income are not excluded from receiving the coupons.

For single-person households, the selection criterion has been set at an annual income of approximately 75 million won for employed subscribers. For multi-income households, such as dual-earning couples, the selection criterion will be applied by adding one person to the household member count.

As the second round of distribution will select and pay the bottom 90% of income earners, recipients will be notified in advance of their eligibility.

By applying for the "Livelihood Recovery Consumption Coupon Information" service through the National Personal Assistant, individuals can receive advance information regarding their eligibility for the second round of payments, application periods and methods, and usage deadlines.

Similar to the first round of applications, adults born before December 31, 2006, will apply and receive payments individually, while minors can have their resident registration head apply and receive on their behalf.

Applications for the second round of livelihood recovery consumption coupons will be accepted from 9:00 AM on the 22nd until 6:00 PM on October 31st. Similar to the first round, recipients can choose to receive their coupons in the form of credit/debit cards, local gift certificates, or prepaid cards.

Yoon Ho-joong, Minister of the Interior and Safety, stated, "We hope that the momentum of domestic demand recovery, revived by the first round of livelihood recovery consumption coupon distribution, will further spread with the second round of distribution," and added, "We will carefully consider and ensure that citizens experience no inconvenience throughout the application, payment, and usage processes in cooperation with relevant ministries and local governments."
