Regarding President Lee Jae-myung's remark, "Let's not touch the Media Arbitration Act," Presidential Secretary for Public Relations and Communication Lee Gyu-yeon explained on the 12th, "He meant that it would be better to cast a wider net with the Information and Communications Network Act rather than the Media Arbitration Act."

In an interview on KBS radio's 'Jeon-gyeok Sisa' on the same day, Secretary Lee said, "Currently, fake news and fabricated information are rampant, and the damage is not only occurring through traditional media but also significantly more through social media and YouTube."

He elaborated, "From the perspective of needing to deal firmly with those issues, he said that targeting only the media is not desirable," adding, "If we were to touch the Media Arbitration Act, it would appear as if we are targeting the media."

Regarding punitive damages, Secretary Lee mentioned that President Lee had often spoken about this matter. "He also suggested that it would be good to create a system that broadly regulates issues such as technology theft and food safety violations through a general law, rather than dealing with them as separate cases," he conveyed.

In his press conference marking his 100th day in office yesterday, President Lee stated, "Let's not touch the Media Arbitration Act and find ways to increase compensation," and expressed his opinion, "Let's be strict only with malicious (fake news) and have very high compensation amounts."

At the press conference, President Lee also commented that there is "no need to insist" on strengthening the criteria for major shareholders subject to stock capital gains tax. Regarding this, Secretary Lee stated, "You can consider that the decision has been made to maintain it at 5 billion won."

Concerning the introduction of a special treason court, when asked about President Lee's comment, "What is unconstitutional about it?", Secretary Lee explained, "He respects the legislative situation in the National Assembly and is cautious with his words," adding, "It can be seen as him stating the principle that it is not unconstitutional."

In this regard, Presidential Secretary for Political Affairs Kim Byung-wook also said on SBS radio that day, "If a special treason court can be formed within the framework of the Constitution, it cannot necessarily be called unconstitutional," adding, "However, a decision on whether to establish a special court has not yet been made."

Regarding the differences in opinion that have emerged between the party and the government concerning the speed of prosecution reform and the leadership of subsequent legislation, Secretary Kim emphasized, "There are always minor differences in opinion on issues. Is that not democracy?" and stated, "While the media sometimes describes these as conflicts, I clearly state that there are no major conspicuous issues yet."

He refuted the assessment of the first 100 days of the Lee administration as "chaotic rule" (昏庸無道 - a foolish and incompetent ruler throwing the world into disarray) made by Song Eon-seok, the interim leader of the People Power Party, in his regular parliamentary negotiation group representative speech on the 10th, saying, "It is truly shameless for a party leader to say such things in the plenary session of the National Assembly."

He continued, "Even if they have devolved into a group with low approval ratings, they should still evaluate and criticize objectively, sensibly, and rationally. I believe they are still unable to escape from their own delusional world, detached from the public."
