Commemorative Academic Seminar for the 29th Anniversary of Consul Choi Deok-geun's Death.

The Yangjihoe Association held an academic seminar on the 16th at its seminar room on the 7th floor in Seoul to commemorate the 29th anniversary of Consul Choi Deok-geun's death.

With over 100 attendees, Shin Eon, Chairman of the National Intelligence Research Institute, gave a presentation on the theme of "Reflective Retrospection of the Choi Deok-geun Incident and Suggestions for Future Overseas Intelligence Activities."

Following this, Hong Yoon-geun, an honorary professor at Shinhan University, and Lim Seong-jae, a senior researcher at the Institute for National Security Strategy, participated as discussants, engaging in in-depth discussions on security issues at overseas missions and the necessity of institutional support for intelligence agents.

Participants unanimously stated, "Consul Choi Deok-geun's sacrifice is not merely a personal tragedy but a national imperative," emphasizing the urgent need to ensure the safety of diplomatic and intelligence personnel operating abroad and to improve relevant systems.

The Tragedy in Vladivostok in 1996

On the evening of October 1, 1996, Consul Choi Deok-geun was attacked by an assailant on the stairs of his apartment building in Vladivostok. He was struck on the head and side while returning home and collapsed, dying at the scene.

The autopsy revealed skull fractures and stab wounds, and the detection of the potent nerve agent neostigmine bromide. This substance is more potent than cyanide and can cause respiratory and cardiac arrest even in small doses.

The fact that $1,200 in cash remained in his wallet at the time strongly suggested that the incident was not a simple robbery but had political and intelligence-related motives. The Russian authorities formed a joint investigation team to look into the case, but it ultimately remained unsolved. This incident, which marked the first recorded case of a Korean diplomat being murdered abroad, sent shockwaves across the nation.

Nameless Stars, and the Lessons Learned

Presenters and discussants at the seminar agreed that this incident is not merely a past event but a warning that remains relevant today. They stressed the need for enhanced security at overseas missions, improved treatment for intelligence agents, and persistent efforts to uncover the truth without political obstruction.

Notably, the "Nameless Stars" monument within the National Intelligence Service lists 19 fallen agents to date, but Consul Choi Deok-geun is the only one whose identity has been publicly disclosed. This highlights that his death is more than a personal sacrifice; it is a symbolic event that should be remembered by the nation.

Israel's Mossad, for instance, has over 600 "Nameless Stars," signifying the sacrifices of many agents. In comparison, South Korea has fewer such recorded individuals, and most of them remain completely undisclosed. Therefore, Consul Choi Deok-geun being the sole publicly identified case further underscores the national and historical significance of his death.

Chairman Shin Eon stated, "Even 29 years later, Consul Choi's sacrifice poses a heavy question for us," reiterating his call for institutional improvements and national support for overseas intelligence activities.
