The Ministry of the Interior and Safety announced on the 21st that applications for the second round of livelihood recovery consumption coupons will be accepted starting at 9 AM on the 22nd.


The core of the second round of consumption coupons is the distribution of 100,000 won per person to 90% of the population with the lowest incomes. Recipients can choose to receive the coupon through credit/debit cards, prepaid cards, or local gift certificates.


Those who wish to receive the coupon via credit or debit card can apply through their card company's website, app, call center, or ARS, or by visiting a bank branch linked to their card. Applications are also possible through simple payment apps like K-Bank, Kakao Bank, and Toss.


Mobile or card-type local gift certificates can be applied for through the dedicated app or website of the local government responsible for the applicant's address.


For prepaid cards or paper gift certificates (including some card types), recipients can receive them on-site by simply presenting their ID at the local administrative welfare center in their township, town, or neighborhood.


Military personnel on mandatory service can apply for consumption coupons at the administrative welfare center responsible for their duty station, rather than their registered address, if they wish, and can receive prepaid cards or other forms of payment valid within that local government.

For both online and offline applications, a day-of-the-week system based on the last digit of one's birth year will be applied during the first week (September 22nd-26th).


Monday is for those whose birth year ends in 1 or 6, Tuesday for 2 or 7, Wednesday for 3 or 8, Thursday for 4 or 9, and Friday for 5 or 0. Applications can be made online by anyone on weekends.


Eligibility for the coupon can also be checked from the same day on the websites and apps of the National Health Insurance Service and card companies, as well as at resident centers and bank branches.


The consumption coupons are valid until November 30th. Residents of special cities and metropolitan cities can use them within their respective regions, while residents of provinces can use them within the cities and counties of their registered address.


For coupons received as credit/debit cards or prepaid cards, they can be used at small business merchants with an annual revenue of 3 billion won or less, excluding certain business sectors.


Specific locations are included regardless of revenue: Hanaro Marts in some township and rural areas with poor consumption conditions, 'publicly operated' local food direct sales centers, 'township' area agricultural cooperatives and privately operated local food direct sales centers, and local consumer cooperatives where the corporation's location matches the store's location.


For coupons received as local gift certificates, they can be used at affiliated stores within the jurisdiction of the recipient's local government.


Appeals can be submitted online through the 'Kukmin Sinmungo' website or offline at administrative welfare centers in townships, towns, and neighborhoods.


The day-of-the-week system also applies to appeals during the first week. Submitted cases will be processed after review by the local government and the National Health Insurance Service, and applicants will be notified upon completion.
