Nowon-gu, Seoul (Mayor Oh Seung-rok) is actively operating various cultural and leisure support facilities to improve the quality of life and promote healthy retirement for seniors. Seniors are chatting at the Junggye Cheongchun Cafe.Nowon-gu pioneered the creation of dedicated cultural spaces for seniors by opening the 'Nowon Silver Cafe' near Junggye Station in 2010, the first of its kind in the nation. Since then, it has operated a total of four branches, including Gongneung Cheongchun Cafe, Wolgye Cheongchun Cafe, and Junggye Cheongchun Cafe, receiving significant positive responses with approximately 270,000 cumulative visitors in 2024.


The Cheongchun Cafes offer discounted prices for seniors aged 65 and over, such as 500 won for Americano and 1000 won for toast. They also contribute to local job creation by hiring seniors as baristas and service staff in teams of three, increasing from 88 in the previous year to 103 this year.


Performance culture has also been diversified, with successful performances held across genres such as folk songs, trot, instrumental music, and dance. A total of 832 performances were held last year, averaging 580 spectators per day. The enhancement of performance diversity through the recruitment of new groups has been highly effective.


In addition, the district offers enrichment courses such as poetry recitation healing, laughter exercises, and classic film screenings, as well as comprehensive cultural spaces (book cafes, community spaces, exhibition spaces), establishing itself as an open space not only for seniors but also for local residents. The opening of a fifth Cheongchun Cafe on the first floor of Sanggye Lifelong Education Center is currently under consideration, with completion targeted for 2028.


The Surak Senior Welfare Center, opened last year, operates various facilities including a health counseling room, health exercise room, billiards room, table tennis room, and employment education/counseling room. It also hosts the nation's first job seeker-exclusive senior counseling center. Including Wolgye Cultural Welfare Center, Gongneung Senior Welfare Center, and Seoul Senior Welfare Center, it has a total of four senior welfare centers.


As of 2025, there are 265 senior leisure welfare facilities, the highest number among Seoul's autonomous districts, demonstrating Nowon-gu's leading role in senior welfare policies.


Mayor Oh Seung-rok stated, "In an era of rapid aging, the importance of senior welfare policies is growing," adding, "We will continue to develop various policies for the healthy and respected old age of our seniors."
