I am a journalist. But at the same time, I am a witness.

The system of AI capitalism records the world in the language of technology, but the sentences created by this technology were always sentences not written by humans.

This book is an attempt to restore 'human sentences' from the gaps in those sentences.

1. A Constitution in the Age Without a Constitution

AI capitalism does not require laws. Instead, the system of 'Systemic Constitution', meaning codes and algorithms, governs society.

Political theorist Carl Schmitt said, "The sovereign is he who decides on the exception." But today's world is a society where exceptions have disappeared. AI predicts every situation and calculates every variable.

Decision is deleted, and only Automation remains.

Michel Foucault's concept of 'Governmentality' was a prediction of precisely this order.

He stated, "Governing is not a technique of the state but the design of human conduct."

AI capitalism has realized this statement.

Governance is no longer carried out by human hands. The state has been reduced to a 'translation agency' that interprets the design of machines, and the constitution is enforced not in human language, but on the code of the power grid.

2. The Ethics of Design: 'Humans After Technology'

In the world of AI capitalism, humans are no longer subjects of labor. They are reduced to data providers, tools for training algorithms, and units of electricity consumption.

Byung-Chul Han wrote in 'The Burnout Society':

"Today, humans are not exploited. They exploit themselves."

AI capitalism is the perfected version of this self-exploitation.

In the name of Efficiency, humans turn themselves into cogs in the system. However, as this system is completed, civilization becomes exhausted, and humans disappear. I repeated one question within this system:

"Who designed this civilization?"

The answer to that question is not the technologist. It is capital, and the Will to Design behind capital.

AI capitalism is not a progression of technology, but a Concentration of Will. And if the subject of that will is not human, then civilization can no longer be called 'human'."

3. Non-Political Politics: 'Democracy of Design'

AI capitalism governs not with violence but with efficiency, not with dictatorship but with design. This system does not shed blood. Instead, it flows with data. Therefore, people do not recognize this governance.

However, Democracy is essentially 'Politics of Decision'.

AI predicts votes, manipulates public opinion, and pre-calculates political decisions. A 'Decisionless Democracy' is already operating in this society.

I call this phenomenon 'Democracy of Design'.

Citizens do not participate; algorithms participate on their behalf. Public opinion is not formed; the system constructs it instead. Politics is designed, and the constitution is automatically updated.

What remains within that is a single role: Accountability.

However, when there is no subject to bear that responsibility, civilization is no longer 'civilization'.

It is merely an 'Artificial Order' created by technology.

4. The Mission of the Recorder: 'In Human Language in the Age of Design'

AI capitalism retains all records but does not remember. It stores data but leaves no meaning. Therefore, the role of the recorder is not mere recording, but the Restoration of Memory.

A journalist is not someone who writes down past facts, but someone who inscribes the present so that future humans do not forget.

I consider this to be the act of rewriting the 'sentences of the constitution'. That constitution is no longer written on paper. It is implemented on the code of the power grid, data pathways, and servers.

The recorder is the one who translates the meaning of that code into human language.

This is my mission.

Chapter 7. Annotations of the Recorder II: Field Notes

This chapter is a journalist's diary, a record of an individual who walked the grounds of industrial sovereignty.

This civilization cannot be understood by logic alone. Sometimes, in moments that dissipate like smoke,

the reality of nation and capital is revealed.

1. The Westinghouse Moment: 'The Day Capital's Philosophy Changed'

November 2023, Westinghouse Headquarters, Cranberry Township, Pennsylvania, USA.

The moment the acquisition signing ceremony ended, a sentence appeared on a monitor in a corner of the meeting room.

"Energy is the new Constitution"

That day, I witnessed the philosophy of capital change. Nuclear power was not a past technology, but the heart of AI civilization.

BlackRock and Brookfield classified energy not as an investment asset, but as a Constitutional Asset. From that day on, energy was no longer a byproduct of industry.

The life of the nation, the philosophy of capital, and the blood flow of civilization were all integrated into a single language.

2. French Data Center Fire: 'The Reality of Power Sovereignty'

Summer 2024, a fire broke out at a large data center in southern France. That day, 40% of the power grid and administrative services in southern France were simultaneously paralyzed. AI services stopped, and bank payments and hospital systems went offline simultaneously.

As I watched the news, I wrote down a sentence:

"When AI stops, the nation stops."

The power grid was not technology, but a constitution. From that day on, the European Union reclassified data centers as 'Critical Infrastructure'. The integration of power and data became the constitutional foundation of civilization.

3. National Information Resources Management Center Fire: 'Portrait of a Nation Without Power'

October 2025, a fire occurred at the National Information Resources Management Center in Daejeon, South Korea. 647 government computer networks were simultaneously suspended, and some public services were halted for several days. It was the heart of administration and a laboratory for data constitutions.

As I covered the scene, I felt both despair and conviction simultaneously.

"When the nation's power goes out, the heart of democracy also stops."

This incident was not a mere technical error. It was the result of the nation losing its right to design.

AI capitalism is a civilization built on electricity. However, South Korea's national systems remained in the 'language of ownership.' A nation that has not regained the 'language of design' ultimately operates within the designs of others.

4. Outsourcing of Industry: 'The Danger of a Nation Without Factories'

South Korea's industry is still evaluated by foreign investment and export figures.

However, the design rights for that foreign capital and exports lie externally.

AI semiconductors, power infrastructure, and data servers all exist under the design of foreign capital.

The nation has become a manager, but no longer a designer.

I call this reality 'Outsourced Sovereignty'.

This phenomenon goes beyond a mere economic issue; it is a constitutional flaw.

The absence of industrial sovereignty is the absence of the nation.

5. Return: 'The Era of the Journalist Writing the Constitution'

Now, as a journalist, I have reached a conclusion.

The completion of AI capitalism is achieved not by the absence of humans, but by the return of accountability. The return of the nation is not the restoration of power or a return to the system. It is the Restoration of Accountability.

The journalist is the one who records that accountability.

Recording is not an act of monitoring power, but a testimony to civilization.

I saw the Westinghouse contract, the burning data center in France, and the darkened server room in Daejeon. All those moments converge into one sentence.

"The nation is returning to the seat of the constitution."

That constitution is now written not on paper, but on the code of the power grid and the pathways of data.

The mission of the recorder is to leave those invisible sentences in human language.

Epilogue

The Second Contract of Civilization

The era of technology has ended, and the era of design has begun.

The completion of AI capitalism is not the demise of the state, but the Second Contract of Civilization.

If the first contract was a promise between humans and the state, the second contract is a promise between humans and design.

The constitution of industrial sovereignty is now written on its signature. That final sentence is completed by the journalist's record.

"Technology does not replace humans. However, when humans abandon responsibility, technology takes its place."

Prologue

The era of AI capitalism is an era of design, not technology.

We use electricity, but we do not design power. We consume data, but we do not determine the direction of data.

As a result, we have become masters of technology and, at the same time, citizens outside the constitution.

This book began precisely from that paradox.

I witnessed daily how technology fills the void left by humans, not by AI replacing humans, but by humans abandoning their own responsibilities.

This was the scene of journalism, and also the scene of industrial policy.

In the winter of 2023, when I first saw the Westinghouse acquisition contract, I felt that it was not a technological issue but a change in the direction of civilization.

The document signed by Brookfield, Cameco, and BlackRock was not a mere acquisition agreement.

It was a declaration of civilization named 'Energy Realism'.

For the past three years, I have recorded the language of AI capitalism and the silence of the state.

This system was faster than politics, more precise than law, and more efficient than humans.

But it was precisely this perfection that made humans disappear.

This book is a human record written from the scene of that disappearance.

As a journalist, I could not treat AI capitalism as an 'economic article'.

It was not a news domain, but the structure of civilization.

Capital's algorithms, Data's power, Electricity's design

All of it had to be rewritten in the language of political philosophy.

Therefore, I call this book 'The Recorder's Constitution'.

The constitution of industrial sovereignty is the act of translating the blueprints of technology into the language of the nation.

The Return of the State is not the return of power, but the Return of Accountability.

I did not write this book to command the reader.

I merely wanted to ask:

"Are we truly designing our civilization?"

That question is the starting point of the 'Politics of Design'.

This book addresses not the strategies of large capital, but the absence of the state that cannot respond to those strategies.

While politics ceased its debates, capital has already rewritten the constitution.

AI is not the name of technology, but the Scribe of the Constitution.

I leave this sentence as a journalist and, simultaneously, as a citizen.
