Four people have died and one remains missing due to heavy downpours that began on the 16th of this month.

Flooding has occurred repeatedly across roads and farmlands, forcing approximately 5,000 people across the country to evacuate.

According to the Central Disaster and Safety Countermeasures Headquarters' situation report as of 6:00 a.m. on the 18th and the National Fire Agency, search efforts are underway near Sinangyo Bridge in Buk-gu, Gwangju, following a report at 10:18 p.m. the previous night that "a person was seen being swept away by the river."

The previous day, in Seosan, South Chungcheong Province, a man in his 60s was found in a state of cardiac arrest inside a submerged vehicle on a road in Seoknam-dong, and a man in his 80s was found dead in the vicinity.

In Dangjin, fire authorities found a man in his 80s dead in the basement of a flooded house near the Dangjin market while conducting drainage work, following a report that "a father had gone missing."

On the 16th, in Osan, Gyeonggi Province, a 10-meter-high retaining wall along an overpass toward Suwon collapsed, burying a passing vehicle. A driver in his 40s lost his life in the accident.

A total of 5,192 people from 3,413 households have been temporarily evacuated across 52 cities, counties, and districts in 13 provinces and municipalities nationwide.

Damage to public facilities has been reported in 496 cases. Road flooding was the most frequent with 328 cases, followed by 62 cases of soil erosion, 30 cases of embankment damage, 3 cases of sinkholes, 2 cases of river overflow, 2 cases of rockfalls, 1 case of station flooding, 1 case of retaining wall collapse, and 1 case of farmland inundation.

There were a total of 276 cases of damage to private property, with building flooding being the most common at 203 cases.

Additionally, there were 28 cases of rice paddy flooding, 3 cases of collapsed vacant houses or walls, 1 case of residential flooding, 1 case of collapsed private retaining walls, and 1 case of vehicle and partial building damage due to soil runoff.

Marine and rail transportation also faced disruptions.

Operations for two ships across two routes, including Mukho-Ulleung and Ulleung-Dokdo, have been suspended.

Train services have been halted on seven sections, including the Gyeongbu Line (Seoul-Busan), Gyeongjeon Line (Dongdaegu-Jinju, including KTX), Honam Line (Iksan-Mokpo, including KTX), Janghang Line (Yongsan-Iksan), Seohae Line (Hongseong-Seohwaseong), Chungbuk Line (Daejeon-Jecheon), and Jeolla Line (Namwon-Yeosu Expo, including KTX).

Notices regarding the suspension and delay of train services are displayed at Daejeon Station in Dong-gu, Daejeon, on the morning of the 17th, as heavy rain battered the central region. Korea Railroad Corporation (KORAIL) announced that regular train services between Seoul Station and Daejeon Station on the Gyeongbu Line were temporarily suspended starting at 4:30 a.m. that day. Access to 119 riverside parking lots, 13 camping grounds, 54 under-bridge roads, and 393 submerged bridges (sewolgyo) remains restricted.

A total of 45 power outage reports were received nationwide; 36 have been restored, while restoration work continues for the remaining 9.

Cumulative precipitation from midnight on the 16th to 5:00 a.m. today includes 445 mm in Naju, 442 mm in Gwangju, 437.6 mm in Hongseong, 427.1 mm in Seosan, 397.0 mm in Damyang, 390.0 mm in Sejong, and 376.0 mm in Changnyeong.

As damage mounted due to continuous heavy rain, the Central Disaster and Safety Countermeasures Headquarters raised the storm and flood crisis alert to the highest level, "Serious."

The headquarters also activated its Level 3 emergency response, elevating the state of readiness for ministries and relevant agencies to the highest level.

According to the Korea Meteorological Administration, rainfall of 100–200 mm (with over 300 mm in some areas) is forecast for Gwangju, South Jeolla, Busan, Ulsan, and South Gyeongsang provinces, and 50–150 mm (with over 200 mm in some areas) for the Chungcheong region, North Jeolla, Daegu, and North Gyeongsang provinces between today and the 19th.
