The possibility of long-term records held by a senior official responsible for external relations with presidential candidates, foreign political circles, and religious organizations has put both the political and religious communities on edge. While the actual content of the materials has not been fully disclosed, even partial recordings and circumstantial evidence have had a significant impact, prompting calls for a special prosecutor.

What has been revealed so far is fragmentary.

These are mere fragments indirectly revealing mentions related to foreign political circles, circumstances of external contact with religious organizations, and internal decision-making processes. The reason this issue is not easily subsiding is that these circumstances are not isolated but have been repeatedly and cumulatively occurring over time.

The common thread running through the circumstances revealed to date is clear.

Rather than direct evidence targeting the crimes of a specific individual, it is closer to records showing how various individuals and organizations were connected. The 'nine years of records' suggest the possibility of accumulated traces of judgments, reports, and approval processes at the time, rather than posthumous revelations or statements aimed at evading responsibility.

This is why the investigation is also not straightforward.

Hankyoreh reported, based on a phone call between former Vice President Yoon and Moon Yeon-ah, Chairperson of the Sunhak Hakwon (daughter-in-law of Rev. Sun Myung Moon), that the Unification Church provided financial support for not only the 20th presidential election in South Korea but also foreign presidential elections in countries like Senegal and Zimbabwe, and that there were statements suggesting they were aware of the illegality of this support. This aligns significantly with the charges for which the special prosecutor indicted President Han Hak-ja and former Vice President Yoon in October.

There are two key questions here.

How much physical evidence has the special prosecutor secured to corroborate Mr. Yoon's statements, and have all the 'nine years of records' held by Mr. Yoon been brought under investigation? At present, the prevailing view is that it is difficult to provide a definitive answer to either question.

This uncertainty is directly reflected in the attitudes of the political circles.

In a typical political scandal, defense and rebuttal tend to come first. However, in this case, the sentiment within the ruling Democratic Party has rapidly shifted towards "it's okay to accept the special prosecutor." This has led to divided interpretations: some see it as confidence in their innocence, while others believe it's a calculated move to contain the spread of the issue within the institutional investigation framework.

What is noteworthy in the investigative phase is that former Vice President Yoon has not yet presented what is referred to as the 'decisive blow.'

Given the nine-year timeframe and his position as a high-ranking insider, it is highly probable that these records are not a series of isolated revelations but rather organized materials focusing on chronology and context. This is why there are speculations that documents in the form of reports or correspondence, in addition to the released recordings, may exist.

Within political circles, there are simultaneous discussions of "what has emerged so far is just the beginning" and "nothing might come out." Ironically, this very uncertainty acts as the greatest pressure on the political arena. A revelation can be a one-time event, but prolonged accumulated circumstances make it difficult to predict the end.

The factors within the Unification Church also play a role in why this issue cannot be easily contained as a personal scandal or a gossip-like controversy.

Currently, the Unification Church maintains its symbolic authority with its supreme leader, President Han Hak-ja, at its apex. However, there is no clear, unified command center responsible for practical crisis management and external decision-making. With the arrest of former World Headquarters head Yoon Young-ho, the practical arm responsible for external cooperation and political engagement collapsed, and no clear replacement system has been revealed externally.

Furthermore, the fact that the relationship between Yoon Young-ho personally and the Unification Church organization has shifted from a cooperative phase to a confrontational one is also a variable.

Through various channels, Mr. Yoon has indicated that the activities he carried out were the result of organizational decisions and directives, not personal misconduct. This is why there is an increasing likelihood that as the investigation progresses, the focus of interpretation will shift from individuals to the flow of decision-making within the organization.

A conflict between a high-ranking official and the organization amidst a leadership vacuum tends to expand the scope of the issue over time rather than leading to an early resolution. Even without new physical evidence, the controversy can be reignited solely through the interpretation of existing circumstances and statements. This is why political and religious circles are not treating this issue as a mere scandal but are managing it as a long-term risk.

Going forward, the investigative question is likely to shift from 'who is at fault' to 'to what extent were they connected.'

What Yoon Young-ho's nine years of records actually contain cannot be definitively stated yet. However, it is becoming clear that circumstances, rather than physical evidence, have been accumulated over a long period, and that these circumstances point to the overall trajectory of the organization beyond individuals. This is why the political sphere, the religious sphere, and public opinion are all reacting with unusual caution.

Meanwhile, in October, the special prosecutor indicted President Han Hak-ja and former Vice President Yoon, among others, on charges including embezzlement for allegedly instructing the transfer of 210 million won to the People Power Party on a regional basis in anticipation of the 2022 presidential election, and for providing $600,000 (approximately 880 million won) in election funds to foreign countries such as Nepal and Senegal.
