Recently, the provocative term 'chicken martial law' has been spreading, particularly on some social media platforms and YouTube. This is a method of mocking some of President Yoon Suk-yeol's past remarks by taking them out of context, leaving only distortion while thoroughly obscuring the actual circumstances in which the statements were made.
The crux of the issue was not about food or personal transgressions, but about the systematic paralysis of government budgets and national functions.
"Even a Small Amount"... A Remark Pointing to a Crisis in State Operations
The expression 'even a small amount' mentioned by President Yoon was not referring to trivial expenditures. It was a statement made in the process of explaining the reality where presidential activity funds were virtually set at zero, and even the basic operating expenses for the military and the executive branch were significantly reduced. However, this context has disappeared, leaving only ridicule and sarcasm.
In fact, during the budget deliberation process for 2025, the Democratic Party of Korea significantly cut budgets directly related to military welfare and field operations.
The total reduction amounted to approximately 480 billion won, including 88.3 billion won for duty stipends, 220.3 billion won for military personnel meal costs, 69.5 billion won for officer meal costs during operations and training, 25.5 billion won for realistic moving expenses, 29.8 billion won for cleaning services in military housing, incentives for short-term service for officers and non-commissioned officers, living support funds for ROTC cadets, and operational expenses for Command Sergeants Major and Lieutenant Colonels.
This is not merely a matter of numbers. Meal costs, housing, service incentives, and field command operational expenses are direct factors impacting military morale, combat power, and ultimately, national security. It is impossible not to question whether it is responsible political conduct to drastically cut such items and then ridicule the President's remarks by taking only a part of them out of context.
Abuse of Impeachment & Budget Cuts... Parliamentary Power Halting Government Functions
Concurrently, the National Assembly has seen a situation where impeachment is being excessively used as a tool for political maneuvering.
Over 20 impeachment threats have been made, ranging from cabinet-level officials to judges and prosecutors, causing a chilling effect across the executive and judicial branches. Coupled with substantial budget cuts and delays in discussions to revise the espionage law, this has created a situation where the fundamental pillars of state operations are being shaken.
Background of Martial Law Declaration... Response to Anti-State Forces and Election Irregularity Suspicions
Within this context, it is necessary to first examine the background that led President Yoon to consider the extreme option of martial law.
The declaration of emergency martial law was not a result of mere political disputes or emotional judgments. We must not overlook the fact that it was based on a judgment to respond to forces that have consistently engaged in anti-state activities and to suspected election irregularities.
Furthermore, it is important to note that these issues are currently subjects of political and social debate, and have not yet been legally determined.
Who is Responsible for Paralyzing Government Functions and Shaking the Nation?
It is easy to criticize the word 'martial law' in isolation. However, without looking at the environment that made such a judgment unavoidable, it is closer to incitement than analysis.
