(Seoul=Yonhap News) Reporter Kim Young-shin = Rep. Park Chan-dae, a candidate for the leader of the Democratic Party in the August 2 convention, submitted a resolution urging the expulsion of 45 National Power Party lawmakers on the 25th, stating, "They acted as human shields during the rebellion led by Yoon Seok-yeol."

Rep. Park announced this fact at a press conference at the National Assembly, saying, "With the expulsion of 45 National Assembly members who acted as human shields, they will be officially recorded in the National Assembly as 'accomplices to rebellion'."

Earlier, about 40 lawmakers from the People Power Party gathered in front of the presidential residence in Hannam-dong in January to prevent the Corruption Investigation Office for High-ranking Officials (CIO) from attempting to execute an arrest warrant for then-President Yoon Seok-yeol.

Rep. Park stated, "The reason the CIO's attempt to arrest former President Yoon was not carried out was because 45 lawmakers from the People Power Party surrounded Yoon Seok-yeol's residence and acted as 'human shields'."

He named former People Power Party leader Kim Gi-hyeon, former floor leader Na Kyung-won, former nomination management committee chairman Yoon Sang-hyun, supreme council member Cho Eun-hee, and former supreme council member Kim Jeong-jae, saying, "These 45 individuals, who turned their backs on the law and public authority and only looked at Yoon Seok-yeol's face, are clear accomplices to rebellion."

He further argued, "They are currently receiving salaries with taxpayer money in the National Assembly, handling legislation, reviewing the budget, and even using all sorts of means to shake the Lee Jae-myung administration and obstruct reforms. We cannot allow a situation where those who have undermined the Constitution deny the legitimate authority of a democratic government."

Rep. Park also proposed a special law on rebellion on the 8th, which includes measures to block state subsidies to parties that harbor rebels.

Rep. Chung Cheong-rae, who is competing with Rep. Park for the party leadership, has also submitted an amendment to the Constitutional Court Act that would allow the National Assembly to request an adjudication on the dissolution of unconstitutional parties through a plenary session vote, effectively targeting the People Power Party.

Meanwhile, the expulsion of a National Assembly member is decided when more than two-thirds (200) of the total number of National Assembly members present and voting approve in a plenary session.

Expulsion is the strongest disciplinary measure under the National Assembly Act. While parties have refrained from proposing expulsion motions, over ten have already been submitted in the 22nd National Assembly amid escalating confrontational politics.

In the history of parliamentary affairs, the only incumbent lawmaker to have been expelled is former President Kim Young-sam.
