2026년 1월, 국회 인사청문회를 앞두고 이혜훈 기획예산처 장관 후보자를 둘러싼 의혹과 논란이 연쇄적으로 재점화되고 있다. 막말 논란에서 시작해 잦은 당적 변경, 윤석열 대통령의 12·3 계엄에 대한 ‘사과’ 발언, 고가 아파트 청약과 가족관계·주소를 둘러싼 의혹, 배우자의 영종도 토지 거래, 가족의 대부업 투자 정황까지…. 처음에 막말에서 시작된 논란은 공직 후보자의 자질 문제로 확장됐다.

In January 2026, ahead of the parliamentary confirmation hearing, suspicions and controversies surrounding Lee Hye-hoon, the nominee for Minister of Planning and Budget, are being reignited in succession. Starting with controversial remarks, the issues have expanded to frequent party switches, remarks "apologizing" for President Yoon Suk-yeol's December 3rd martial law declaration, suspicions surrounding a high-priced apartment subscription and family relationships/addresses, the spouse's land transaction in Yeongjongdo, and indications of family investment in a lending business... What began as controversial remarks has now broadened into questions about the qualifications of a public office nominee. 

 

Controversial Remarks, Frequent Party Switches, Martial Law "Apology"... Unending Controversy

 

First, the controversial remarks. In a recording spread online, a person presumed to be nominee Lee used harsh language towards an intern in her office, such as, "How many more times do I have to tell you?" and "I really wish I could kill you." After the release of the transcript, nominee Lee issued a statement indicating her intention to "apologize to those who were hurt."

 

Next is the frequent party switching. Nominee Lee is a politician who has frequently changed her party affiliation and political stance according to shifts in the power landscape, starting with the Grand National Party, defecting to the Bareun Party amidst conflicts between the pro-Park Geun-hye and anti-Park Geun-hye factions, then returning to the Grand National Party, and joining President Yoon Suk-yeol's campaign in the 2022 presidential election.

 

Nominee Lee's "apology" remarks regarding martial law came close to the time of her nomination for minister, and her phrasing and logic were quite similar to the "undermining of constitutional order" frame used by Lee Jae-myung's side. Nominee Lee expressed her remorse for having agreed with President Yoon's stance, stating that President Yoon's martial law was "an illegal act that undermined democracy."

 

Key Issues are Property and Subscription Matters

 

Property and subscription issues have emerged as key concerns. According to the request for confirmation hearing submitted to the National Assembly in January 2026, nominee Lee's family declared a total asset of approximately 17.5 billion won. This is an increase of over 11 billion won in ten years compared to the declared amount of about 6.5 billion won when she entered the National Assembly in 2016. 

 

While the path of wealth accumulation may be legal, public office nominees have a responsibility to provide transparent explanations. In particular, the discrepancy between the valuation of unlisted stocks and the reported price versus market price of real estate requires further explanation.

 

The problem lies in the subscription for the "One Pentas" apartment in Banpo-dong, Seocho-gu, Seoul. At the time of the recruitment in July 2024, the announced sale price of this apartment was about 3.7 billion won. In this complex, which was called a "lotto apartment" due to surging nearby market prices, nominee Lee was successful in the first round of general supply. The cutoff score was 74 points, and nominee Lee's score was also reported to be 74 points. 

 

The issue is the family support points. Although her eldest son had his wedding ceremony in December 2023, he delayed his marriage registration, remaining legally unmarried. It was revealed that he maintained the same address as his parents on the resident registration until two days before the subscription deadline, at which point he registered his move, raising suspicions of fraudulent marriage and fraudulent residency. It has been pointed out that it would have been difficult for him to have been selected without these points being recognized. 

 

The nominee's side stated, "There were no illegal or improper actions," but the clear disclosure of data regarding the standard time for determining subscription eligibility and actual residency remains for the confirmation hearing. The possibility of contract cancellation and criminal liability if fraudulent subscription is recognized is a matter for the law.

 

Spouse's Yeongjongdo Land and Family's Lending Business Investment Also Under Scrutiny…

 

In addition, suspicions regarding spouse Kim Young-se's land transaction in Yeongjongdo have been added. Rep. Ju Jin-woo of the People Power Party claimed that after purchasing 6,612 square meters (approximately 2,000 pyeong) of miscellaneous land in Jung-san-dong, Jung-gu, Incheon, on January 18, 2000, she received compensation of approximately 3.9 billion won in December 2006 due to expropriation by a public institution.

 

Given that the land transaction occurred around March 29, 2001, the opening date of Incheon International Airport, suspicions of speculation based on preemptive knowledge of development information have arisen. Rep. Ju further argued, "It is difficult to find a reasonable living or farming purpose for the nominee couple, who resided in Seoul, purchasing about 2,000 pyeong of miscellaneous land whose use was not clearly defined at the time," and "it is highly likely to be considered an investment with airport development plans in mind."

 

Indications of family investment in the lending business have also come under fire. Around 2016, the nominee's children, in their early twenties, invested tens of millions of won in lending companies and received shares, which were later transferred to the nominee's spouse.

 

The relationship where the representative of the company was the spouse's student, along with an estimated interest rate of about 15%, has led to suspicions of involvement in a high-interest lending structure based on personal connections. Although the actual scale of profits and involvement in management have not been confirmed, financial investments by the family of a public office nominee entail avoiding conflicts of interest and a duty to explain.

 

Whether the controversial remarks are true, the principles behind party switches, the sincerity of the martial law apology, the path of wealth increase, the legality of subscription points, the reasonableness of land transactions, and the extent of involvement in lending business investments are separate issues, but when woven together, they form a ladder of privilege.
