President Lee Jae-myung began his first summer vacation since taking office at Cheonghaedae on Geoje Island, Gyeongnam Province, from August 4th to 8th. The Presidential Office stated, "There are no official schedules," but simultaneously explained it as "a time for reading and regrouping to conceive national strategies." Given that newly appointed ruling party leader Jeong Cheong-rae announced immediately after his inauguration that he would "consult with the President first," a private meeting during this period is emerging as a highly realistic scenario in political circles.
Cheonghaedae is a military protection zone and inaccessible to civilians. Due to its isolated geographical characteristics, it is an optimal space for political coordination without external exposure. It is neither unprecedented nor physically impossible for Party Leader Jeong Cheong-rae to visit Cheonghaedae under the guise of provincial schedules.
If Jeong Cheong-rae meets the President at Cheonghaedae, the following four agendas are likely to overlap:
① Limitations of the Kim Min-seok Prime Ministerial system and reform debate
Prime Minister Kim Min-seok is the first Prime Minister appointed by President Lee Jae-myung following his impeachment. However, recently, within the ruling party, criticisms of "lack of political gravitas" have been consistently raised.
Indeed, during the confirmation hearing, issues such as undeclared assets, controversies regarding family explanations, and online spats were brought to the forefront, and public opinion polls were divided with approval ratings in the 50% range and disapproval in the mid-30% range.
Especially in a situation where the pace of reforms and message coordination between the party and the government are out of sync, Party Leader Jeong Cheong-rae can directly raise the necessity of a Prime Minister replacement or a reshuffle of the political affairs line.
② Exit strategy for the "Three Special Prosecutors" and adjustment of political burden
The so-called "Three Special Prosecutors" – for Kim Keon-hee, for Yoon Suk-yeol's rebellion, and the Chae Sang-byeong incident – were passed under the leadership of the Democratic Party, but the reactions from the prosecution and the courts have been lukewarm, and public fatigue is increasing.
It is time for Party Leader Jeong Cheong-rae and the President to share their judgments on the political effectiveness and sustainability of these issues and to formulate new follow-up political strategies.
Whether to continue with the special prosecutor regime or change direction is directly linked to the administration's governing strategy.
③ Reshuffling the power structure ahead of local and presidential elections
With the 2026 local elections and the 2030 presidential election looming, the Lee Jae-myung administration must simultaneously accumulate policy achievements and reorganize the political landscape.
Although Party Leader Jeong Cheong-rae is a staunch supporter of Lee, he asserts the party's independent standing and strongly demands the establishment of a horizontal relationship with the Presidential Office.
A meeting at Cheonghaedae is an opportunity to redesign the strategic alliance between the party and the government and to reorganize scenarios for expanding power.
④ Coordination of foreign and economic messages ahead of the Trump summit
President Lee Jae-myung is planning his first summit with former U.S. President Trump around August 11th. However, Trump has already unilaterally declared, "Provide a $350 billion upfront payment, and I will select the investment destinations," and the South Korean government has been unable to present official documents.
In this situation, the visit to the U.S. is a high-risk event that could lead to diplomatic humiliation or domestic instability. A meeting with Party Leader Jeong Cheong-rae could be the last avenue for securing domestic legitimacy for this summit, unifying messages, and establishing a system for the ruling party's support.
If President Lee Jae-myung and Party Leader Jeong Cheong-rae meet at Cheonghaedae, it will not be merely a political personnel matter or party-government coordination, but an all-encompassing strategy meeting concerning the administration's post-midterm strategy shift, the maintenance of the reform framework, and the securing of diplomatic legitimacy.
If such a meeting actually takes place, the flow of political affairs will change, even if the details remain unknown.
Above all, attention will inevitably be drawn to the outcome of the unseen power struggle between the one who has entered a downward trajectory and the one standing at the beginning of an upward climb.
This meeting will not be just a single scene, but part of a hidden front that will determine the future power dynamics.
