Ahead of the "Special Committee for the Investigation into Suspicions of Fabricated Indictments by the Yoon Suk-yeol Administration's Political Prosecutors," set to begin on April 3rd, the Democratic Party of Korea is escalating its offensive by releasing a recorded phone conversation of Prosecutor Park Sang-yong.
While the Democratic Party claims this indicates the prosecution's attempts to coax testimony and fabricate indictments, Prosecutor Park Sang-yong has directly refuted this, stating it is a "patchwork" with the full context removed.
On the 29th, Democratic Party lawmaker Jeon Yong-gi revealed two recorded phone calls at a press conference at the National Assembly between Prosecutor Park Sang-yong, who handled the investigation into Ssangbangul's remittance to North Korea, and Seo Min-seok, the lawyer for former Gyeonggi Province Vice Governor Lee Hwa-young at the time.
Based on these recordings, the Democratic Party has raised suspicions that the prosecution attempted to guide or design the testimony of Vice Governor Lee's side to pinpoint President Lee Jae-myung as the principal offender.
It is understood that the Democratic Party has brought this issue to the forefront again in conjunction with the upcoming parliamentary inquiry. The special committee plans to receive reports from relevant agencies starting April 3rd and conduct an on-site inspection of the Suwon District Prosecutors' Office, room 1313, on the 9th.
The Democratic Party appears to be using the release of these recordings as an opportunity to re-emphasize the Ssangbangul remittance case as a prime example of "suspicions of fabricated indictments by political prosecutors," aiming to preempt the justification and key issues for the upcoming parliamentary inquiry.
The core issue in this dispute is not simply a matter of "coercion or not." The more fundamental question emerging is who first brought up discussions regarding the so-called "accessory indictment" (종범 의율) or bail, or the non-issuance of additional warrants, which could be linked to leniency or improved treatment.
Based on the released recordings, the Democratic Party argues that the prosecutor first mentioned a structure of confession where President Lee Jae-myung would be the principal offender, as if making a transactional offer.

Conversely, Prosecutor Park Sang-yong presented a completely opposite stance. Prosecutor Park countered that it was lawyer Seo Min-seok who first proposed the "accessory indictment (종범 의율)," and that he merely explained that such a request was legally difficult to establish and outlined the general conditions for leniency.
Prosecutor Park's assertion is that the released recordings have been distorted by omitting context, making it appear as though he initiated the offer for a deal.
Ultimately, this controversy boils down to a direct clash: "Did the prosecutor first offer a lenient deal," or "Did the defense side first request an accessory indictment and leniency, and the prosecutor merely explained the legal limitations?"
Analysis suggests that if this point is not clarified, the Democratic Party's claim of "coercion" and Prosecutor Park's rebuttal of "contextual distortion" will continue to run on parallel tracks.
There have also been reactions from within the opposition questioning the method of disclosure itself. On the 29th, People Power Party lawmaker Na Kyung-won criticized the recordings released by the Democratic Party and Lee Hwa-young on Facebook as a "typical patchwork fabrication" and demanded the full release of the recordings.
Lawmaker Na pressured the Democratic Party, stating that the full conversation and related testimonies must be disclosed, not just partial excerpts, to determine the truth. Among the publicly confirmed reactions from the opposition so far, Na's questioning of the issue is the most prominent.
Within and outside the political sphere, voices are emerging suggesting that the full recordings and related testimonies must ultimately be disclosed to discern the truth of this matter.
While the Democratic Party presents these recordings as crucial evidence for the suspicion of fabricated indictments, Prosecutor Park Sang-yong's side is countering that releasing the full context would reveal a structure different from the Democratic Party's claims.
This dispute, which has begun on the eve of the parliamentary inquiry, appears highly likely to escalate into a key point of conflict for the special committee.
