The House passed a bill Thursday to fund agencies within the Department of Homeland Security (DHS) that do not handle immigration, ending a 76-day government shutdown.

The bill passed funds several agencies including the Coast Guard, Transportation Security Administration (TSA), Secret Service, Federal Emergency Management Agency (FEMA), and Cybersecurity and Infrastructure Security Agency (CISA), according to Politico.

President Donald Trump is expected to sign the bill.

The bill does not include funding for Immigration and Customs Enforcement (ICE) or Customs and Border Protection (CBP). Republicans plan to craft a separate measure to approve funding for those agencies for the remainder of Trump’s term.

Earlier, the Senate passed an annual appropriations bill for DHS on March 27, which included appropriations for non-controversial items such as the TSA, Coast Guard, FEMA, and Secret Service. However, House Republicans rejected it because it did not include appropriations for ICE and the Border Patrol under CBP.

The Republican party plans to prepare a separate measure to approve funding for these agencies for the remainder of Trump's term.

Using the budget reconciliation process allows the Senate to bypass the 60-vote threshold needed for a filibuster, allowing the budget to pass without Democratic support.

The Department of Homeland Security shutdown did not largely affect these agencies because a big, beautiful bill (OBBB) included funding for ICE and CBP.

Democrats presented 10 demands during the DHS shutdown process, attempting to gain policy concessions from the administration, but they were ultimately unable to achieve their demands.

While the Trump administration and Republicans may tout this as a political victory over Democrats, Democrats may claim victory from the fact that they forced out former Secretary Kirstjen Nielsen, the first cabinet member to resign from the administration during this process.
