On the night of May 30, the last day of early voting for the 6/3 local elections, a scene of multiple individuals opening gray ballot boxes placed on the floor and tables and handling their contents was captured by internal CCTV at the Jinju City Election Commission. [@sucynovaycus]
CCTV footage, filmed at the Gyeongnam Jinju City Election Commission office on the night of May 30, the last day of early voting for the 6/3 local elections, is rapidly spreading through an overseas social media account.
Hong Kong-based media outlet 'Daily Hong Kong' reported on June 1, "The overseas account @sucynovaycus (Sucy) posted surveillance camera footage taken from multiple angles inside the Jinju City Election Commission office around 10 PM that night, showing several individuals opening gray ballot boxes placed on the floor and tables and handling their contents."
In a report titled "Allegations of Election Fraud Reignited... South Korea's 6/3 Local Elections, CCTV of Unsealed Ballot Boxes," Daily Hong Kong highlighted that Sucy strongly raised concerns about potential violations of election regulations, stating it was "an act of opening sealed ballot boxes without observers (witnesses) and randomly mixing ballots."
It further pointed out, "According to South Korea's Public Official Election Act and the National Election Commission's guidelines, early voting ballot boxes must be sealed after voting concludes in the presence of observers from both ruling and opposition parties. The storage location is subject to 24-hour CCTV surveillance and strict restrictions on unauthorized access."
Additionally, it noted, "△precinct ballot boxes, △absentee/mail-in ballot boxes, and △early voting ballot boxes must be managed separately. However, the footage appears to show them being handled in a mixed manner without such distinction."
Daily Hong Kong continued its report by stating, "This footage is presumed to be from the internal CCTV of the Jinju City Election Commission and appears to have been filmed late at night on the last day of early voting."
Quoting Sucy's remarks, "a scene of opening and manipulating ballot boxes that should have remained intact with their seals," the report also mentioned that he tagged individuals like President △Donald Trump, Vice President △Vance (JD Vance), and Chairman △Lindell (Mike Lindell) who are involved in election observation efforts in the United States, urging international attention.
The report conveyed, "The National Election Commission of South Korea has previously implemented measures such as transparent ballot boxes, expanded observer participation, and enhanced CCTV disclosure to counter election fraud conspiracy theories. However, with suspicions repeatedly arising during each election regarding the storage and transportation of early voting ballot boxes, the commission is facing difficulties in regaining public trust."
It concluded, "This controversy goes beyond a mere 'domestic election administration' issue, once again drawing international attention to election transparency and fairness, which are the foundations of democracy. Daily Hong Kong plans to continue to meticulously cover and report on various allegations raised during South Korea's 6/3 local elections."
