Today, on the 71st Memorial Day, we honor the spirits of our fallen heroes and patriotic martyrs. The freedom and prosperity we enjoy today are thanks to the sacrifices and indomitable spirit of the Korean War veterans who defended our land with their bodies amidst the artillery fire of the Korean War, and the noble sacrifices of our patriotic heroes and national merit recipients who dedicated their lives to safeguarding national security and liberal democracy. 

However, the 6.3 fraudulent election is shaking the very foundations of the Republic of Korea. The conduct displayed by the Election Commission in this election is not a mere administrative error or oversight; it is an "election fraud that undermines national integrity," which has destroyed the fundamental constitutional order of the Republic of Korea. 

The unprecedented disenfranchisement due to a shortage of ballots at approximately 66 polling stations nationwide and the forceful dispersal of those attempting to prevent the removal of ballot boxes from the Jamsil polling station through coercion and violence are evidence of evidence tampering and a loss of qualification as a constitutional body. The inflated voter numbers and the fluctuations in the election results discovered during the ballot counting process at the Jamsil polling station are merely the surface of the 6.3 fraudulent election. 

We cannot suppress our boiling anger and profound dismay as we witness the civil unrest caused by the unprecedented fraudulent election by the National Election Commission, which has stripped away the final bastion supporting liberal democracy and the sacred exercise of sovereign power by the people in the 6.3 election.

On June 5th, Chairman Noh Tae-ak and Secretary-General Huh Cheol-hoon of the National Election Commission resigned abruptly. However, this is merely a temporary measure to evade responsibility for the 6.3 fraudulent election. The resignation of the head should not be the end but the starting point for overhauling the structural corruption and closed election fraud cartel within the large organization of the Election Commission.

Therefore, from the perspective of national security and the preservation of constitutional order, we gravely urge the following to prevent unnecessary national resource depletion and bloodshed through transparent disclosure and objective verification of the election processes in the contested areas that are acceptable to the public.

First, the National Assembly must immediately reveal the full extent of the election fraud through a parliamentary investigation and a special prosecutor.

The government and judicial authorities must immediately launch a forced investigation. The ruling and opposition parties, setting aside political disputes, must thoroughly investigate the causes of the systemic flaws and the perpetrators behind the election fraud, which is not merely an administrative error, through a parliamentary investigation and a special prosecutor. They must also amend the Public Official Election Act to eliminate advance voting.

Second, the Election Commission must dismantle its internal cartel through an externally led, comprehensive organizational reform.

Thus far, the Election Commission has refused legitimate external audits and checks, hiding behind the shield of being an "independent constitutional body." The external fact-finding committee foreshadowed by former Chairman Noh Tae-ak must not be a mere formality. The Election Commission must thoroughly examine and analyze its computer and administrative systems and any connections to China from the ground up, prosecute those involved in election fraud according to the law, and proceed with its dissolution.

Third, judicial authorities must reveal the full scope of the election fraud through server forensics and eradicate election fraud.

The Election Commission's servers were replaced during the Moon Jae-in administration. Judicial authorities must secure the current servers and use forensics to uncover the full extent of the election fraud. Just as national security is not limited to military threats, the security of a system is first jeopardized when internal trust collapses. The collapse of the election system is an immediate crisis for national security.

We will never stand idly by while the liberal democratic system of the Republic of Korea, protected by the sacrifices of our patriotic martyrs, is destroyed due to the incompetence and fraudulent elections of the Election Commission. 

We reiterate our call for the resignation of President Lee, the highest responsible party in this situation, and for a severe legal judgment against those who led and participated in the election fraud.

We declare our commitment to struggle until the day when the by-election for the local elections is held, after the election system has been completely normalized by eradicating the election fraud cartel and amending the Public Official Election Act to abolish advance voting.
