The various methods of election fraud that have been repeated in the past were clearly revealed in this election as well. The nationwide shortage of ballots simply made this known to everyone, but it was something that had been well known to civic activists and organizations that had been investigating election fraud since at least 2020.  

The recent "June 3rd Local Election incident" has made a rerun election unavoidable. The following nine points are proposed to prepare for the upcoming rerun election.  

1. Why a "Rerun Election due to Fraudulent Elections"? The general public, who had previously denied or been indifferent to election fraud, has now been forced to confront it through the ballot shortage, seeing the evidence presented by the National Election Commission itself without any room for excuse. Therefore, we must not insist solely on the term "rerun election" or allow the election commission to shift the focus to their previously used term "poor management." 

2. Allow Sufficient Time for Rerun Election Preparations. Since the current Election Commission is no longer capable of managing elections, sufficient time must be allocated for the preparation of the rerun election. 

3. Legal Measures Must Follow the Will of the People. If legal measures are necessary for a fair rerun election, the National Assembly should amend the relevant laws immediately. This should not be left solely to the discretion of the National Assembly members; rather, legal measures should be implemented based on the comprehensive opinions of the public, with the National Assembly members acting to enact them. 

4. Form a "National Election Management Committee." A "National Election Management Committee" should be formed, as the current Election Commission can no longer be entrusted with election management. Given that the public has inevitably become the subject of election management, a plan should be developed to have the public take the lead in election management by gathering opinions from all sectors. 

5. Rerun Elections Must Be Conducted on a Single Voting Day. The ballot shortage in the recent election, from the perspective of election fraud, raises suspicions that not only was early voting, a core element of past fraudulent elections, compromised, but an attempt was also made to tamper with same-day voting. Therefore, the rerun election must be conducted solely on the actual voting day. 

6. All Related Computer Systems Must Not Be Used in the Rerun Election. While there are too many instances of offline election fraud to rehash, the use of computer systems, which the Election Commission has used its authority as an independent constitutional body to reject even presidential requests, must absolutely be avoided. Looking back, isn't this precisely the issue President Yoon Suk-yeol attempted to resolve by even considering martial law? 

7. Hand Counting of Ballots During the Rerun Election. This point requires little explanation, as the majority of the public will agree.  

8. Investigate All National-Level Elections Since the 2020 General Election. The public's suspicion and interest in election fraud, and the subsequent intensification of the fight against it, began after the 2020 general election, which ended with a landslide victory for the Democratic Party. Since then, evidence of election fraud has been abundant in all national-level elections held. However, until now, there were structural limitations in uncovering the truth because the issues were raised by those alleging fraud. This time, however, since the Election Commission has itself provided evidence of fraud, a thorough investigation must be conducted not only into the June 3rd local elections but also into all national-level elections held since 2020. 

9. Exclude Incumbent National Assembly Members from the Election Fraud Investigation Process. From the perspective of those who have fought against election fraud, it is believed that neither the Democratic Party nor the People Power Party are free from suspicions of election fraud, as there is no clear distinction between parties in this regard.  

Furthermore, given the suspicion that the Chinese Communist Party may also be involved behind the scenes, such international connections in election fraud are being investigated in the United States, with evidence already secured by the Trump administration and awaiting legal action. The above nine proposals are presented with the expectation of further, better suggestions.
