Kim Young-hwan (People Power Party), who failed to win a second term in the 6·3 local elections, announced on the 10th that he will file an appeal with the National Election Commission regarding issues of mismanagement and irregularities during the election process.
Governor Kim stated that today, the 39th anniversary of the June 10th Democratic Uprising, is a day when the youth of this nation took to the streets to protect their right to vote and democracy. He announced that he will soon officially file an election appeal with the National Election Commission, pursuant to Article 219, Paragraph 1 of the Public Official Election Act, to ensure the fairness of elections, which is the foundation of democracy, and to protect the precious votes of the citizens, going beyond the simple matter of winning or losing.
He added, "If the appeal is not accepted, we are considering a recount and a lawsuit for election invalidation." He asserted, "The incident of missing ballots in Jamsil, Seoul, and the incident of missing voter rolls in Cheongju are significant events that have led to questions about the fairness of the vote and restrictions on the right to vote."
He also emphasized, "This is to investigate the issues of mismanagement and irregularities in the election, not for me to return as governor. If a situation arises where a by-election is necessary, I will not run again, as I have already received the judgment of the citizens."
Governor Kim also indicated his intention to find ways to contribute to politics after his term ends.
He stated, "I am considering all possibilities, including running for party leadership or participating in presidential elections. However, rather than thinking about what more I should do, I believe I have a role to play in reforming our party and strengthening it as an opposition party."
Meanwhile, Incheon Superintendent of Education candidate Lee Dae-hyung, who lost by 1%, has also decided to apply for a recount. Incheon Mayor Yoo Jeong-bok and former Incheon City Council Chairman Heo Sik are reportedly considering a recount as well.
