A current official from the National Election Commission (NEC) is making a whistleblowing statement on the Lee Young-don TV broadcast aired on the 16th. [Lee Young-don TV GIF] 

For the first time, a whistleblowing confession has come from a current National Election Commission (NEC) employee, alleging that nationwide early voting during the June 3rd local elections was conducted via Wi-Fi connections.

In an interview aired on Lee Young-don TV on the 16th, NEC employee Kim Seung-soo (a pseudonym, 42) shared this shocking testimony, stating, "Early voting is in such a state of high emergency that it would be absolutely impossible without the use of communication equipment."

This is an internal whistleblowing account that directly contradicts the NEC's official position, which has maintained that the election computer network is completely isolated from external internet networks, making external hacking fundamentally impossible.

Kim stated, "I heard from the official in charge that they had no choice but to conduct the election via Wi-Fi, not only in our district but across the entire country," adding, "There are even records in my group chat of early voting being conducted via Wi-Fi."

Possibility of hacking "exists"... "The official in charge could not even track out-of-district early voters" 

He also acknowledged the possibility of external hacking.

When specifically asked by PD Lee Young-don, Kim replied, "I believe so," and said, "The National Intelligence Service already confirmed (through security checks) that hacking is very easy," adding, "As an on-site employee, I was able to verify this."

He also testified regarding the structural flaws and the potential for manipulation in the early voting system.

Kim revealed, "Out-of-district early voters appear only as numbers (on the computer terminal)," and added, "For instance, when a Jeju resident votes early anywhere in the country except Jeju, the official in charge cannot verify the voter."

He explained that even if it could be checked, because only numbers appear on the computer screen, almost no one knows exactly who is voting, where, or how, across the country.

He also mentioned that within such a system, employees are preoccupied solely with making the numbers match.

Recalling his experience with astonishment, he said, "If 5,000 people voted early out-of-district in a certain area, 5,000 ballots should arrive, but even when only 4,990 arrived, the division head would tell us to just close the count with the deficit," adding, "It should have been processed as being 10 short, but I confirmed that the voting and counting system showed the exact same total without any errors."

It was also revealed for the first time that NEC employees do not actually count the number of early voters.

Kim said, "I wondered how they actually check how many people came to vote in the early voting log."

He continued, "There is no one counting how many people came and went at the site," adding, "We cannot do our jobs unless we believe that the numbers provided by the machine and the numbers displayed on the system represent the actual number of ballots issued."

It is also shocking that no one knows where or how the data displayed on the computer system originates.

He stated, "I don't think the numbers are entered by the early voting manager," and "If they were, they would have entered the numbers visible on the voter register terminal." This appears to be the first confession that the cause for the discrepancy on both sides is at least not originating at the early voting stations themselves.

When PD Lee asked if he meant that "the problem is that no one knows exactly where those numbers on the register terminal came from," Kim reaffirmed, "Yes, that is what I believe."

This effectively means that even when the NEC rebuts claims of early voting inflation, a current NEC employee is admitting that there was no data counted by the NEC itself on-site.

Kim also expressed doubts about the results of the early voting, but replied that he himself did not know the exact cause.

NEC, which claimed 'no inflation,' didn't even count the numbers... "Don't know where the terminal numbers came from" 

When PD Lee asked why he thought early voting always produced results favorable to one side, Kim replied, "That is very bewildering to me, too," adding, "Seeing that the Democratic Party is always dominant when early voting ballots are opened, while the People Power Party is dominant when election-day ballot boxes are opened, I thought that there must be a serious problem."

He continued, "In fact, in several districts this time, the number of early voters came out exactly the same. That makes no sense," and "I have thought that maybe they are just entering the same numbers through the system, but I'm frustrated because I don't know exactly how they do it."

He expressed his opinion, saying, "I believe that through barcodes, it is possible to verify later who voted in this election and who they voted for," and "Early voting must be abolished to achieve the fairest election."

In the Lee Young-don TV interview that day, Kim's testimony regarding the possibility of inserting real ballots also presented various implications.

Although he did not witness ballots being marked by hand, he was shocked by the behavior of the employees who showed absolutely no sense of guilt.

Kim said, "I saw employees taking bundles of 'election-day ballots without serial numbers' out of a cabinet that is not often used," and "The fact that they were in the office was very shocking."

He also added, "During the practice stage, the early voting manager's stamp and a stamp that says 'for practice' should be printed, but it is possible to print them without that (practice stamp mark)."

Furthermore, he stated that the political bias of the NEC employees he experienced was clear. He testified, "I often heard things like, 'President Lee Jae-myung is doing such a great job. The Democratic Party is doing such a great job,' or disparaging remarks like, 'Those people are far-right, that's why.'"

According to Kim's testimony, the identity verification process at the polling stations was extremely lax.

He said, "Even if someone presented a driver's license, a passport, an expired ID, or a membership card issued by an arbitrary private organization, as long as they wrote their name in block letters, a ballot was issued."

This means that a precise verification system to block proxy voting or duplicate voting using forged IDs is virtually non-existent.

Data 'retroactively modified' after National Assembly demands... "Entered and closed as dictated by those above" 

Under the Public Official Election Act, after the counting is completed and the competent NEC has finished its final announcement, the voting results in the computer system cannot be arbitrarily altered.

However, Kim revealed that when the National Assembly's requests for data submission followed on June 10, one week after the election, the national voting and counting system was reopened under the instructions of the National Election Commission.

This means the computer network was reopened after the fact to forcibly force the numbers in the computer system to match the numbers in the actual voting logs.

He specifically exposed the absurd reality, saying, "In the process of entering the number of voters by time into the computer (before the deadline), there were instances where we entered a large number of voters at 5:00 PM, but couldn't fill the numbers by 6:00 PM," and "So we reduced the numbers in other districts and adjusted the numbers of the (over-entered) constituency."

Kim also mentioned the specific method of error correction.

He said a colleague closed the count by entering the numbers exactly as dictated by an official from the higher-level provincial NEC during a phone call, adding, "It was something I could not understand at all."

Kim stated, "I think that if it weren't for this recent ballot shortage incident, there wouldn't be as many demands for investigations into election fraud and re-elections as there are now," and "I think it has imprinted on the younger generation that the NEC's decisive election fraud is certain, effectively hitting them when they were already wanting to cry."

As concrete testimony from an internal NEC source has been secured, public pressure demanding a strict investigation and accountability regarding the overall national election system is expected to intensify.

In his closing remarks, PD Lee stated, "Kim Seung-soo says that early voting, especially the nearly 4 million out-of-district early votes, is truly a 'blind' election," and "He says that the number of out-of-district early voters has to rely on the numbers uploaded to the system by those above, and that this is the root cause of the election fraud."
