This functionality allows for the modification or manipulation of information internally, or similar manipulation from the outside through hacking. Therefore, experts point out that administrative services use servers without ‘Java’ and ‘C compiler’ functionality.

Specifically, if a compiler is installed on the election commission's server, it becomes possible to alter vote counts by changing vote tabulation logic or manipulating data.

One expert, who requested anonymity, stated, "It is a basic operating policy of government operating systems to exclude C compilers from government equipment to prevent hacking or electronic fraud."

The content of this contract may also be in violation of international security standards (ISO/IEC 27001, NIST 800-64, etc.).

Former lawmaker Min Kyung-wook stated to this publication, "This contract can be evaluated as primary evidence proving the existence of an ‘environment prone to manipulation’," adding, "A safe should only contain money for the numbers to remain unchanged, but if there's a money-printing machine, the numbers are bound to change." He further urged, "To quell this controversy, the election commission must reveal the truth through an independent and transparent technical audit and restore public trust in elections."
