South Korea's liberal democracy is moving beyond a crisis and hurtling toward catastrophe. The shortage of ballots during the June 3rd local elections was a form of electoral fraud that systematically stripped citizens of their sacred right to vote, a fact made glaringly obvious by the National Election Commission (NEC) and the ruling party's desperate attempts to cover it up. Without eradicating this electoral fraud, the Republic of Korea cannot take a single step forward.

A normal government would have immediately declared electoral fraud and initiated discussions for a re-election. Instead, the government and the ruling party continue to talk merely about "election mismanagement," settling for a performative special counsel investigation that lacks any concrete resolve. It seems the cowardly electoral fraud cartel, not content with hindering the growth of South Korea’s liberal democracy, is further stoking public anger with despicable measures instead of expressing sincere remorse.

With the electoral fraud cartel encroaching upon state authority, our only reliance remains the awakened consciousness of the people and the ROK-U.S. alliance. Our determination and resolve have long since become like a spark inside a gas tank. Do not attempt to silence the truth of this electoral fraud or stifle the voices of the people with a "gag law."

We define both the National Assembly’s Investigative Committee and the Joint Investigation Headquarters as being in league with the electoral fraud cartel. To uncover the substantive truth through nothing but the "eyes of the people" and the "hands of the people," we declare the following:

First, dismantle the National Election Commission, which has become a stronghold for electoral fraud.

Since the introduction of the early voting system, the NEC has regressed from being a guardian of liberal democracy into its greatest obstacle. The voting suspension incident during the June 3rd local elections exposed how callously the NEC regards the people’s right to vote. Despite a history of cumulative incompetence—including "basket voting" scandals and preferential hiring—they have hidden behind the outdated shield of being an "independent constitutional institution." They refuse external audits and grant themselves absolution through arbitrary interpretations of the law; they are no longer objects for reform, but for total dismantling.

For an NEC that has lost the public's trust to manage elections—the flower of liberal democracy—is an insult to the sovereign people. The current administration has demonstrated its ability to swiftly dismantle state organizations, such as the prosecution or counter-intelligence units, whenever it so chooses. We urge the government to utilize its expertise in organizational dissolution to dismantle the NEC, which has now become a burden to the maintenance of the regime, without delay. We demand the announcement of a new election management organization that can guarantee fairness and transparency, and the establishment of an election system beyond any doubt through public hearings with experts, in order to restore the collapsed foundations of justice.  

Second, implement an opposition-led "People's Special Counsel" to eradicate electoral fraud.

Despite the NEC’s ironclad defenses, the current parliamentary investigative committee is doing its best; however, truth cannot be uncovered by those who habitually deny the existence of fraud or by political maneuvering that prioritizes partisan interests. Given its limitations, merely playing to the political gallery while led by those who dismiss fraud as conspiracy theories will not lead to the actual eradication of electoral fraud. Expecting political parties, which are not themselves free from the taint of election fraud, to eradicate it is like waiting for a dead tree to blossom.

The "People's Special Counsel" demanded by the citizens is an investigation body for eradicating electoral fraud that is entirely independent of political logic. A "People's Special Counsel" signifies an independent investigation team in which the people participate from the very formation of the council. We propose a team composed of special prosecutors recommended by the public, National Intelligence Service staff who have verified the NEC’s susceptibility to hacking, and experts who have long fought against election fraud, serving as an independent body where the people act as the subjects of the investigation and the watchdogs.

Once the People's Special Counsel is formed, all evidence secured by the parliamentary committee and the joint investigation headquarters—including internal NEC data and server logs of ballot box transfers—must be handed over for a precise forensic investigation to determine whether any data tampering occurred. We must allow the People's Special Counsel and the parliamentary committee to compete in a pursuit of the truth. Our calls for the arrest and investigation of key NEC officials and seven IT staff members have been ignored. In the name of the people, we demand an immediate stop to all attempts to distort the truth through political compromise.

Third, if the implementation of the People's Special Counsel is delayed, the "All-Public Scientific Verification Team (tentative name)" must uncover the substantive truth.

Existing recount methods can never filter out the signs of meticulously planned fraud. Therefore, under the banner of the "All-Public Scientific Verification Team (tentative name)," we will thoroughly prove whether every single ballot reflects the true intent of the voters.

First, we will perform precise analysis of ballot edges and paper fibers using high-resolution digital microscopes, and conduct spectral analysis using ultraviolet (UV) and infrared (IR) lamps to clearly distinguish between the official NEC ink and counterfeit ink. Furthermore, we will block the manipulation of abnormal ballots being counted as valid by performing image forensics on QR code regularity and classifier log data.

Simultaneously, we will establish an "Online Integrated Monitoring Network" linking local surveillance teams and experts across the country to monitor the entire investigation process in real-time. All collected verification processes and evidence data will be disclosed in real-time on the network to prevent data alteration or forgery by external pressure, ensuring total transparency without room for political compromise.

To counter legal pressures aimed at concealing the truth, we will organize a "Citizen Public Interest Legal Team (tentative name)" and operate a permanent legal response fund to carry out thorough legal and behavioral resistance. Power that is not humble before history and the truth will ultimately face the stern judgment of the people. We are not a silent majority, but acting citizens who will set history right and safeguard electoral justice to the very end.

Through the dismantling of the NEC and the realization of a People's Special Counsel, we will eradicate electoral fraud and surely correct the election system. We will never stop until we have placed a definitive period on the substantive truth. This is not a matter of choice; it is the stern command of the people to this era.
