Government: "30 out of 647 government services suspended due to National Computing and Information Agency fire have been restored"

Lithium-ion battery submerged in a fire suppression tankOn the 28th, a lithium-ion battery damaged in a fire at the National Information Resources Service (NIRS) in Yuseong-gu, Daejeon, is submerged in a fire suppression tank. On the 26th, a fire involving a lithium-ion battery for an Uninterruptible Power Supply (UPS) at NIRS, which houses government computing systems, led to a large-scale disruption of government digital services. Out of the 647 government services that were suspended following a fire at the National Information Resources Service on the 26th, 30 have been restored after three days.


According to the Ministry of the Interior and Safety on the 28th, as of 10:00 PM that day, the 30 restored services include mobile identification, post office internet banking, the Port and Logistics Information System, the national administration management system, and the healthcare big data system.


The restoration process is being prioritized based on a grading system, with top priority given to systems that impact public safety, property, and economic activities.


The Ministry of the Interior and Safety reported that the restoration of constant-temperature and humidity control units on the 2nd through 4th floors of the NIRS Daejeon headquarters building was completed around 5:30 AM that day.


Network and security equipment resumed operation around 11:25 AM, and the computing room systems on the 2nd through 4th floors are being brought back online sequentially.


President Lee Jae-myung convened a meeting of the Central Disaster and Safety Countermeasures Headquarters at 5:30 PM that day, instructing officials to establish a close cooperation system to ensure there is no public inconvenience in areas closely related to daily life.


According to the Ministry of Education, services such as logins for NEIS and K-Edufine were normalized around 11:00 AM. However, it is expected to take some time for the services to fully stabilize.


The Korea Meteorological Administration stated that its weather and earthquake operation systems are running normally. The agency is also preparing contingency measures, such as providing weather information via KakaoTalk and text messages.


The Ministry of Environment is pursuing a move of its main website’s public-facing services to KT Cloud.


The National Fire Agency requested cooperation from the National Police Agency the previous day to have 119 text reports routed to them instead.


The Personal Information Protection Commission announced an temporary email address for reporting personal information leaks via the Korea Internet & Security Agency (KISA) infringement reporting center and the 118 consultation center the previous day. If systems are not restored by today, the submission deadline for the public institution personal information protection level evaluation will be extended to the 30th of this month.


The Financial Services Commission is reported to have suggested that proactive restoration measures are needed for systems with significant impacts on financial service provision, such as identity verification services.


Yoon Ho-jung, Head of the Central Disaster and Safety Countermeasures Headquarters (Minister of the Interior and Safety), stated, "We will transparently share the situation to minimize public inconvenience and will do our utmost to maintain business continuity."
