[Investigative Report] Jung Chung-rae and JMS's Jung Myung-seok: A Collusion?… The ‘Uncomfortable Connections’ Intersecting from Geumsan to Mapo

Controversy surrounding Jung Chung-rae, a representative of the Democratic Party of Korea, has resurfaced. The "emperor-like imprisonment" scandal involving Jung Myung-seok, the leader of the Christian Gospel Mission (JMS) who has been under social condemnation for sexually assaulting female followers, has unexpectedly brought Representative Jung Chung-rae back into the spotlight. 


Although Jung Myung-seok is currently serving a 17-year prison sentence following a second-trial conviction, reports from the left-leaning outlet *Hankyoreh* just before the Chuseok holiday revealed allegations that he had been granted special privileges, such as meeting with his lawyers approximately twice a day. Prior to this, Jung Myung-seok had consistently faced suspicions of having powerful backing, fueled by his luxurious prison life, including an incident where it was discovered he had received 17 hospital treatments since 2009—far exceeding the 0.5-visit average for regular inmates. 


The recurring claims of a connection between Representative Jung Chung-rae and Jung Myung-seok are not new. For some time, discussions on online communities and portals have frequently raised questions about a potential "blood relation" due to their shared hometown and ancestral clan (bon-gwan), casting a shadow of suspicion. In particular, the subtle intersection of their political paths and religious backgrounds has given rise to multi-layered doubts. 


Accordingly, in the interest of the public's right to know, *Hanmi Ilbo* examines the allegations surrounding the two figures—Representative Jung Chung-rae, a leader of a major political party, and Jung Myung-seok, the central figure in a notorious sex scandal—to trace the outlines of these rumors, explore how they have been linked, and uncover the facts behind them. 


‘Bloodline’ controversies stemming from shared roots: A hometown and clan connection that leaves the public uneasy


Both Representative Jung Chung-rae and JMS leader Jung Myung-seok were born in Seokmak-ri, Jinsan-myeon, Geumsan-gun, Chungcheongnam-do. While Geumsan-gun was once part of Jeollabuk-do, it was incorporated into Chungcheongnam-do during an administrative reorganization in 1962. According to demographic statistics, the total population of Seokmak-ri is only 90 people. 


It is also notable that both come from ginseng-farming families. Representative Jung has stated that he is from a ginseng-farming family in Seokmak-ri, and Jung Myung-seok has also mentioned that he was born into a ginseng-farming family and, in his youth, ran errands for ginseng farmers in the small village of fewer than 100 people. Their experiences in the ginseng trade overlap in terms of timing. 


Coupled with the fact that they share the same ancestral clan, the Hadong Jung clan, some online communities have persistently claimed that the two "could be relatives."


Representative Jung previously stated on social media that while his hometown is Geumsan, he has "no connection to JMS." However, some continue to look upon these claims with suspicion, noting that the ‘Seok’ (錫) character used in Jung Myung-seok’s name is found in the generation characters of the Munjeol-gong branch of the Hadong Jung clan, suggesting they "could be from the same family." 


The fact that both graduated from Jinsan Elementary School is another overlapping detail. According to *Modern Religion*, that school has a high concentration of JMS followers among both staff and students, and it even displayed a photo of Jung Myung-seok as a distinguished alumnus before removing it amid public backlash. 


While many commonalities have been identified, no direct or collateral kinship between the two has been confirmed to date. Nevertheless, the fact that a prominent politician and a cult leader currently on trial after being arrested for social misconduct share the same origin and clan acts as sufficient fuel for public suspicion, preventing such rumors from easily fading away. 


The Wolmyeong-dong Training Center, a core facility of the JMS, is located in the Jinsan-myeon area of Geumsan-gun. Since Jung Myung-seok established his religious organization in the 1980s and declared this site a "natural holy ground," Wolmyeong-dong has become a symbolic location for JMS.


While Representative Jung Chung-rae has referred to this area as his "hometown," no concrete evidence has been found to link him directly to JMS activities. However, in Geumsan local politics, there have been consistent reports of JMS-related figures being involved in local events, ginseng festivals, and even free legal counseling services. 


Specifically, at the 2019 Geumsan Ginseng Festival, which was organized by former Geumsan County Governor Moon Jung-woo (a member of the Democratic Party), Jung Myung-seok and hundreds of his followers were present. Broadcast footage showed Jung Myung-seok sitting in a seat of honor typically reserved for the governor, and he was also captured shaking hands with and being photographed alongside then-Governor Moon. Representative Jung also visited the Ginseng Festival after his election. Furthermore, during Governor Moon's term, Yang Seung-nam, known as a legal representative for JMS, was appointed as a free legal advisor for Geumsan-gun. 


Allegations of ‘Local Political Collusion’… The nature of the relationship between the JMS base and the Geumsan community?  


Former Governor Moon appeared at this year’s Democratic Party national convention to publicly support the election of Representative Jung Chung-rae. He was also photographed with senior Democratic Party figures, including Seo Young-kyo, who has been criticized for allegedly attempting to create a climate for the impeachment of Chief Justice Cho Hee-dae through AI-generated fake news. Furthermore, even while not holding office, he was seen meeting and shaking hands with Lee Jae-myung during his presidential campaign. 


The current Geumsan County Governor, Park Beom-in of the People Power Party, has also been seen standing alongside Representative Jung at private organization events. This is an unfamiliar sight, given Representative Jung's usual rhetoric, in which he characterizes the People Power Party as a force of insurrection that must be "uprooted." The two are also known to exchange letters. 


Whether these intersections of personal connections between local politicians and JMS-affiliated figures are mere coincidences, or the result of blurred boundaries between local politics and a specific religious group, remains unclear. 


On the other hand, in light of the fact that the special prosecutor appointed by the Democratic Party raided the membership records of the opposition People Power Party and repeatedly mentioned suspicions of collusion between the Unification Church, Shincheonji, and the PPP, there are growing calls for the Democratic Party to clarify its own potential ties to JMS. 


Former National Assembly Speaker Chung Sye-kyun of the Democratic Party once visited Geumsan publicly to support the campaign of his fellow party member, Moon Jung-woo, who was running for Geumsan County Governor. Representative Jung Chung-rae also visited Geumsan during that same period to support Moon’s campaign. Professor Kim Do-young, who has been tracking Jung Myung-seok for over 20 years, appeared on the show *Maebul Show* and claimed that "someone who has served as both National Assembly Speaker and Prime Minister has met with Jung Myung-seok." This description matches former Democratic Party Speaker Chung Sye-kyun. Chung’s name was also repeatedly mentioned in the show's live comments. One host remarked, "Mr. Chung Sye-kyun," while another retorted, "You shouldn't just read (the comments) like that." 



In 2023, when allegations surfaced that the Daedunsan Hotel in Wanju-gun, Jeollabuk-do—featured on a terrestrial variety show—was a JMS-affiliated facility, controversy over the "overlapping of symbolic locations" was reignited after it was discovered that Representative Jung Chung-rae had filmed a video for his YouTube channel with Daedunsan in the background. While the hotel denied any ties to JMS, there were some testimonies regarding the involvement of JMS followers. There is no proof of a direct connection; however, this issue sparked demands for clarification because the public tends to view these coincidental elements not as mere happenings, but as subtle connections that raise questions. 


The Seoul Mapo district, Representative Jung Chung-rae's constituency, is another flashpoint for JMS-related suspicions. When the production team of the Netflix documentary *In the Name of God: A Holy Betrayal*, which exposed the true nature of JMS, came under investigation for "violating the Special Act on Sexual Violence," some claimed that the "police station in Representative Jung Chung-rae’s district defended the JMS side." 


Ultimately, the prosecution dropped the case, leading to interpretations that the police may have referred the case to the prosecution after an excessive investigation. The Mapo Police Station has maintained that it merely transferred the complaint in accordance with standard procedures as a law enforcement agency. The actual complainants in the case were JMS followers. 


Some have pointed out that because the previously raised suspicions of a link between Jung Chung-rae and Jung Myung-seok were not clearly and early addressed, it has led to political distrust among the public and allowed doubts to continue to amplify. 


Revisiting the ‘Case of Representative Jung’s Son’… The intersection of religion and politics, ethical standards for public figures, and the cold public gaze 


The 2017 incident in which Representative Jung Chung-rae’s son, then a middle school student, sexually harassed a classmate was also brought back into the spotlight, intertwining with existing controversies. At the time, Representative Jung apologized directly via social media, and the case was closed after his son was ordered to complete 40 hours of education as decided by the school's violence committee. 


However, opinions emerged online that this incident "creates an eerie parallel" to the sexual offense history of JMS leader Jung Myung-seok. While this claim lacks legal basis, the public has maintained a cold and critical view of the matter through the political lens of "the ethics and morality of a public figure." This has also led the public into a new phase of interpreting how far a politician’s family history should be subject to public scrutiny. 


Jung Myung-seok uses Geumsan as his religious hub, while Representative Jung uses it as his political starting point; both share their roots in Jinsan-myeon. This simple overlap is sometimes expanded under the label of "suspicion" and consumed as a "political symbol."


To date, no concrete or direct evidence has been presented that Representative Jung Chung-rae is organizationally tied to JMS or leader Jung Myung-seok. However, the "shadow of suspicion" created by his origin, clan, and various indirectly intersecting circumstances is aggravating public fatigue. It is a clear example of how sensitively the public reacts when politics and religion intersect. 


Scrutinizing public figures such as politicians is a legitimate right of the people. Therefore, the public has the right to ask questions about their backgrounds, actions, and relationships. Some argue this is not significantly different from the sentiment surrounding the Chuseok holiday, during which the public was curious and skeptical about Kim Hyun-ji, a high-ranking official deeply involved in state affairs. 


While one should be wary of unfounded conclusions beyond simple questions, there are voices pointing out that it is Representative Jung’s responsibility as a public figure to resolve public skepticism by clarifying the facts and transparently explaining necessary parts regarding the raised suspicions. There is a public sentiment that the time has come for Representative Jung to provide a clear and convincing explanation regarding the "series of shadowed links" surrounding him. 


That is the responsibility of a public figure, and it is the role of the press to record that process in a transparent and fair manner.
