Reducing National Pension Blind Spots… Expanding Insurance Premium Support for Low-Income Earners


From 2026, regional subscribers with monthly incomes below 800,000 won will receive benefits without needing to resume payments.

The government is stepping up efforts to address the blind spots in the National Pension system, which leave low-income individuals without coverage. Starting in 2026, low-income regional subscribers who have experienced temporary income interruptions due to job loss or business suspension will be eligible for government support covering half of their insurance premiums, even if they do not resume payments. This initiative is seen as an effort to lower the threshold for the National Pension and build a more robust social safety net.


The Ministry of Health and Welfare officially announced these National Pension system improvement measures in its administrative report to the National Assembly Audit on the 20th. These measures are a follow-up to the pension reform agreed upon by both ruling and opposition parties in 2025, with a focus on further strengthening old-age income security for low-income individuals.


The core of the new system is the expansion of eligibility for support. Previously, only those who resumed premium payments (those who had been exempted from payment due to lack of income from business suspension or job loss) could receive up to 50% of their insurance premiums for a maximum of one year.


However, starting in 2026, this condition of "resuming payment" will be removed. Any low-income regional subscriber who meets certain income criteria, such as having a monthly income below 800,000 won, will be able to receive premium support benefits.


The government's decision to significantly broaden the scope of support is underpinned by the successful implementation of the existing system.


According to the National Pension Service, since the introduction of the low-income regional subscriber premium support program in 2022, over 300,000 subscribers have received 112.1 billion won in premium support over three years. The number of beneficiaries, which was only 38,000 in the first year, has shown a rapid increase, more than quintupling to 204,000 last year.


Even more encouraging is the practical effectiveness of the program. Nine out of ten beneficiaries (90.8%) continued to pay their insurance premiums and maintain their pension enrollment even after the government support concluded.


This demonstrates that the government's temporary support has served as a crucial catalyst, not just as a one-time benefit, but by guiding subscribers back into the pension system to prepare for a stable old age.


By age group, those in their 50s (41.1%) received the most significant benefits, providing substantial support for the retirement preparations of those nearing retirement age.


National Pension premium support has been a long-standing policy challenge in our society. The government has been providing pension premium support to farmers and fishermen facing difficulties due to agricultural product import liberalization since 30 years ago, in 1995.


Through this program, a total of 2.07 million farmers and fishermen have received benefits totaling 2.9 trillion won to date, enabling them to prepare for their old age.


The expansion of support for low-income regional subscribers is significant in that it shifts the benefits, which were previously limited to specific occupational groups, to a universal income-based standard, thereby embracing a wider range of vulnerable populations. It serves as a clear signal that the state will provide a strong safety net to ensure that temporary income disruptions do not lead to permanent disruptions in retirement preparation. Yonhap News
