U.S. House Republicans are set to release a report detailing their findings into President Joe Biden and allegations that he potentially misused the presidential autopen during his term.

The report, expected to be released sometime this week, is anticipated to be contentious as it centers on unproven claims. Specifically, it is understood to allege that President Biden not only visibly aged during his presidency but also experienced cognitive decline, allowing White House staff to implement policies without his full awareness.

In a statement, House Oversight Committee Chairman James Comer (R-Ky.) said, "The Oversight Committee has uncovered the reality of the Biden autopen presidency, which will go down as one of the greatest scandals in American history. As President Biden’s health worsened, his staff misused the autopen to execute unapproved executive actions. We have concluded our interviews with President Biden’s key aides and will soon report our findings to the American people."

A spokesperson for the committee’s Republican members stated that instances of autopen misuse would be detailed in the report.

As part of their investigation, the committee interviewed more than a dozen former high-ranking officials in the Biden administration, seeking information about President Biden's mental health during his term. Democratic members have dismissed the probe as a "distraction" and criticized the committee for overlooking wrongdoings by the Trump administration.

President Biden has vehemently denied claims that he was unaware of his administration's actions. He has also dismissed assertions that he experienced sufficient cognitive decline during his presidency to undermine his leadership.

In a statement last summer, President Biden declared, "To be clear, every decision made during my presidency was mine. All the decisions regarding pardons, executive orders, legislation, and declarations. The claim that I did not make decisions is preposterous and false."

Some Biden administration officials who were subpoenaed invoked their Fifth Amendment right against self-incrimination and refused to answer questions. These included President Biden's personal physician, Dr. Kevin O'Connor, former First Lady Jill Biden's chief of staff, Anthony Bernal, and former advisor Annie Tomasini. Other aides did speak with the committee.

According to anonymous sources familiar with the private testimony, several aides acknowledged that President Biden's schedule became slower as his term progressed. Then-White House Chief of Staff Jeff Zients stated that the president's decision-making pace slowed throughout the administration. He explained, "What once took three meetings eventually required a fourth."

Zients also relayed discussions about how to publicly confirm the president's cognitive health status. High-ranking officials, including O'Connor, discussed whether President Biden should undergo cognitive testing, which O'Connor said he would consider.

However, while acknowledging signs of President Biden's aging, some Biden allies strongly refuted the core premise of the Republican investigation: the claim that aides had effectively usurped presidential authority.

Steve Ricchetti, a long-time Biden confidant, told the committee, "There was no malicious conspiracy among President Biden’s senior staff, and certainly no conspiracy to hide the president's mental state from the public."

Biden's age, his perceived frailty during his term, and his sometimes rambling public speeches have been a major attack line for Donald Trump and Republican lawmakers during the past election. The Trump White House has continued to mock the issue, even displaying a presidential autopen next to President Biden's official portrait in the recently installed West Wing Presidential Portrait Gallery.

Trump and Republican lawmakers contend that the improper use of an autopen device increases the likelihood that numerous executive orders, pardons, and laws enacted during the Biden administration could be invalidated in court. Trump has already directed the Justice Department to investigate.

A memo from the Trump administration to then-Attorney General Pam Bondi argued that any instance of the autopen being used without Biden's knowledge was an "unconstitutional exercise of presidential authority" and would "impact the legality and validity of numerous executive orders implemented in Biden's name."
