According to TASS and RIA Novosti, Yuri Ushakov, foreign policy advisor to the Kremlin, responded to a question about plans to negotiate with the United States within a few weeks by saying, "We have not yet received any specific proposals about who will come to Moscow and when."
However, he suggested, "It would be natural to assume that the United States will contact us to begin direct discussions," and anticipated that the peace plan for Ukraine prepared by the United States would be discussed and modified by Russia, Ukraine, and Europe.
Ushakov said he had seen Europe's counter-proposal to the US plan through media reports, criticizing it as "at first glance, completely unconstructive and unsuitable for us."
The United States presented a 28-point peace proposal to Ukraine, and foreign media reported that the plan largely reflected Russia's positions, including territorial concessions and troop withdrawal.
The United States and Ukraine discussed this plan with European countries in Geneva, Switzerland, the previous day, and stated in a joint statement that they had prepared an "updated and refined peace framework," suggesting the possibility that the draft was revised to reflect Ukraine's stance.
Prior to this, on the 21st, Russian President Vladimir Putin stated that he had received the draft plan from the United States and assessed that it could be the basis for a final peace agreement.
Ushakov commented, "Many provisions of this plan, though not all, are entirely acceptable to us," adding, "Many of these provisions naturally require detailed discussion and consideration by the parties. This issue has not yet been discussed with us."
He then added, "There is a lot of speculation about the US plan, but Russia believes only what it has seen and what has been conveyed to us through appropriate channels."
Dmitry Peskov, spokesperson for the Kremlin, stated at a briefing that day that they had not yet officially received the results of the Geneva talks, saying, "We will wait, as discussions are clearly ongoing and contacts will continue."
He also emphasized that they would not discuss the details of the US peace plan, stating, "It is impossible and inappropriate to discuss through the media."
He added that Russia is always open to contact and negotiation with the United States, but there are no plans for the two countries to negotiate this week, and no specific details about negotiations have emerged yet.
