On Tuesday morning, President Donald Trump urged "all Republican" governors to follow the lead of Texas counties and demand paper ballots only, urging them to "get the Democrats out of their corrupt ways."
Trump posted on Truth Social, "Great news! Dallas County, Texas has just gone to all paper ballots." "Many other areas are following! More accurate, fully secure with watermarked paper, much faster, and only 9% of the cost. All Republican governors must implement this! Let’s save money and freedom. Get the Democrats out of their corrupt ways! President DJT."
Republicans across Texas are pushing to change voting procedures to manually count ballots in the party primaries next March. In Texas, party officials can control the primary election process.
In September, the Dallas County Republican Party decided to manually count all ballots in the upcoming primary. However, this policy applies only to Republican primaries and only on Election Day, The Washington Times reported. County-wide procedures for Democratic primaries, early voting locations, or the general election remain unchanged.
Generally, both the Republican and Democratic parties have relied on county election officials for election administration. However, Republican leadership in several counties is pursuing a plan to run their own elections at the precinct level and manually count ballots on Election Day.
The Republican parties in Dallas, Hays, Eastland, and Gillespie Counties have already approved plans to manually count their primary ballots. The Orange County Republican Party also approved a similar plan last summer.
Meanwhile, according to The Texas Tribune, election officials in Collin, Williamson, and Bastrop Counties stated that they are proactively changing voting procedures and equipment in response to an executive order by the Trump administration last March that would have largely banned the use of voting equipment that uses barcodes or QR codes on paper ballots to speed up vote tabulation.
According to the Council of State Governments, many states require or effectively use paper ballots for all voters (typically hand-marked paper ballots or paper ballots printed by a voting machine for accessibility), which are then tabulated by optical scanners. This is a paper ballot-based system but not an "all-paper" counting method.
