Amid growing public awakening regarding the security vulnerabilities of the election system following the emergency martial law declaration on December 3 last year, the fact that the internal network of the National Election Commission (NEC) connects to an external network during early voting periods was revealed, drawing significant attention to a seminar dedicated to scrutinizing allegations of election manipulation.
The seminar, themed “Election Management Where the Principle of National Computer Network Separation Has Collapsed,” hosted by the Network for Prosperity and Korea (NPK, Chairman Maeng Joo-sung, Professor Emeritus at Hanyang University) and VON News (Representative Kim Mi-young), was held at the Jungdong 1928 Art Center in Jung-gu, Seoul, on the afternoon of the 6th, amidst intense public interest.
While joint rallies marking the ‘1st Anniversary of Lawful Martial Law’ were held at Gwanghwamun to represent the angry public sentiment, the seminar at Jungdong focused on an in-depth dissection of the systemic weaknesses of the NEC—long suspected of being the primary culprit behind election fraud in South Korea—by engineering, computer, and legal experts, while striving to inform the public of the severity of the issue.
This seminar was directly triggered by the NEC’s admission during the National Assembly audit in October that the principle of network separation had not been strictly maintained. At the time, NEC Secretary-General Heo Cheol-hoon admitted for the first time in response to a question from Representative Lee Dal-hee of the People Power Party: “During the simulation test on the day before early voting and the two days of actual early voting, the internal and external networks were not separated and were indeed connected,” which came as a major shock.
This statement, admitting that the early voting system was effectively connected to the external internet, deepened the severity of the situation. It went beyond confirming that the NEC’s previous claims of ‘network separation’ were lies; it struck at the core of the public’s trust in the fairness and transparency of elections, which are the foundations of democracy.
Professor Emeritus Do Kyung-goo is presenting. Professor Emeritus Do Kyung-goo of Hanyang University’s College of Engineering, who served as a speaker that day, pointed out, “If the internal operational system is connected to the external internet, it means it is fully exposed to the risk of unauthorized access and data manipulation by outside entities, including hacking.” He emphasized, “The ‘network separation principle,’ which protects the ‘election management system’ that handles sensitive data such as voter information and vote counting, must be strictly applied.”
Along with this, the record-keeping method of the early voting system is at the center of another controversy. Currently, although voter identities are verified at early voting stations before ballots are issued, there is an issue where no concrete record is kept regarding exactly how many voters participated in early voting at each specific polling station.
Professor Do raised suspicions, stating, “This method deviates from the common standards of system design,” and added, “The absence of records for the number of voters at the early voting station level could act as a significant loophole allowing the Central Election Management Committee to arbitrarily manipulate voting results.”
The statistical abnormality of the election results is also deepening the controversy over the possibility of election system manipulation.
When the results of the 6.3 Presidential Election were analyzed, a stark difference was discovered between the results of the Election Day voting and early voting. While candidate Kim Moon-soo led significantly in the Election Day voting, the exact opposite occurred in the early voting, where Lee Jae-myung showed an overwhelming advantage in every polling station across national cities, counties, and districts, creating an ‘abnormal reversal phenomenon.’
Experts point out that this phenomenon contradicts the ‘Law of Large Numbers’ in statistics. This law implies that if a sufficiently large sample is extracted, the results should be similar to the characteristics of the population. Given the premise that early voting and Election Day voting occur from the same population, analysts suggest that results appearing in such extreme reversals or consistent patterns across the board indicate the possibility of artificial manipulation.
Dr. Jang Jae-eon, an ‘icon of passion’ leading the NEC Server Task Force, is giving a lecture.
At the seminar, Dr. Jang Jae-eon, a computer scientist (ROK Military Academy 34th class, former professor at the National Defense University), presented on the topic of ‘Opinions on the Connection between the Election Network and the Internet Network during Early Voting,’ citing cases from the United States. Dr. Jang said, “When President Donald Trump lost the U.S. presidential election, the network was connected, and it was revealed that the server location during the spikes in the U.S. election tally graphs was in Serbia, Eastern Europe.”
He further assisted the audience’s understanding with explanations tied to recent international situations: “It turned out that the protagonist of the Serbian data center that performed the computational manipulation was a former CIA Director, and President Trump is receiving reports that these individuals are anti-national and pro-election fraud forces.” He added, “(These forces) must have lobbied the U.S. Democratic Party extensively. That is why President Trump is now trying to strike back at Venezuela, which developed Smartmatic.”
Dr. Jang remarked, “When I was a Lieutenant Colonel, I served as the Chief of the Computer Division at the Defense Security Command (DSC) for five years, and even then, we operated with 8 separated networks. This has been the standard since 1995, so it is infuriating to hear the current NEC say they need a large budget to implement network separation now.”
Attorney Kwon Oh-yong emphasized the fact that the integrated voter list defined by law is a database that can be manipulated by programs, not a paper list, noting, “It is linked according to central ‘logic,’ and even if fake numbers are inserted based on a specific goal, the programmed linkage produces results like the ones we see today.”
Attorney Kwon continued to express his concerns: “The integrated voter list should not be interconnected. If results were generated from separate lists for each polling station and then aggregated for the final result, that would be one thing, but if everything is linked, it can produce election results characteristic of a centrally controlled, totalitarian ‘Big Brother’ state.”
Attorney Kwon Oh-yong, serving as a panelist, clearly explains why this is election fraud.
A court testimony from an NEC official stating that a VPN (Virtual Private Network) was used during the 4.15 General Election was also revealed. Displaying a transcript on the screen, Attorney Kwon said, “At the time, they allowed NEC staff to work from home, requiring only an ID and password to access the computer network. There was actual testimony that they didn’t know where connections were coming from, even if they were from abroad.” Attorney Kwon also showed photos, adding, “In fact, VPN equipment was discovered inside the NEC by election monitoring volunteers during the last presidential election.”
Representative Kim Mi-young moderated the seminar. Kim, who is facing chemotherapy next week, said during Part 3, which doubled as a book launch event, “I have been a critic of President Yoon Suk-yeol for three years (for ignoring investigations into election fraud), but he used martial law as his final card.” She shared her thoughts on the martial law: “Seeing him send martial law troops to the NEC the day after, I thought that regardless of him being eccentric, he had finally risen to the level of Syngman Rhee, Park Chung-hee, and Chun Doo-hwan.”
Representative Kim said, “When asked, ‘Was there really no other way than martial law?’ I answered, ‘It was already too late then.’” She explained, “The reason I answered that it would likely have been impossible to declare martial law if he had waited any longer is that this country is not one where Supreme Court justices can arrest Lee Jae-myung.” Specifically, she explained, “If the President cannot do it, how can a Supreme Court justice? Right now, Lee Jae-myung is not just an individual politician. He is being pushed by global powers who are risking everything to seize the votes divided among the people amidst a civilizational clash, so how could a single judge arrest him? In some aspects, even martial law was a difficult task.”
She stressed, “(China) became able to act like a cuckoo laying eggs in another bird’s nest because we stood by idly. Now is a war of words and knowledge. It is certain that we are all walking through darkness, but we must speak with courage to drive the cuckoo out.”
Attorney Lee Ha-sang smiles brightly at the audience’s applause.
Earlier, Chairman Maeng Joo-sung said in his opening remarks, “I expect that the sun rising in 2026 will clear away all the dark clouds and bring us hope and sunshine.” He encouraged, “I hope, wish, and pray that the past cries will pass, and that the plazas and streets will become places where we can all gather together and dance for hope.”
The seminar was filled with citizens who cherish common sense and wish for the normalization of South Korea, as well as prominent figures from various fields who have worked tirelessly to uncover election fraud, including Attorney Lee Ha-sang (legal counsel to Defense Minister Kim Yong-hyun and co-host of the popular YouTube channel ‘Advance of the Attorney’), Kim Sung-won, CEO of YouTube channel Ground C, Lee Byung-hwa, former Ambassador to Norway, current employees of the Constitutional Court, and active Seoul National University professors.
