U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky met again on the 28th (local time) to discuss a 20-point proposal for ending the Ukraine war (peace negotiation proposal) coordinated between the two countries.
Before officially beginning their talks at Trump's Mar-a-Lago resort in Florida, President Trump told reporters that "strong security guarantees for Ukraine" would be included in the Russia-Ukraine peace proposal.
"There will be security agreements. Strong agreements with very deep involvement from European countries," President Trump explained.
President Trump added, "I think they will reach an agreement," and that the peace proposal negotiations are in their final stages.
"Too many people are dying," President Trump said, adding, "Both presidents (Zelensky and Vladimir Putin) want to reach an agreement."
President Trump stated that there is "no deadline" for the peace proposal negotiations and that he would also speak with Russian President Vladimir Putin and European leaders by phone after his meeting with President Zelensky.
When asked if President Putin was not serious about peace talks, given Russia's recent attacks on Ukraine, President Trump replied, "He is very serious."
He continued, "I believe Ukraine has also launched strong attacks. They are at war, and we will have to see what happens. The Ukrainian people and the Russian people want the war to end, and both leaders do too."
Standing next to President Trump, President Zelensky stated that they would discuss the 20 points of the peace proposal and expressed his hope that it would lead to peace as soon as possible.
He also explained that about 90% of these points have already been agreed upon by the teams from both countries (U.S. and Ukraine).
In this regard, President Trump said, "There are points that are very economically beneficial for Ukraine," and added, "Ukraine has a lot to rebuild, and tremendous wealth can be created in the process."
This is interpreted to mean that the peace proposal to be discussed by the United States and Ukraine will include not only measures for Ukraine's security guarantees but also plans for post-war reconstruction.

President Trump announced on his social media platform, Truth Social, that he had a "very productive and good" phone call with President Putin prior to his meeting with President Zelensky.
Earlier, on the 25th, President Zelensky had announced that he would discuss the recently drafted 20-point peace proposal, security guarantees, and post-war reconstruction issues with President Trump.
President Zelensky had stated that "90% of the 20-point peace plan is ready" and that he would specifically discuss "sensitive issues like Donbas and the Zaporizhzhia Nuclear Power Plant" with President Trump.
The remaining "10%" of the peace proposal, which President Zelensky indicated had not yet been agreed upon, is known to be primarily related to territorial concessions.
Russia is demanding that Ukraine completely withdraw its troops from eastern Donetsk and cede territory in the Donbas region. Conversely, Ukraine wants to halt fighting at the current front lines. As the positions of both sides remain far apart, the United States has proposed the creation of a demilitarized zone and a free economic zone in Donetsk, which is partially controlled by Ukraine.
