With Han Byeong-do elected as the new floor leader of the Democratic Party of Korea on the 11th, attention is focused on how he will navigate the challenging floor agenda.

Although his term is only four months long, ending around mid-May, he must simultaneously address reform legislation and livelihood issues ahead of the June 3rd local elections, the first nationwide elections of the Lee Jae-myung administration.

The immediate priority is responding to the allegations of accepting campaign funds, which involve former floor leader Kim Byeong-gi and lawmaker Kang Seon-woo.

While Assembly member Kang has left the party (and was subsequently expelled) and Assembly member Kim Byeong-gi is awaiting the party's ethics committee proceedings, the unresolved allegations could hinder legislative momentum and negatively impact the local elections.

Given that the People Power Party is proposing a special prosecutor bill and launching a full-scale offensive, it is anticipated that floor debates will continue regardless of the disciplinary action taken against Assembly member Kim within the party.

The party leadership issued a "final ultimatum" to Assembly member Kim on the same day, urging him to consider a path of voluntarily leaving the party.

Floor Leader Han also emphasized the need for Assembly member Kim's voluntary departure during his campaign for floor leader, raising expectations about his potential role in Assembly member Kim's decision.

The processing of the special prosecutor bill concerning allegations of receiving funds from the Unification Church is also an immediate task.

The Democratic Party's stance is to pass the bill, including the Shincheonji allegations, if the People Power Party does not agree. However, with rumors of involvement from lawmakers like Jeon Jae-soo, unilaterally passing the special prosecutor bill could negatively impact public opinion.

The observation in political circles that the new floor leader will re-engage in negotiations with the People Power Party regarding the special prosecutor bill is in this context.

While the Democratic Party plans to pass the second comprehensive special prosecutor bill, declared by Chairman Jeong Cheong-rae as the first bill of the new year, in the plenary session on the 15th, finding a balance between so-called reform bills and livelihood bills is also a task for the new floor leader.

The Democratic Party has set a policy to "pass judicial reform bills such as the establishment of the crime of distorting laws, the introduction of trial appeals, and the increase in the number of Supreme Court justices before the Lunar New Year holiday." However, the longer the reform drive continues, the stronger the image of the ruling party pushing legislation solely for its supporters ahead of the local elections could become, which is a burden for the party.

Conversely, if too much emphasis is placed on cooperation with the People Power Party, a backlash from supporters and a potential departure of centrist voters cannot be ruled out.

Within the party, there were significant arguments that reform issues should be concluded by the end of the year, citing public fatigue, and that livelihood initiatives should be prioritized from the new year.

In his acceptance speech for the floor leader election, Floor Leader Han pledged, "I will pass the second comprehensive special prosecutor bill and the decisive (Unification Church) special prosecutor bill in the plenary session on the 15th. After the special prosecutor bill is processed, I will swiftly push for livelihood and reform bills to firmly support the success of the Lee Jae-myung administration."

The issue of balancing reform and livelihood bills is also intertwined with the relationship with Chairman Jeong. Chairman Jeong, who represents hardline supporters, continues to emphasize a "lightning-speed offensive."

Regarding Chairman Jeong's stance, some within the ruling party are criticizing him for pursuing his own political agenda early in the Lee Jae-myung administration. Therefore, defining the relationship with Chairman Jeong is a sensitive issue, intertwined with the dynamics of the ruling party, including the relationship between the party and the presidential office.

In addition, there are numerous livelihood issues that need to be resolved.

With economic issues such as volatile exchange rates and the revitalization of the stock market, along with the highly sensitive real estate problem, piling up, the pressure to demonstrate performance as the ruling party is increasing.

However, since the People Power Party has been using filibusters (legal obstruction of proceedings through unlimited debate) for livelihood bills as well, citing contentious legislation since last year, the relationship with the opposition will also be a test of the new floor leader's leadership.

In addition, the issue of processing the nomination of Lee Hye-hoon, a candidate for Minister of Planning and Budget who comes from a conservative opposition background, is also a task for the new floor leader. While the party's current stance is to proceed with the confirmation hearing on the 19th, it is a difficult issue to take a clear position on, with public calls for resignation even within the party.

A decision point, whether positive or negative, is approaching, based on coordination of positions with the presidential office.

In his acceptance speech, Floor Leader Han repeatedly emphasized, "Our goal is one: the success of President Lee Jae-myung. We will swiftly advance national tasks and rapidly improve livelihoods to firmly support the success of the Lee Jae-myung administration."

He added, "The major test of the local elections is upon us. We will show the public the image of a capable ruling party with a lower and more humble attitude and achieve a proud victory."
