President Lee Jae-myung’s recent post on X (formerly Twitter) has reignited the debate surrounding heavy taxation on multi-home owners.
The post emphasizes that the heavy taxation policy had been scheduled well in advance, criticizing the framing adopted by some media outlets.
However, in the process, expressions were used that bundled multi-home ownership, rental businesses, policy criticism, and media reporting into a single moral category.
Are these characterizations based on facts? This fact-check examines the core arguments contained in the post, item by item, to verify their factual accuracy and causal logic.
Is the government being unfairly attacked?
In his recent post on X, President Lee Jae-myung referred to multi-home ownership and the media that does not criticize it as "ruinous speculation," "unearned income," and an "attitude that doesn't care if the country collapses."
He argued that speculative forces are the cause of giving up on marriage and declining birth rates due to rising home prices and rents, and that some media are defending these forces and unfairly attacking the government.
The post refutes the "bolt from the blue" narrative by emphasizing that the policy schedule for heavy taxation on multi-home owners had been pre-announced.
However, at the same time, it groups multi-home ownership, rental businesses, policy criticism, and media reports into a single moral category. Are these labels based on facts? Let’s examine them one by one.
The truth behind the "ruinous speculation" remarks
① Is multi-home ownership "ruinous speculation"?
Multi-home ownership is merely a state of being; it does not, in itself, constitute a speculative act.
Multi-home owners are categorized into those who hold properties for speculative purposes, landlords who operate for rental income, and those who have become multi-home owners through inheritance or gifts.
In particular, landlords handle the supply of housing for rent (jeonse/monthly) and are subject to the Housing Lease Protection Act, tax laws, and various regulations. There is no factual basis to generalize all multi-home owners as "speculators."
② Are landlords responsible for giving up on marriage and declining birth rates?
The decline in birth rates and the reduction in marriages have been analyzed as the result of complex factors, including employment instability, stagnant income, the burden of education costs, concentration in the metropolitan area, and rising housing costs.
While it is true that housing costs have an impact, there is no proven causal link that attributes this to the moral problems or the responsible actions of a specific group.
③ Is all rental income "unearned income"?
Unearned income generally refers to income generated without labor or investment risk.
Rental income involves initial investment, the burden of loans, maintenance and repair costs, and the risk of vacancies. Defining all rental income as unearned income does not align with its economic definition.
④ Is the media "unfairly attacking" the government while taking the side of multi-home owners?
It is true that some media outlets have criticized the policy by focusing on the increased tax burden and market shocks.
However, this is an expression of concern regarding policy effectiveness, which does not equate to factually defending a specific group morally or supporting speculation.
Beyond the content of the reports, there are no verified facts that allow one to definitively conclude the motives or intentions behind the reporting.
⑤ Is the statement that "we created the risk factors ourselves" accurate?
The design of real estate tax systems and the repeated deferrals of heavy taxation were choices made by the government and political circles that hold policy-making authority. When this is blanketed as "everyone’s responsibility," the accountability of the policy-making entity is diluted into the collective.
Policy criticism should not be classified as "evil"
President Lee Jae-myung’s X post correctly presents some facts regarding the policy schedule, stating that the heavy taxation on multi-home owners was legislated a long time ago, deferred for four years, and that the termination date had been announced.
However, by overlaying strong moral labels such as "ruinous speculation," "unearned income," and "groups that don't care if the country collapses" onto those facts, the post simplifies policy criticism and social phenomena into a framework of good versus evil.
What is important in fact-checking is not only the accuracy of the facts but also the consistency of the process in moving from facts to conclusions.
The fact that a policy schedule was announced does not automatically prove that criticizing the policy is unjust or that a specific group has moral defects.
The moment the language of explanation turns into the language of definition, policy debate takes the form of judgment rather than discussion.
A policy may be right. However, dissent and criticism regarding a policy cannot be classified into the categories of "national ruin" or "evil."
This is the core point where facts and evaluations overlap and blur in this recent X post.
