Lee also drew criticism for his apparent lack of knowledge regarding the discrepancy between the voter turnout announced by the NEC and the actual number of voters, the so-called "vote inflation."
He pointed to PD Lee Young-don as his co-partner in the sub-topic and expressed regret, saying, "I find it regrettable that you are counting the people at the polling station to verify it. However, his reaction, which seemed to suggest he only belatedly grasped the difference in actual voter numbers, raised concerns as lawyer Park Ju-hyun immediately countered.
Lawyer Park informed Lee that video recordings existed and stated, "The difference between the pre-voting number announced by the NEC and the number secretly filmed by a YouTuber was over 1000 people." She also cited cases where YouTubers were arrested for such matters.
Previously, Mr. Han (YouTube name 'Hameon Dwgetji'), a YouTuber arrested in April last year on charges of installing surveillance cameras at pre-voting stations for the April 10 general election, had revealed in a video that there was a discrepancy of 1147 people between the actual voters and the number announced by election authorities at one polling station in a single day.
In this video, Mr. Han had questioned whether a bank teller counts money by entering "100 sheets" and then counting. He criticized the NEC's method as being no different from a bank teller writing down "98 sheets" beforehand and then counting the money.
Lawyer Park also revealed a confession from a current prosecutor to demonstrate that investigations into suspicions of fraudulent elections have never been conducted properly.
She stated, "When I asked a prosecutor at the Suwon District Prosecutors' Office to investigate the voter rolls, he said, 'The Election Commission won't provide them.' When I demanded a search warrant, he confessed, 'Pressure is coming in.'"
She then presented a case where the police dismissed allegations of forged ballots, such as "cabbage leaf" ballots, as unfounded without even comparing them to the actual image files, even though legal proceedings were pursued to verify their existence. This shocked the viewers.
According to the police's non-prosecution (no charges) reasoning provided by lawyer Park, the Pyeongtaek Police stated, "Unless there is other important evidence that could overturn the parliamentary election invalidation lawsuit, image file confirmation is impossible at this stage (warrant denied)."
The chronic and structural vulnerability of the current system, where a sitting judge concurrently serves as the head of the Election Commission, was also pointed out as a problem leading to courts not issuing warrants in cases of suspected election fraud.
Lawyer Park Ju-hyun criticized the judiciary's lukewarm stance, stating, "Over 100 cases have been reported to the Election Commission, but only one warrant was issued." She also revealed that even in that single case, the police closed the case by "suspending the investigation."
Regarding statistical anomalies, both sides remained unyielding. CEO Jeon Han-gil emphasized that the law of large numbers has no exceptions, while Rep. Lee maintained that "it is possible depending on voting tendencies."
In response, PD Lee Young-don stated, "Representative Lee Jun-seok misunderstands the law of large numbers" and "Representative Lee is making a big mistake," pointing out the loopholes in the current system that fails to properly filter duplicate voting.

According to the NEC's vote counting results for this general election, the number of invalid ballots in Suwon Jeong was 4,696, which was more than the margin of 2,377 votes (1.73 percentage points) between candidates Kim and Lee.
According to the informant, the vote counting status sheet indicated that after re-examination of out-of-area pre-voting ballots, 131 votes were classified as valid for candidate Kim and 132 for candidate Lee after passing through the review and tabulation department.
Therefore, the NEC should have announced the final tally for out-of-area pre-voting as 10,130 votes for candidate Kim and 7,431 for candidate Lee, by adding the re-examined 263 votes (131+132) to the 10,176 votes for candidate Kim and 7,299 votes for candidate Lee initially sorted by the ballot sorting machine.
However, the NEC announced that candidate Kim received 10,176 votes and candidate Lee received 7,299 votes. This only reflected the initial results from the ballot sorting machine, and the re-examined 263 votes (131+132) were excluded.
Instead of being counted as valid, the 263 votes were added to the 355 votes initially classified as invalid, merging into the total of 618 invalid out-of-area votes.
The discovery of such counting errors was not limited to out-of-area pre-voting. According to the informant, 1,018 ballots from same-day voting, 947 from in-area pre-voting, and 13 from overseas absentee voters, totaling 2,241 ballots in Suwon Jeong alone, were classified as invalid.
The assertion that 2,241 valid ballots were included in the total 4,696 invalid ballots announced by the NEC has fueled doubts about the integrity of the election.

On August 30, 2021, the Supreme Court held a recount in Yeongdeungpo-eul at the Seoul Southern District Court, but controversy erupted when suspicions were raised that the seal on the handle of the ballot box storage room had been changed.
At the time, it was revealed that the police had covered up the case of suspected ballot box tampering in the Paju-eul constituency during the April 15, 2020, 21st General Election, and suspicions of ballot box smuggling in Yeongdeungpo-eul were also raised, but the investigation was subsequently dropped.
According to the police's suspension of investigation decision, obtained exclusively by <한미일보> at the time, the Yeongdeungpo Police Station, which was handling the case of suspected tampering with the seal on the entrance door of the ballot box storage room in Yeongdeungpo-eul during the April 15 general election, suspended the investigation on February 7 of the previous year, six months after the investigation was requested.
According to the decision, the police stated, "The identity of the person who defaced the entrance door seal could not be determined, and there was insufficient evidence for pursuit. Therefore, the investigation is suspended until the whereabouts of the unidentified person are discovered."
This reason for suspending the investigation could be interpreted as the police stating that they would not investigate until the culprit was caught. It has been pointed out that the police may have underestimated the seriousness of the matter.
Notably, fingerprint analysis and CCTV verification were not conducted.
Police did not summon the NEC even once and 'closed the investigation.'
Despite the grave nature of the matter, the police suspended the investigation. The suspension of investigation decision was prepared under the name of Senior Officer Lee Ji-won. Upon confirmation with the Yeongdeungpo Police Station, this officer is currently the head of the Intelligent Crime Investigation Team 3. When asked about the deadline for completing investigations, a source from the Intelligent Crime Team stated in a phone call, "It varies depending on the case, so it is difficult to provide a uniform answer."
It is unclear whether the police requested fingerprint analysis from the National Forensic Service. In this regard, a legal representative for the plaintiff stated in a phone call with this reporter, "They only summoned plaintiff Park Yong-chan once for an investigation. I have not heard of any efforts being made to secure evidence."
The legal team further stated, "Even if the suspect could not be apprehended, at least the police's confirmation that the seal was altered would have helped to prove that the integrity of the election was compromised, thereby contributing to invalidating the election. Sending a decision to suspend the investigation after only about six months, without even apprehending the culprit, is an abdication of the investigative agency's duties."
The legal team had previously expressed their intention to present additional evidence based on the investigation results. Kwon Oh-yong, a lawyer for the plaintiff, stated in a phone call with this reporter, "During the Supreme Court recount, many ballots appeared to be not properly cast and counted, and although we requested examination for numerous ballots, most of the requests were denied. We request that the court carefully consider the claims we have made after reviewing various materials." However, the police's delay in judging the issue of seal tampering effectively blocked the legal team's path to presenting further evidence to the judiciary.
The main responsibility of the Supreme Court during the recount was to verify whether the ballot boxes were actually swapped. The police also had a corresponding investigative responsibility. However, similar to Paju-eul, it was revealed that the police had effectively covered up the case in Yeongdeungpo-eul.
At the time, the police cited "inability to identify the perpetrator and insufficient clues for pursuit" as the reason for suspending the investigation.
Police investigation rule 98 stipulates five grounds for suspending an investigation: (1) whereabouts of the suspect unknown; (2) suspect or witness unable to be investigated due to reasons such as staying abroad for more than two months, serious illness, etc.; (3) time required for expert examination in cases of medical malpractice, traffic accidents, patent infringement, etc.; (4) time required for decisions or rulings by other agencies or courts; and (5) critical evidence located abroad.
By stating "we don't know who the culprit is," the police seem to have neglected their duty to investigate allegations of abuse of power, obstruction of official duties, and betrayal of official secrets, which were filed by the plaintiff.
A senior police official, in a phone call with this reporter, stated, "It is the inherent duty of the police to narrow down the investigation through fingerprint forensics and find the perpetrator. Although I need to look into the specifics, it is plausible to suspect that the investigation was either not pursued due to a lack of willingness or was suspended due to external pressure."

According to an investigation by this newspaper in July 2023, on November 12, 2021, the Supreme Court's Third Division (Presiding Justice Lee Heung-gu, Associate Justice Ahn Cheol-sang, Justice Kim Jae-hyung) conducted a recount for the election invalidation lawsuit filed by former Future United Party candidate Park Yong-ho at the Goyang Branch of the Uijeongbu District Court in Ilsan, Gyeonggi Province. A recount is a procedure to verify whether the number of ballots cast matches the number of marked ballots, checking for tabulation errors or the influx of fraudulent ballots. The Supreme Court presided over the recount, with observers from the plaintiff's side and NEC officials from the defendant's side in attendance.
Around 4 PM that day, three men wearing court guard winter uniforms were captured having a suspicious conversation in the outdoor smoking area adjacent to the Judicial Research and Training Institute wall on the south side of the courthouse. The conversation was presumed to be about the NEC tampering with the ballot boxes before the recount.
According to the transcript at the time, Court Guard A stated, "The (NEC) is taking away ballots by car," drawing the attention of his colleagues. As Guards B and C, who were listening, looked at him, Guard A said, "This fraudulent NEC, ballots (inaudible part: presumed 'transporting')." He then continued, "Hey, stop it! (inaudible part: presumed 'they are doing it')."
The fact that Guard A used the expression "fraudulent NEC" in the transcript is noteworthy. As suspicions of fraud in the April 15 general election spread, those claiming that fraudulent elections occurred often used the derogatory term "fraudulent NEC" by combining "fraudulent election" and "NEC." It is unclear whether Guard A recognized the NEC's actions, which he seemed to have witnessed directly, as "fraudulent elections," or if he was unconsciously repeating a slogan from a protest outside the courthouse.
Furthermore, Guard A's expression, "This fraudulent NEC, there is O O," can be interpreted as a nuance of reporting a certain issue.
The conversation suggests that NEC officials, who arrived at the courthouse early on the day of the recount, may have made arbitrary changes to the ballot boxes. Kim Yong-kwon, head of the Legal Affairs Division and known as the highest-ranking NEC official present at the recount, was first spotted around 8:25 AM. Mr. Kim and a group appearing to be NEC officials emerged from the building and headed towards the smoking area. Apart from uniformed police officers deployed for a pre-announced legal protest, no representatives from the plaintiff's side had yet arrived. Around 8:35 AM, lawyer Do Tae-woo was the first to enter the main gate of the courthouse. An intelligence officer stated, "It seems the NEC arrived before 8 AM, but it's not certain."
Under current law, ballot boxes must not be unsealed or opened arbitrarily or moved without court permission until the recount. However, rumors of tampering with ballot boxes surfaced at every recount site of the April 15 general election. Doubts were also raised that the seals on the ballot box storage rooms showed signs of being removed and reapplied, distinguishable by pre- and post-recount photos. During the Moon Jae-in administration, no proper investigation was conducted by the prosecution, only amplifying the suspicions.
Amidst this, it was confirmed that three court guards, responsible for court security and protection, had a specific conversation stating, "The NEC is taking away ballots by car." It is speculated that Guard A's statement implies elements of a crime, such as: △Subject: NEC, △Object: Ballots, △Tool: Vehicle, △Action: Smuggling, △Method: Urging ("Get rid of the XX car!"), and △Intent (犯意): Attempt to conceal ("Hey, don't come!"). This is not a matter that can be casually joked about over cigarettes, and if true, it could be a grave matter of the NEC, which is responsible for maintaining election neutrality, participating in election result manipulation.
Attendees at the recount included plaintiff Park Yong-ho, former Prime Minister Hwang Kyo-ahn, former Assembly member Min Kyung-wook, lawyer Kwon Oh-yong, and lawyer Do Tae-woo, who participated as parties to the lawsuit and observers. Also present was the late Kim Jae-hong, CEO of Freedom's Window, who passed away last October. Mr. Kim, who had been raising suspicions of organized election result manipulation and fraudulent elections and participated in Supreme Court trials, told reporters, "The more they try to cover it up, the more it will be revealed." He passed away in a traffic accident last October.
Police 'closed the investigation' without ever summoning the NEC.
In a press conference held in front of the courthouse after the recount, former Prime Minister Hwang Kyo-ahn lamented, "An innumerable number of counterfeit ballots poured out, and there were many signs that the ballot boxes had been tampered with, leaving even the NEC in a state of bewilderment. Ballots that could not possibly have appeared without complete ballot box replacement or obvious swapping were found, so the April 15 election must be declared null and void." Hwang, a former prosecutor, is a high-ranking official among those who have stated that the April 15 general election was fraudulent. He is considered one of the most authoritative figures who has handled election cases among current and former prosecutors. During the Yoon administration, there was once public opinion from those who believe fraudulent elections occurred that a special prosecutor for fraudulent elections should be established.
Lawyer Kwon Oh-yong, a former prosecutor who has participated in fraudulent election trials, also stated after the recount, "There were individuals born in 1896 (the 33rd year of King Gojong's reign) on the voter roll, which should not have been the case. Furthermore, many ballot papers for same-day voting were found to be stiff and uniformly stacked like new bills without any folds, suggesting that the ballot boxes were opened and new ballots were poured in to match the manipulated vote counts." Lawyer Do Tae-woo, who also observed the recount, testified, "Most of the types of fraudulent ballots previously found appeared in large quantities, and even completely new types of fraudulent ballots beyond our imagination were discovered," he condemned.
According to the combined testimonies of the observers, the Paju-eul constituency, which includes the Civilian Control Line and is traditionally a stronghold for conservative candidates, witnessed the following during the recount: △11 "blank ballots" without the voting administrator's seal; △Paju-gap ballots found in the Paju-eul recount ballot box; △ballots stacked stiffly like new bills without ever being folded; △ ballots stuck together in pairs or threes; △two "cabbage leaf" ballots with overlapping regional and proportional representation marks; △21 ballots appearing consecutively with inconsistent side spacing; △suspicious ballots with lines along the side of the ballot bundle; △ ballots with distorted voting administrator's seals; △ballots with distorted voting marks; △suspicious proportional representation ballots with remnants of "Pro-Park Alliance No. 11," which cannot be printed with inkjet; and △a discrepancy between the number of voters and the voter roll in Jindo-myeon, with 70 votes missing. These were all observed simultaneously and some were filmed at the Paju-eul recount site.
The ballots without the voting administrator's seal, which are clearly invalid, have recently attracted unusual attention. In Geumchon 2-dong, Paju-si, the voting record indicated that 20 ballots without the administrator's seal were issued to voters, and one ballot with a serial number that could not be cut off was also present. There was no such record in Geumchon 3-dong.
According to current law, voting administrators who discover any irregularities in the ballots must record them. It is a mandatory, not optional, duty.
However, in Geumchon 3-dong, which had no such records, 11 ballots without the voting administrator's seal were found in the ballot box during the recount. Conversely, the 20 ballots issued without the administrator's seal, as recorded in Geumchon 2-dong, all had the administrator's seal affixed.
The fact that abnormal ballots appeared where they should not have, and abnormal ballots did not appear where they should have, raised reasonable suspicions that someone had tampered with the ballot boxes. Park Yong-ho, a businessman who served as the Chairman of the Presidential Committee for Youth under the Park Geun-hye administration, filed a complaint with the Uijeongbu District Prosecutors' Office, Goyang Branch, in August last year, accusing NEC officials in Paju-si of forgery of public documents and other charges.
However, the Paju Police, who were in charge of the case, closed the case as unfounded in November of last year and again in May of this year as non-prosecution. Non-prosecution means that the police concluded the case at their level and did not forward it to the prosecution. Strong opposition arose, arguing that this was not a matter to be casually dismissed by the police. This absurd incident of covering up the case was reported to the world by a report from Finance Today, which has been focusing on suspicions of fraudulent elections in the April 15 election.
The newspaper quoted lawyer Do Tae-woo, the plaintiff's legal representative, as saying that the police had not summoned the NEC even once for questioning in both instances where they concluded the case as unfounded.

It has been alleged that electronic manipulation was carried out to add votes to independent and Justice Party candidates in the Honam region, where the Democratic Party was expected to win overwhelmingly, in order to receive election cost reimbursements.
Professor Emeritus Kwon Won-tae of the University of Seoul announced in November 2024 that based on a comparative analysis of the turnout rates of ballots hand-counted because they could not pass through electronic ballot counting machines and the same-day and final turnout rates, this pattern was observed in the 22nd General Election (April 10 General Election) held in April.
According to Professor Kwon, Democratic Party candidates' final turnout rates increased by an average of 7.7% compared to the manually counted sampling, while People Power Party candidates' final turnout rates decreased by an average of 7.7%.
For example, in the Gwangjin-eul constituency in Seoul, a Democratic Party candidate received 37.2% in manual counting, 44.4% on the same day, and a final turnout rate of 51.48% after adding advance voting rates, thus winning the election, according to the analysis.
Conversely, a People Power Party candidate in the same constituency received 61.6% in manual counting, 54.6% on the same day, and a final turnout rate of 47.6%, showing a continuous decrease and ultimately losing the election, according to the analysis.
This pattern was evident nationwide, except for some areas in Honam.
In eight constituencies where independent or Justice Party candidates ran and People Power Party candidates received less than 10%, the Democratic Party candidates' final turnout rates actually decreased.
Professor Kwon derived a surprising analysis result: in all eight constituencies, the decrease in the Democratic Party candidates' turnout rates was exactly matched by an increase in the turnout rates of independent or Justice Party candidates.
Specifically, in Buk-gu, Gwangju, a Democratic Party candidate received 72.0% in manual counting sampling but only 69.2% on the same day, a decrease of 2.8 percentage points. In the same constituency, a Justice Party candidate received 14.8% in manual counting but increased by 3.1 percentage points to 17.9% on the same day.
Furthermore, in Damyang-Hampyeong-Yeonggwang, a Democratic Party candidate received 59.4% in manual counting sampling but only 52.3% on the same day, a significant decrease of 7.1 percentage points. In the same area, an independent candidate received 39.0% on the same day, an increase of 6.6 percentage points from their manual count of 32.4%.
The difference in turnout rates for People Power Party candidates in these two constituencies was minimal, ranging from -0.72% to +0.80%. While the difference in the People Power Party's turnout rates was negligible, the Democratic Party's turnout decreased, and the independent or Justice Party candidates' turnout increased accordingly.
Seven out of the eight independent candidates running in these constituencies were former Democratic Party members.
Conversely, in other constituencies in Honam where independent and Justice Party candidates did not run, there was almost no difference.
In Dong-gu-gap, Gwangju, the difference between manual counting and same-day voting rates was minimal for both the Democratic Party (-0.3 percentage points) and the People Power Party (+0.3 percentage points). In Wanju-Jinan-Muju, the difference was also negligible: Democratic Party (-0.4 percentage points) and People Power Party (+0.4 percentage points).
As a result, seven out of the eight independent and Justice Party candidates who ran in these constituencies received full reimbursement of their election expenses, and one received half. This is because their final turnout rates exceeded 15% or 10%, respectively.
Professor Kwon stated through a YouTube video channel of former Prime Minister Hwang Kyo-ahn that the probability of an increase in the turnout rates of independent and Justice Party candidates matching the decrease in the Democratic Party's turnout rates is 0%. Meanwhile, Professor Kwon explained that he based his research and analysis on the premise that unclassified ballots that do not pass through electronic ballot counting machines amount to an average of over 1,000 per constituency and are manually re-sorted, making them useful samples for predicting final results, similar to opinion polls.

A YouTuber released a video empirically demonstrating the difference between the actual number of participants at the polling station and the number of participants announced by the NEC.
Lee Jun-seok, leader of the New Reform Party, was found to be unaware of the discrepancy between the voter numbers announced by the NEC and the actual number of voters.
Immediately after PD Lee Young-don's explanation, Lee pointed to him and said, "What's unfortunate is that you are counting people at the polling station to verify it. If only it had been recorded as video and counted, it would have been fine." He questioned the accuracy of election monitoring civic groups like Bupdae.

Previously, Mr. Han (YouTube name 'Hameon Dwgetji'), a YouTuber arrested in April last year on charges of installing surveillance cameras at pre-voting stations for the April 10 general election, had revealed in a video that there was a discrepancy of 1147 people between the actual voters and the number announced by election authorities at one polling station in a single day.
In fact, Mr. Han released a video questioning the NEC's practice of entering the total number of voters before the ballot counting machine starts operating.
According to the video, an NEC official replied, "It is correct that the number of ballots issued is entered, and then it is put into the counting machine." When Mr. Han asked again, "Is it that the number of ballots issued is entered, and then the counting machine is run?" the NEC confirmed, "Yes." Mr. Han then questioned, "Why is the total number entered beforehand?" but the NEC did not provide a clear answer in the video. Mr. Han pointed out, "It is not possible to avoid suspecting that the sorting machine is adjusting the last digits to match."
Furthermore, Mr. Han questioned whether a bank teller counts money by entering "100 sheets" and then counting. According to him, the NEC's method is no different from a bank teller writing down "98 sheets" beforehand and then counting the money.
Some have raised suspicions that the NEC's method is a preemptive measure intended to incorporate "manipulation values." The claim is that the total number of voters in the population, which corresponds to the target group, is arbitrarily changed to match the final result, with the pre-determined outcome in mind. PD Lee explained, "If the NEC announces 40,000 participants, the actual number in the ballot boxes is 30,000, a difference of about 10,000, and these 10,000 votes are basically converted into Democratic Party votes." He added, "If these numbers are different, there are actually 10,000 votes missing, and I believe these 10,000 votes have become what I've identified as 'cabbage leaf' ballots."
He further stated, "After the 21st general election in 2020, there was an election invalidation lawsuit. There was a period of 1 year and 2 months between the start of the lawsuit and the actual opening of the ballot boxes. What happened during that time? When the ballot boxes were actually opened, the numbers in the NEC's announcement and the numbers in the ballot boxes were similar, with almost no difference."
He explained, "I believe that during that time, 10,000 votes, which were actually inserted, were manufactured in China and added. Therefore, at the counting site, large quantities of strange ballots, such as cabbage leaf ballots, appeared because they could not possibly be discovered."
He then directly addressed Lee Jun-seok's request for evidence by saying, "If you are asking for evidence, you should be investigating, not debating. She continued, "However, the ruling stated that it was not unusual for the voting administrator not to be aware of such ballots or not to record them in the voting record, unless the voters or observers specifically raised an objection." She criticized the unreasonable nature of the ruling.
She explained, "This means that out of 1974 ballots, over 1000 appeared. This means over 10 ballots were stamped like this in 12 hours. When a public official stamps, it might get smudged. They might realize 'What am I doing?' and then stamp again."
Lee Jun-seok asked, "Is it that they inserted 'cabbage leaf' and 'sun flag' ballots in a hurry to conceal evidence later? Then, did the criminal organization produce defective ballots without any of them realizing it, and swap them? I don't know if the ones who swapped them were from the DJ faction, but it's strange that they produced defective ones while committing the crime."
Lawyer Park Ju-hyun countered, "The election was held on April 15th, and evidence preservation was initiated on April 29th. When advance voting was introduced, they conducted public opinion manipulation operations to legitimize advance voting manipulation. 1.투표의 일관성 위배
(1)2020년 4•15 총선 지역구는 전산조작하고 비례대표는 전산조작하지 않아서 지역구에서 드러나는 사전투표와 당일투표 사이의 민주당 후보+10%, 미래통합당 후보-10% 합하면 약 20% 편차가 비례대표에서는 안 나타남.
(2)2025년 6•3 대선에서 당일투표 이재명 선거법 위반 파기환송심 재판계속 여론이 64%인데 이재명 득표율은 49.42%다. 재판속행이면 당선무효여서 재판계속 여론조사에 따른 이재명 지지율은 최대한36%(100%-64%=36%)만 이재명 지지여론일텐데 49.42% 득표결과는 약13%만큼 투표조작이 있었다는 정황증거.
2. 사전투표 개선방안
(1)관내사전투표: 당일투표용 선거인명부를 사전투표 현장에 비치하여 당일투표처럼 투표자 본인 신분증 확인 후 선거인명부에 날인 또는 서명하면 실물투표기록 남겨 사후 확인•대조 가능.
(2)관외사전투표: 투표자 성명•주민등록번호 사전투표소 현장 기록 후 날인 또는 서명하고, 투표자주소지에 전송•취합하면 사후 확인•대조 가능.
(3)본인확인 안되는 가짜 지문인식기 대신 진짜 지문인식기로 본인확인하여 중복투표 방지.
(4)투표관리관 현장 투표 확인 후 투표용지에 날인
