There are people who cannot distinguish between fraudulent elections and poorly managed elections. If a fraudulent election is a clear crime with intent, a poorly managed election feels like simple negligence.
The evidence presented at the large-scale debate on fraudulent elections on the 27th of last month is irrefutable proof of organized crime with clear intent, and therefore cannot be called a poorly managed election, according to proponents of eradicating fraudulent elections.
Former National Assembly member Min Kyung-wook sharply criticized on Facebook on the 16th, "If the Election Commission and the Democratic Party claimed it was a poorly managed election, I would understand, but unfortunately, there are people like Ahn Cheol-soo and other People Power Party politicians who say such things."
Former Assembly member Min cited the "Law of Large Numbers" as evidence that it could not be a "poorly managed election" but rather a "fraudulent election."
The graph of the Law of Large Numbers shows that in one or two trials, votes may be concentrated in one direction, but as the number of trials increases, it converges to the theoretical probability. For example, while a specific number might appear consecutively when rolling a die once or twice, after about 1000 rolls, the six numbers are bound to be distributed evenly.
Former Assembly member Min explained the Law of Large Numbers in simple terms, stating, "It's the theory that the vote shares for early voting and election day voting should be similar." He elaborated, "For instance, if the vote share between two candidates, A and B, in an entire constituency is 60:40, it is natural and normal for it to be 60:40 in early voting and 60:40 in election day voting."
"If, without a single exception in Seoul, Gyeonggi Province, Incheon, Busan, Sejong, and Ulsan, the statistics in every constituency, in every administrative district, all point in only one direction, favoring the Democratic Party candidate by over 10%, isn't that incredibly strange?" His subsequent explanation reads like a poem.
"Even if we concede that it could be different by chance. But if it's not just 1-2% but consistently and significantly different by over 10%, isn't that a bit strange?"
"Even if we concede that it could be over 10% different. But if it always comes out favorably for the Democratic Party, isn't that a bit strange?"
"Even if we concede that a certain constituency in Seoul is a bit unusual and that's why it's different. But if all 49 constituencies in Seoul are like that, isn't that strange?"
"Even if we assume all constituencies in Seoul could be like that. But if not just at the constituency level, but in all 425 dong-level administrative districts in Seoul, the vote shares between early voting and election day voting differ by over 10% uniformly, and it always favors the Democratic Party candidate, isn't that strange?"
"And even if we concede that Seoul could be like that. But if in all 599 dong-level districts in Gyeonggi Province, early voting and election day voting also differ by over 10%, and it all favored the Democratic Party candidate, wouldn't that be a bit strange?"
"Even if we concede that Seoul and Gyeonggi Province are a bit special. But if, in Incheon, Busan, Sejong, and Ulsan, without a single exception in every constituency, in every administrative district, the statistics all point in only one direction, favoring the Democratic Party candidate by over 10%, isn't that incredibly strange?"
Former Assembly member Min asked those who naively dismiss it by saying, "Statistics are just statistics," "If it reaches this point, don't you think the election might have gone wrong?"
He further emphasized, "At this point, shouldn't an investigation and inquiry be initiated? I'm speaking as someone who has conducted elections. Within a constituency, you win in some areas and lose in others. You perform well in early voting in some areas and win on election day in others. It's an election where you win or lose by a narrow margin when you combine all the votes amidst these minor victories and defeats."
Finally, former Assembly member Min appealed, "To the citizens of the Republic of Korea, who have the highest intelligence and the highest university enrollment rate in the world! Do you truly believe that in all elections held over the past six years, a specific political party winning with a uniformly favorable vote share in every city, every constituency, and every administrative district is either a coincidence or a mismanagement due to human error? Please, wake up!"

1.투표일관성 위배: 대수법칙의 경험적인 실현(2016년 총선, 2025년 대선 출구조사 이재명 재판 계속 여론)
(1)2020년 4•15 총선 지역구에서 드러나는 사전투표와 당일투표 간의 민주당후보+10%, 미래통합당후보-10% 편차가 그 사이 인구 유동인구가 많지 않았던 2016년 총선에서는 안 나타남.
(2)2025년 6•3 대선 출구조사 이재명 재판계속 여론이 64%인데 이재명득표율은 49.42%다. 재판속행이면 당선무효여서 재판계속 여론조사에 따른 이재명 지지율은 최대한36%(100%-64%=36%)만 이재명 지지여론일텐데 49.42% 득표결과는 최소한 약13% 이상 투표조작 정황.
2.사전투표 개선방안
(1)관내사전투표: 당일투표용 선거인명부를 사전투표 현장에 비치하여 당일투표처럼 투표자 본인 신분증 확인 후 선거인명부에 날인•서명하면 실물투표기록 남겨 사후 확인•대조 가능
(2)관외사전투표: 투표자 성명•주민등록번호 사전투표소 현장기록 후 날인•서명하고, 투표자주소지에 전송•취합
(3)지문인식할 수있는 지문인식기로 본인확인
