GOP makes a long shot attempt to record Democratic objections

On the 17th (local time), Republican Senators successfully executed a floor takeover operation to officially record the opposition of Democratic Senators to a voter ID bill supported by President Donald Trump (SAVE America Act).
The Senate passed the bill by a vote of 51 to 48 to proceed with debate on the legislation, despite opposition votes from Senator Lisa Murkowski (R-Alaska) and an abstention from Senator Thom Tillis (R-North Carolina).
This move is intended to shift the focus away from divisions within the Republican party over the "SAVE America Act" and onto Senate Democrats, who are withholding the votes needed to pass the bill.
Senate Minority Leader Chuck Schumer (D-New York) stated on the Senate floor, "Not a single Democrat will support the SAVE Act. This is a radical bill."
Schumer added, "If Republicans try to drag out the consideration of this bill on the Senate floor, we will fight them every step of the way for as long as it takes."
This also represents the culmination of pressure from President Donald Trump, conservatives within the Republican caucus, and an ardent online campaign to bring the bill to the Senate floor, all directed at Senate Majority Whip John Thune (R-South Dakota).
President Trump had previously threatened to withdraw his support for Republican senators in upcoming midterm elections who opposed a similar bill that passed the House last month.
Trump spoke with Senator Thune on Monday morning about future procedures and said, "He's trying," and that Trump "hope[s] John Thune can get this bill through."
When asked if President Trump understood the future direction, Senator Thune responded, "Well, he wants us to fight for our position, which we will, and then we will see what the Democrats do."
Despite some success in bringing the bill to the floor, thanks to lobbying efforts from Senators Mike Lee (R-Utah), Rick Scott (R-Florida), and Ron Johnson (R-Wisconsin), the bill is still destined to fail, according to Fox News.
Senator Lee stated on Monday via a video call on X that he was confident he and former President Trump could win a floor vote if "we push this issue all the way through to passage," and that he believed they could win.
Lee and other Republicans had pressured Senator Thune to invoke a "talking filibuster" to wear down Democrats and lower the threshold for passing the "SAVE America Act" to a simple majority.
However, there was no unanimous support for this measure within the Republican party, turning this novel idea into a mathematical problem that could backfire on Republicans, as they lack the votes to block numerous Democratic amendments that could fundamentally alter the bill.
Lee posted on X, "If your Senators don’t support bringing the SAVE America Act to the floor through a talking filibuster, you might need to replace them."
With the initial hurdle cleared, the Senate will now begin a marathon of debate and amendment votes. Amendment votes will not occur until the final moments before a final floor vote, meaning Republicans will face another procedural test that Democrats can obstruct.
Moreover, each amendment spearheaded by Republicans would require 60 votes to pass, meaning none of the provisions President Trump wishes to include in the bill will pass.
Senator Eric Schmitt (R-Missouri) intends to preemptively block the influx of amendments through a package of additional provisions, including those that President Trump wanted in the bill.
These provisions include abolishing mail-in voting for all except military, disabled, and sick individuals, banning men from participating in women’s sports, and halting gender transition surgeries for minors.
The abolition of mail-in voting is not a universally supported issue among Republicans, with many senators opposing a complete ban on the practice.
Senator Johnson acknowledged these challenges prior to the vote, agreeing that while absentee voting could not be completely eliminated, senators needed to establish "reasonable limits" on the practice.
Johnson told Fox News Digital, "I’ve always said that absentee voting shouldn’t be banned. Otherwise, I couldn’t vote. I’m in D.C. every Tuesday, as you know. So, the absentee voting has to be there, but there have to be limits on it.”
Senate Democrats could also use procedural tools to delay proceedings and maximally damage Republicans by obstructing the confirmation hearing schedule for Senator Markwayne Mullin (R-Oklahoma) as the next Secretary of Homeland Security, as Republicans rush to get him confirmed amid heated floor debate.
