Reports of individuals involved in election fraud being reported to the US Central Intelligence Agency (CIA) and sending certified mail are steadily increasing.
At the rally condemning election fraud held at Seoul Station Plaza on March 21, hosted by the National Movement Headquarters to Denounce Servers (Seobeokka), Jang Jae-eon, representative of Seobeokka, and Lee Sang-ro, former MBC reporter, revealed the second certified letter sent to Supreme Court Chief Justice Cho Hee-dae and criticized Chief Justice Cho's "arrogant, disrespectful, and insolent" attitude.

In the first certified letter sent on February 25, reporter Lee Sang-ro of 'Camera Dispatch' demanded an "explanation for dereliction of duty and election fraud."

According to the certified letter, "Complaints or lawsuits concerning elections must be decided or tried promptly, taking precedence over other disputes, and must be processed within 180 days from the date of filing the lawsuit: as stipulated in Article 225 (Processing of Lawsuits, etc.) of the Public Official Election Act. However, the Supreme Court has not yet begun its review of over ten cases of election invalidation and winning-candidate invalidation lawsuits filed over several years," and requested an explanation for this.
However, Chief Justice Cho replied on March 10, stating, "Your complaint concerns judicial proceedings. Article 103 of the Constitution of the Republic of Korea stipulates that 'Judges shall judge independently in accordance with the Constitution and laws, based on their conscience.' This means that no one can intervene or interfere with ongoing trials or their outcomes."
In response, reporter Lee Sang-ro, through the second certified letter, clarifies why Chief Justice Cho's response is incorrect, as follows:

Third, I reiterate that I have not intervened or interfered with any trial. Rather, I urged you to abide by the law.

Reporter Lee Sang-ro further stated in a certified letter sent to 'Lee Hae-jun, Chairman of the National Union of Public Officials,' "Most election officials at the counting stations are bringing in fake ballots and processing them as valid votes." He pointed out, "Even though anyone can instinctively recognize these as 'fake ballots' upon seeing the 'brick' ballots, the counting staff are calmly processing them as valid votes."
Reporter Lee Sang-ro also released photos of the "brick" ballots and criticized, "These election officials are also active participants in election fraud." He argued that public officials are violating the Constitution and laws and deceiving their conscience not for fair vote counting, but for a specific candidate.
The rally, which began at 3 p.m. at Seoul Station, moved to Myeongdong around 5 p.m. through a march, chanting slogans such as "Lee Jae-myung is fake" and "Election fraud out." The number of participants, initially 400, nearly doubled by the time they reached Myeongdong, indicating significant public support.
Meanwhile, Seobeokka and reporter Lee Sang-ro announced that they had reported 15 election commission chairpersons (judges) from areas where "brick" ballot allegations were raised during the 2022 Incheon Gyeyang-eul by-election, the 2024 general election, and the 2025 presidential election to the CIA on the 7th through a rally at Seoul Station.
