President Donald Trump signed a new executive order that will allow state governments to verify voter data against federal records and establish a new verification system for mail-in ballots.

White House Chief of Staff Will Sharp summarized the contents of the order on Tuesday evening (March 31st) in the Oval Office.

The executive order states that the federal government will provide data on voter eligibility to state election authorities to "ensure that everyone who participates in an election is legally qualified to vote."

Until now, each state has managed its own voter rolls independently. However, since the Trump administration's second term, the federal government has requested access to state voter rolls and conducted audits of voter data.

The federal government also plans to leverage the capabilities of the financially struggling United States Postal Service (USPS) to double-verify the legitimacy of mail-in ballots.

The U.S. Postal Service (USPS) will take "bold and new measures" to ensure that ballots are sent only to eligible voters and that submitted ballots belong to eligible voters.

Under this order, state election officials will receive a barcode corresponding to each eligible voter from the USPS when they receive mail-in ballots. This barcode will be attached to the envelope containing the ballot.

Commerce Secretary Howard Rutnik explained, "If states intend to use the U.S. Postal Service for mail-in voting, they will receive a barcode. This barcode will not be attached to the ballot itself, but rather to the mailing envelope."

This order comes early in the primary election season ahead of the midterm elections, and follows the failure of the "SAVE America Act," a bill aimed at election integrity, to pass the Senate, despite significant promotion by the administration.

Amidst widespread national suspicion of election fraud since the 2020 presidential election, and ongoing investigations led by the Office of the Director of National Intelligence (DNI), President Trump has repeatedly claimed the election was rigged. In the 2020 presidential election, concerns were raised about non-citizens voting and a large number of ballots with broken Chain of Custody (COC) procedures.

Previously, in March 2025, President Trump issued an executive order titled "Preserving and Protecting the Integrity of American Elections," which directed some modifications to mail-in ballot procedures. This order is currently facing legal challenges, citing that the authority to alter federal elections lies with Congress and state governments, not the President.

President Trump, criticizing "bad judges" for making incorrect rulings, stated that he believes this executive order will not face legal challenges.
